May presses on with Brexit plan
after yet another minister quits

determined to win lawmak
ers’ backing for her Brexit
deal, after a minister who
quit her government said her
divorce agreement would
leave Britain outnumbered
and outmaneuvered in future
negotiations with the Euro
pean Union.

soccer against opponents
who “are the referee and
they make the rules as well. ”
May is battling to persuade
lawmakers to back the Brexit
agreement when Parliament
votes on Dec. 11. She and
EU leaders say rejecting the
divorce terms, which were
endorsed by the EU last
weekend, would leave the
U.K. facing a messy, econom
ically damaging “no-deal”
Brexit on March 29.
But many British lawmak
ers on both sides of the Brexit
debate oppose the deal —
Brexiteers because it keeps
Britain bound closely to the
EU, and pro-EU politicians
because it erects barriers
between the U.K. and its big
gest trading partner.
May, attending a Group of
20 summit in Buenos Aires,
said the message she was get
ting from other world leaders
was the importance of “cer
tainty” about the Brexit path.
She said at a news confer
ence that “passing this deal
... will take us to certainty for
the future, and that failure
to do that would only lead to
uncertainty.”
The two-part agreement
includes the legally binding
terms of the U.K.’s departure
and an ambitious declara
tion about future relations
between the two sides.
Gyimah, who backed
remaining in the EU during
Britain’s 2016 referendum,
said the agreement was “a
deal in name only.”
“We’ve got a wish-list of
aspirations that we intend
to negotiate with the EU
(after) we’ve lost our voice,
our veto and our vote,” he
told Sky News.
Gyimah is the seventh
member of May’s Conser
vative government to quit
over the Brexit deal. His
resignation came after May
said Britain was abandoning
efforts to retain full access to
the EU’s Galileo satellite nav
igation system after Brexit.
Britain has been a major
player in developing the
system, but the EU says only
member states can work on
developing the high-security
encrypted parts of Gali
leo for use by the military
and critical infrastructure
sectors.
May said, given the EU’s
decision “to bar the U.K.
from being fully involved
in developing all aspects of
Galileo, it is only right that
we find alternatives.” She
said Britain would develop
its own sat-nav system, at an
estimated cost of several bil
lion pounds (dollars).
Gyimah said “what has
happened with Galileo is
a foretaste of the brutal
negotiations we will go
through that will weaken
our national interest, make
us poorer, less secure.”
May has acknowledged
the Brexit deal is not per
fect, but says it delivers on
voters’ decision to leave the
EU while retaining close
ties with the bloc, a key
trading partner and ally.
She got a vote of confi
dence Saturday from Japa
nese Prime Minister Shinzo
Abe, who praised May’s
“leadership” in sealing the
Brexit agreement. Speak
ing at the G-20 summit, Abe
urged May “to avoid no
deal, as well as to ensure
transparency, predictabil
ity as well as legal stability
in the Brexit process.”

and twenty-five women
and girls have been raped,
whipped and clubbed in
attacks so shocking that
aid workers in South Sudan
say they are speechless.
Doctors Without Bor
ders on Saturday said the
“dramatic increase” in
sexual violence occurred
over 10 days, between Nov.
19 and Thursday, as the
women and girls walked
to a food distribution site
in Bentiu in Unity state. By
contrast, the medical char
ity’s Bentiu clinic have
treated 104 survivors of
sexual assault this year.
Sexual violence has
been widespread in South
Sudan’s civil war, and
even under a recent peace
deal humanitarians have
warned of higher rates
of sexual assault as grow
ing numbers of desperate
people try to reach aid.

tors Without Borders who
treated survivors said those
targeted include pregnant
and elderly women and
girls as young as 10.
“What is happening
since last week is inde
scribable. I haven’t got
words for it,” Ruth Okello
told The Associated Press.
The women were robbed
of clothing and shoes, and
even their ration cards
for food distribution were
destroyed, the group said.
The United Nations
mission chief, David
Shearer, said the “abhor
rent” attacks were car
ried out by young men
in military uniforms and
civilian clothing. The U.N.
has increased patrols in
the area and launched an
investigation while urging
local authorities to hold
the attackers accountable.
The international body
charged with monitoring
the peace deal’s imple
mentation said Saturday
it has opened an investiga
tion into the reports.
The U.N.’s World Food
Program said while there
was a distribution under
way in Bentiu for dis
placed people, the women
and girls weren’t due to
receive food assistance
until the following week.
WFP said it was looking
into whether it can move
distribution sites closer to
communities in the area.
