LOCATSTATE The Times, Gainesville, Georgia | gainesvilletimes.com Saturday, November 17, 2018 7A State lawmakers prepare to end special session today BY RUSS BYNUM Associated Press ATLANTA — Georgia lawmak ers are preparing to finalize $470 million in emergency aid and tax credits for victims of Hurricane Michael as well as a $40 million tax break for airlines in a final round of votes today. The state Senate will meet this morning for floor votes on the pro posals, which have already passed the House. If the Senate approves the hurricane relief bills and tax exemption on jet fuel without making changes, those bills will be immediately sent to the governor to sign into law. “For those who are the benefi ciaries of this legislation, timing is of the essence. They need help now,” Gov. Nathan Deal told the Senate Appropriations Committee on Friday. “I can assure you that if you complete this task as of tomor row, I will sign it so that the relief will begin to flow immediately.” Deal wants $270 million to help south Georgia farmers whose crops got destroyed by Hurricane Michael in October, and to pay for cleanup of vast acreage of shattered timberland and cover emergency response costs of state agencies and local governments. The governor is also seeking $200 million in tax credits to encourage commercial timber growers and pecan farmers to replant the trees they lost. State law also requires law makers to vote on Deal’s summer executive order that suspended collection of the 4-percent sales tax on jet fuel. The governor acted on his own after the Senate in Feb ruary stripped the perk out of a larger tax bill. Lt. Gov. Casey Cagle, who pre sides over the Senate, said the move was to punish Delta Air Lines for ending fare discounts to members of the National Rifle Association. OBITUARIES Emma JoAnn Abercrombie March 13, 1953- Nov. 14, 2018 Mrs. Emma JoAnn Aber crombie, age 65, of Murray- ville passed away peacefully at her home surrounded by her family on Wednesday, Nov. 14,2018. JoAnn was born on March 13,1953, to the late O.L. and Adell Underwood Hatcher. In addition to her parents she was preceded in death by her brothers Johnny Hatcher, Tommy Hatcher, Jim Hatcher, and Perry Hatcher. JoAnn was a lov ing wife and mother. Her grandchildren affection ately called her “Gramma.” JoAnn had the heart of a teacher making sure all the children could tell time, spell their names and read. She helped so many to get their start at the basics and then to excel in life. JoAnn was a member of Mt. Zion Baptist Church #2. Nov. 17, 2018 Ann Magruder Bowen June 19, 1918- Oct. 19, 2018 Ann Magruder Bowen died on Oct. 19, 2018. The daughter of the late Lamar Magruder and Mary Lemon Magruder, she was a native of Atlanta and a graduate of Girls’ High School in 1945. She attended Newberry College in Newberry, South Carolina, where she also made fond memories and lifelong friends. For 30 years she drew and updated state maps in what is now the Travelers Divi sion of the Georgia Depart ment of Transportation (GDOT). That meticulous attention to detail carried over into her exquisite pen and ink renderings of such notable Atlanta landmarks as The Fox Theater and the Callenwolde Fine Arts Cen ter as well as drawings of vintage homes, North Geor gia barns, and other fast disappearing rural struc tures. In 1973, Ann and her husband David Earl Bowen, who died in 2005, moved to Flowery Branch, GA, where her artistic talent flourished in her gardens, on canvas, and in beautifully detailed sculptures. She grew flow ers and painted them along with landscapes, portraits of people (especially chil dren), animals (especially their cats), and almost any thing else friends requested. She loved the coast and painted beautiful seascapes. David (known by many as Bo) built a studio for her on their property where she found much inspiration. Soon canvasses spilled out over the space. Art poured out of her and she loved sharing it. Often her work won recognition in the annual Members’ Exhibit at the Quinlan Visual Arts Center and in other regional exhibits. As she grew older and her eyesight diminished, she entered her impressionis tic phase and her work was saturated with colors she could see and also remem ber from the flowers in her garden. Her favorite artist was Monet. Cats were also an enduring love of hers. She and Bo had a steady stream of felines of their own and also visitors from the neighborhood that felt free to enter through the “cat door” for some special affection and snacks. When one of their pets moved on, another, sensing a vacancy, moved in to become part of their family. Ann and Bo were gra cious and welcoming, open ing their home to family and friends for many occasions. Many will remember the birthday parties and gen eral celebrations held there. In addition to her parents and husband, Ann was pre deceased by her beloved sister, Mary Jane M. Pitts, and her nephew-in-law, Van Doesburg. Survivors include her nephew Rick Pitts (Caro lyn), her niece Susan P. Doesburg, and her step son Chris Bowen (Becky). Extended family include her great nephew and niece Hunter and Hannah Pitts, great nieces Lisa Doesburg (daughter Maddie) and Lora D. Drapeau (husband Ste phen and children Will and Anna), and great nephew Eric Doesburg (wife Kate and children Paikea and Finn). Many friends and of course her art also survive. Ralph was born in Upstate New York to Jesse and Philomena (Delisle) Burwell. He gradu ated from St. Charles High School in Waltham, Mass., and obtained a mechanical engineering degree from Northeastern University in Boston and a Master’s in International Business from Georgia State University in Atlanta. He served in the Air Force Reserve for 26 years and retired with the rank of Lieutenant Colonel. Ralph’s career encom passed 15 years with IBM and over 20 years with ARAMCO (seven years in the 1950s and another 13 years beginning in 1976). He lived in Saudi Arabia for many years, affording him and his family numer ous opportunities for travel, one of Ralph’s passions. Other hobbies and interests included photography, read ing, puzzles (crosswords and other types), trains, ceram ics, and even wine and spirit making. Ralph was the beloved husband of Ruth (Grimaldi) Burwell, who pre deceased him in 2011 after 56 years of marriage. He is survived by five children: Thomas (Gerry Anne), Margaret (Lenny), Louis (Leeanne), Joseph, and Gerald (Lisa); six grandchildren: Christina (Robert), Joseph, James, Daniel, Nicolette and Brigette; one great-grand child, Robert “Bubba” Jr.; and numerous nieces and nephews. He is predeceased by siblings Armand, Mar guerite, Clarice and Rich ard, and one son, Anthony, who died shortly after birth. Ralph had an incredibly generous spirit, an intelli gent and inquisitive mind, and a very kind heart. He will be sorely missed by family and friends alike. She was the last sur viving Charter member of Riverbend Baptist Church and Charter member of the Altrusa Club of Gainesville, which was responsible for organizing the Hall County Girls Club. She loved her church and church family. She was an amazing and Godly woman who con tinued to be active in her church and commu nity. One of her greatest joys was doing for others. She touched the lives of many and leaves a legacy of love and service that will live on in the hearts of those she loved and of those who loved her. Nov. 17, 2018 Susan Blankenship McClendon Feb. 28, 1951- Nov. 12, 2018 Susan Blankenship McClendon, of St. George Island, FL, passed away on Nov. 12, 2018, at Big Bend Hospice in Tallahassee, after a long and courageous battle with cancer. Susan was born on Feb. 28, 1951, in Atlanta, Ga., to Claude and Frances Blan kenship. She graduated from Walker High School and later attended Georgia State University. She spent 15 years working for Union Oil of California, where she met the love of her life, Jim McClendon. Susan and Jim were married on Feb. 23, 1979. Susan built a highly suc cessful real estate career at The Norton Agency in Gainesville, Georgia, spe cializing in lakefront prop erties at Lake Lanier where she and Jim made their home. Her dazzling smile, car ing atti tude, and dedication to detail won her many loyal clients and lifelong friends. In 1998, Susan and Jim purchased their first prop erty at St. George Island in Florida. During her years on SGI, Susan honed her skills as an artist, working in watercolors and pastels to create joyful representa tions of the world around her. Susan and Jim were life time members of the St. George Lighthouse Associa tion, where they joined with other islanders in a commit ment to rebuild the iconic Cape St. George Lighthouse, which fell in 2005. Susan’s dedication to the restora tion of this important facet of local history was an inspiration to all her fellow volunteers. Susan was preceded in death by her parents. She is survived by her loving hus band and devoted caregiver, Jim; sisters Francie, Claudia and Rebecca; brother Rob ert; and hundreds of friends who will miss her big smile, loving heart, and warm hugs.
