UNC might move Confederate
monument to campus outskirts

North Carolina’s flagship
university proposed Mon
day to move a toppled Con
federate statue into a new $5
million building on the out
skirts of campus, seeking to
balance security with strict
state historical laws at a site
a mile south of where the
monument previously stood.
The plan presented
by University of North
Carolina at Chapel Hill
Chancellor Carol Folt was
overwhelmingly approved
by the campus trustees,
though at least one voted
against it. The separate
Board of Governors that
oversees the statewide uni
versity system will have
final say over the plan for
the statue known as “Silent
Sam.” The statewide board
is expected to consider it at
a meeting Dec. 14.

history and
education
center that
would house
the statue
torn down by
protesters in
August. The
proposal said the new build
ing in the Odum Village area
of campus would cost about
$5 million to build, with an
estimated $800,000 in annual
operating costs.
The chancellor and sev
eral of the trustees said
they would have preferred
moving the statue off cam
pus entirely, but they were
restricted by
a 2015 state
law on Con
federate stat
ues and other
monuments.
Folt said
safety was
chief among
many factors
considered
in developing
the new plan.
“It was
very clear that public safety
alone would make it impos
sible to return it to its base
or any outdoor location on
our campus,” she said dur
ing the meeting.
“Silent Sam” had stood on
a main campus quad from
1913 until it was torn down
by protesters who decried
what they described as its
racist origins.
UNC isn’t the first uni
versity to grapple with Con
federate monuments and
ultimately decide to move
one indoors. The Univer
sity of Texas has removed
several Confederate stat
ues from outdoor display,
including a statue of Con
federate President Jeffer
son Davis taken down in
2015 and now displayed in a
museum.
North Carolina’s law
on historical monuments
allows relocation in only
narrow circumstances, such
as to preserve the artifact or
because of construction.

Sheriff: Man tells 911 he killed woman,
needs to smoke crack before surrendering

INMAN, S.C. — A man who called
911 to say he killed a woman in a South
Carolina home told the operator he
would turn himself in after he smoked
crack, Spartanburg County Sheriff
Chuck Wright said.
But William Tommie Smith never got
a chance to use the drugs because his
brother called deputies immediately
after hearing about the killing and led
officers to Smith, Wright said.
“He said he would turn himself in
after he smoked crack. I don’t under
stand that addiction, but obviously it
makes you do things you aren’t sup
posed to,” Wright told reporters outside
the Inman home where the killing hap
pened Sunday morning.
Several hours after the killing, the
home caught fire and was destroyed.
Firefighters said the blaze was
suspicious.
Smith told the 911 operator Sunday
morning he beat the woman with the
bat and tied a power cord around her
neck and then told investigators the
same story, according to a police report.
The coroner’s office identified the
woman as 55-year-old Brenda Kay Tan
ner. Investigators didn’t have a motive
for the killing.
Tanner’s son stabbed a man with a
pair of scissors after a fight at the home
two weeks ago and was charged with
attempted murder, according to depu
ties, who don’t think the two acts of vio
lence were related.
Smith, 63, is charged with murder
in Sunday’s death and remains in jail.
Records did not indicate if he had a
lawyer.
The sheriff’s church is near the
Inman home where the killing hap
pened and Wright knew both the sus
pect and the victim.
“This young man was breaking bread
with us about two weeks ago in our
church,” Wright said. “We prayed for
him, and this lady, obviously.”

Possible tornado blamed
for minor injuries at base
A Navy spokesman says a suspected tornado left five
people with minor injuries, tossed at least two passenger
vehicles into the water and damaged a couple of small
buildings at a submarine base on the coast of Georgia.
Camden County in Georgia’s southeast corner was
under a tornado warning Sunday afternoon when the pos
sible twister struck Kings Bay Naval Submarine Base.
Base spokesman Chris Tucker said Monday the dam
age was contained to an isolated corner of the base. He
said two sailors got knocked over as they were tying up a
security boat. He says the sailors and three other people
injured in the storm were treated and released from local
hospitals.
Tucker says no submarines got damaged. Kings Bay
is the East Coast base for the Navy’s nuclear-armed
submarines.
Maj. Gen. Tracy Norris named first
female Adjutant General of Texas
An Iraq War veteran with more than 30 years of mili
tary service has been named the first female Adjutant
General of Texas.
Gov. Greg Abbott on Monday announced the appoint
ment of Maj. Gen. Tracy Norris of Austin, effective Jan. 1.
She replaces Maj. Gen. John Nichols, who was
appointed in 2011. Nichols is retiring Dec. 31.
The adjutant general commands personnel of the
Texas Military Department and reports to the governor
on the Texas Army National Guard, Texas Air National
Guard and Texas State Guard.
Norris has served as Assistant Deputy Adjutant Gen
eral for Army and as director of construction and facili
ties management for the Texas Military Department. She
previously served in the Army National Guard in Geor
gia, Florida and Massachusetts and with the National
Guard Bureau in Washington, D.C.
14 dogs die in blaze from heat lamp
Authorities say more than a dozen dogs were killed in a
fire apparently caused by a heat lamp that was being used
to keep the dogs warm.
WCSC-TV reports that 14 dogs were killed in the Sunday
blaze in Colleton County near the South Carolina coast.
Firefighters found 7 dead puppies and 7 dead adult
dogs.
Fire Chief Barry McCoy says the blaze appears to have
been caused by the heat lamp on the front porch.
The building sustained substantial damage. The resi
dents of the home were not injured.
Multiple people injured when deck
collapses in Alabama house fire
Authorities in Alabama say nine people were injured
when a deck collapsed during a house fire.
Birmingham Fire Battalion Chief Sebastian Carrillo
tells local news outlets that the accident happened Satur
day night when a fire started in the house.
The people ran outside onto the porch to escape the
fire. The porch collapsed under this added weight.
Three people were taken to the hospital to be treated
for first-degree and second-degree burns.
Six other people had minor injuries from the fall.
The deck was about 8 feet off the ground.
Lighting ceremony for Alabama state
Christmas tree set for Friday
The official state Christmas tree has arrived at the Ala
bama Capitol and will soon be aglow in lights.
Alabama Gov. Kay Ivey’s office says the annual light
ing ceremony will be held Friday at 5:30 p.m. The public
is invited.
The tree sits at the top of the Capitol steps facing Dex
ter Avenue.
This year’s Christmas tree is a 35-foot-tall Eastern Red
Cedar grown in Bullock County. It was donated by Ray
Allen of Fitzpatrick.

was a volunteer at Bright
Spot Cafe (Hall County Hos
pital now Northeast Georgia
Medical Center) where she
was instrumental in fund
raising efforts to purchase
the first infant incubator.
Shortly thereafter her twins
Danny and Randy born pre
maturely were put in the
incubator for several weeks
until their release from the
hospital. She was a member
of American Legion Post 7
Ladies Auxiliary for 66 years.
She was an avid volunteer
serving in several different
roles during her member
ship. She was a member of
St. Michael Catholic Church.
In addition to her parents,
Mrs. Failyer was preceded
in death by her husband,
Kenneth Failyer; son, Danny
Failyer; and brother, Ray
Davis Jr.
Mrs. Failyer is survived by
her son and daughter-in-law,
Randy and Lorna Failyer of
Gainesville; son and daugh-
ter-in-law, Philip and Linda
Failyer; eight grandchildren;
19 great-grandchildren; sis
ter, Mary Ellen Fligg of W.
Des Moines, Iowa; brother,
