Gainesville council rejects 5-home section in Oakwood development

What would have been
a tiny Gainesville portion
of a much larger subdivi
sion in Oakwood was shot
down Tuesday night by the
Gainesville City Council.
Southeastern Land Solu
tions asked the council Dec.
4 to tweak zoning on 1.34
acres off McEver Road and
Stephens Road to allow for
five single-family homes.
The homes would have
been part of Brannon
Ridge, a 33-acre, 187-
home subdivision that was
annexed earlier this year
into Oakwood and approved
by the Oakwood City Coun
cil. Brannon Ridge will be
next to Copper Springs sub
division, which is in the city
of Gainesville.
“We were originally talk
ing about de-annexing and
try to change everything,
and I think that made it
really complicated,” South
eastern spokesman Eric
Johansen told the coun
cil, describing the steps
leading to the Gainesville
proposal.
The area was originally
proposed as a small neigh
borhood retail center and
was never developed, said
Matt Tate, Gainesville’s
planning manager.
Under Southeastern’s
plans, residents of the
Gainesville portion would
have had to travel Hall
County and Oakwood roads
to access their property.
The neighborhood also
would have been served
by Hall County emer
gency responders as part
of a mutual aid agreement
between Gainesville and
Hall County.
Also, to address concerns
about Gainesville buses
reaching school-age chil
dren in the neighborhood,
the developer would have
been required to make the
Gainesville section exclu
sively for people 55 and
older.
Councilman Zack
Thompson wasn’t sold on
the proposal or conditions.
“To me, this doesn’t
make a lot of sense,” he
said. “They’re going to go
in there with conditions
that we’re not going to give
them any city of Gaines
ville services and they’re
going to be paying Gaines
ville property taxes. That’s
going to be real confusing.”
Thompson went on to say,
“I think it’s silly to have to
relieve all our services just
to be able to get something
rezoned residential.”
Mayor Danny Dunagan
agreed.
“If I was a homeowner
paying city taxes, I’d want
city services,” he said.
Councilwoman Ruth
Bruner supported the
proposal.
“I think it’s a good use of
the land,” she said.
Bruner’s motion to
approve the request was
supported by councilmen
Sam Couvillon and George
Wangemann but opposed
by Dunagan and Thompson.
The motion didn’t pass,
however, because it did not
receive the required four
votes for approval.

Howard Lee Carnes
Died Dec. 2, 2018
Howard Lee Carnes, 83, of Gainesville
passed away Sunday, Dec. 2,2018.
Mr. Carnes was born in Forsyth County
to the late Soloman Robert and Margaret
Self Carnes. He was preceded in death by
sisters and brothers, Martha Carnes, Aus-
bon Carnes, Leota Carnes, John Carnes and
Marshall Carnes. Mr. Carnes was a textile
worker at New Holland Mill for 45 years.
Survivors include son and daughter-in-law,
Randy and Margaret Renee Carnes, Gaffney,
S.C.; son, Vince Carnes, Gainesville; daughter,
Sony Jones Lopez; grandchildren, Victoria
Carnes, Justin Carnes, Jessica Carnes, Casey
Jones, Heath Jones, Cody Lopez, Dallas and
Angel; sister, Kathleen Dorsey, Gillsville;
brothers, William Carnes, Cleveland, and Rob
ert Carnes, Banks County.
Funeral services will be held 2 p.m. Tues
day, Dec. 4, 2018, at the Chapel of Barrett
Funeral Home. The Rev. Doug Merck will
officiate. Interment will follow in Concord
Baptist Church Cemetery in Cumming.
The family will receive friends from 6-8
p.m. Monday, Dec. 3, 2018, at the funeral
home.

Richard Landy
June 23, 1931-Nov. 26, 2018
Landy, Richard, 87 years young, of Flow
ery Branch, Ga., died Nov. 26, 2018. He
was born on June 23,1931, in Cheesemont,
County Tipperary, Ireland, to parents John
and Alice Landy.
His siblings were Honor Landy, Mary
Kinsella and Margaret Pritchard. He was
educated at The Christian Brothers School
in Tipperary. After gradu
ating he joined the British
Army in 1945. Richard
served in Tripoli, Germany,
Malaysia, Singapore and
retired as a Second Lieu
tenant in 1965. Richard
was awarded the British
Empire Medal in recogni
tion of distinguished ser
vice in Malaya, by HM Queen Elizabeth, at St
James’s Palace. He worked and lived in many
places including London, England, where he
owned a restaurant.
Richard immigrated to the United States
in 1980. He then settled in Georgia where
he managed Major McGill’s Restaurant
in Flowery Branch. He later worked with
Dutch Quality House in Gainesville. Richard
was an active and contributing parishioner
at St. Michaels Catholic Church where he
enjoyed his work with St. Vincent De Paul.
He also enjoyed working with fellow parish
ioners supporting Good News at Noon. The
Knights of Columbus honored Richard in
2015 with the Award of Achievement for
helping families, the community and St.
Michaels. Richard was a very kind and
loving man. He was also incredibly disci
plined and his work ethic was unparalleled.
He made a huge impact on his family and
friends, and will be greatly missed by all who
were fortunate to know him.
Richard is survived by nieces and nephew
Margaret Welsh, Patricia Cotter, David
Pritchard, Jillian Cooke, Michele Beards
ley (Mimi) and great-nephews and great-
nieces Michael Welsh, Donna Offord, Fiona
Welsh, Taylor Pritchard (deceased), Grace
Pritchard, Caillin Cooke, Margaret Beards
ley (Maggie) and Ryan Beardsley.
Viewing will be Friday, Dec. 7,5-7 p.m. at
Memorial Park Funeral Home, Gainesville.
A Mass followed by a reception will be held
at St. Michaels Catholic Church in Gaines
ville, Ga., on Dec. 8,2018, at 1 p.m. (Feast of
the Immaculate Conception). The interment
will follow at 3:30 p.m. at Memorial Park
Cemetery in Gainesville.
In lieu of flowers the family would appre
ciate donations to St. Vincent De Paul.

Morris Allen McCall
March 9, 1943-Dec. 3, 2018
Morris Allen McCall, a resident of Hatties
burg for 20 years, died Monday, Dec. 3,2018,
at Forrest General Hospital. He was 75.
He was bom March 9,1943, in North Taze
well, Va., the son of the late Lovella Whitely
McCall and Clarence Victor McCall Sr. Mr.
McCall, a graduate of East Tennessee Uni
versity, was employed as a regional manager
for Yellow Freight Trucking for 30 years and
later as an auditor with the Mississippi Depart
ment of Banking and Finance until his retire
ment in 2015. He also served in the U.S. Army
and was stationed at the Panama Canal.
He was an active volunteer at his church,
Parkway Heights United Methodist Church,
and was an avid fan of the Tennessee Vol
unteers and Georgia Bulldogs who enjoyed
being with his family, woodworking, yard
work and running.
In addition to his parents, Mr. McCall was
preceded in death by brothers, Clarence Vic
tor McCall Jr. and Thomas Warren McCall;
and his sister, Eleanor Jean McCall.
He is survived by his wife, Susan Ray
McCall of Hattiesburg; four daughters,
Georgia McCall Underwood (Brandon) of
Lighthouse Point, Fla., Rachel McCall Wiley
(Travis) of Marietta, Ga., Melinda Biglane
(Patrick) of Natchez and Leigh Anne Creek-
more (Matthew) of Tupelo; his sister, Nancy
McCall Jackson (David) of Chattanooga,
Tenn.; grandchildren Spencer, Walker and
Ava Underwood, Addison and Austin Wiley,
Grace, Jett and Linley Biglane and Margaret
Creekmore; nieces, Annie Forrester, Jane
Killeen and Pam Jackson.
A memorial service will be at noon Thurs
day at Parkway Heights United Method
ist Church in Hattiesburg. Visitation at the
church will begin at 11 a.m.

Mr. David Mele, 68, of Flowery Branch
passed away Tuesday, Dec. 4, 2018, at his
residence.
The family will receive friends 10 a.m.
to noon Saturday, Dec. 8, 2018, at Memorial
Park South Funeral Home.
Mr. Mele was born June 17, 1950, to the
late Carmine and Geraldine Mele in Pater
son, N.J. He was a United States Army Vet
eran and a member of the American Legion
Post 127 in Buford, where he was a past Ser
geant of Arms. He was of the Christian faith
and retired from Atlanta Printing Company,
where he was a printer.
Mr. Mele is survived by his daughter,
Anslee Jackson of Atlanta; granddaugh
ters, Amelia Jackson and Eloise Jackson;
brothers, Douglas Mele of Flowery Branch
and James Mele of Jefferson; sisters, Linda
Bender of Flowery Branch and Naomi
(Thomas) Dochychi of New Jersey; and sev
eral nieces and nephews. He was preceded
in death by his parents and sister, Jane Mele.

Cecil was bom in Gaines
ville, Ga., to the late Millard
E. Murphy and M. Claudine
Allison Murphy. He was a
member of the Corinth Baptist Church. He
graduated from North Hall High School. He
graduated from Georgia Tech in Electrical
Engineering. He worked for I.B.M. for 48
years and retired. Cecil served six years in
U.S Navy Air Reserves.
He lived in Marietta, Ga., and part-time in
Cleveland, Ga. Cecil is survived by his wife of
53 years, Beverly R. Murphy of Marietta; son
Victor G. Murphy of Marietta; son Patrick E.
Murphy of Marietta; and several nieces and
nephews. Siblings-in-law, Paul and Gwen
Gourley of Dahlonega, Larry Gourley of
Doraville and Jan R. Howard of Stockbridge.

Clifton Avery Stroud, 86,
of Habersham County, Ga.,
died Sunday, Dec. 2, 2018,
from complications of a
stroke in October.
Avery was born on June
4, 1932, to the late Luther
and Annie Pearl Erwin
Stroud. Avery was a Navy
veteran, a graduate of
Piedmont College and an
avid Georgia Bulldog fan. He had a distin
guished career with Blue Cross Blue Shield
for 30 years. In addition to his parents, he
is preceded in death by his wife, Gwen Far
row Williams Stroud; his former wife, Edith
Franklin Stroud; his sisters: Myrtle Pritchett,
Kathleen Stroud and Pauline Dooley; and his
brothers: Leo Stroud, Reece Stroud, Hubert
Stroud, Vernon Stroud, Bruce Stroud, Mar
ion Stroud, Alfred Stroud and J.C. Stroud.
Survivors include his sons and daughters-
in-law, Greg and Carol Stroud and Wayne
and Mary Ann Stroud; daughter and son-in-
law, Sonya and Steve Thomas; stepsons, who
were truly like his own, and their spouses:
Ron and Nancy Williams, Richard and Dar
lene Williams, Byron and Emily Williams
and Ben and Leslie Williams; and brother
and sister-in-law, Don and Jean Stroud. He
was a very proud, loving Papa to 13 grand
children and seven great-grandchildren.
A memorial service will be held at 11
a.m. on Saturday, Dec. 8, 2018, at Whitfield
Funeral Home, South Chapel, Baldwin, Ga.
The family will receive friends from 5 to
8 p.m. on Friday, Dec. 7,2018, at the funeral
home.
