Athens clamps down on electric scooter firm after complaints Associated Press Amid concerns that electric scooters are being dumped all over Athens and pose a danger to the public, the local government has temporarily banned them. Bird scooters will be grounded following a recent decision by the Athens-Clarke County Commis sion, The Athens Banner-Herald reported. The scooters began showing up on Athens sidewalks and streets in August, and soon generated con cerns about safety. The biggest problem is that users are “dumping them all over the place,” Commissioner Andy Herod said. “They are making private profit and the public is picking up the cost of having to deal with this,” he said. The University of Georgia began impounding scooters left on the campus soon after they began arriving. As of the end of last month, UGA was holding more than 1,100 of the scooters, and had assessed more than $500,000 in fines and fees on the company. The ban won’t affect a UGA bicycle-sharing program, said Commissioner Jerry NeSmith, chairman of the county commis sion’s legislative review com- mittee. The ban is meant to be temporary so that local officials can draft rules for the scooters, the newspaper reported. Committee members believe the technology is wanted and use ful, NeSmith said. They expect them to eventually return. “It’s a good alternative form of transportation,” he said. “That’s not the issue. The issue is public safety.” The company that owns and maintains the scooters received 10 days to remove them. Officials intend to impound any Bird scoot ers still lingering after that grace period. FBI: Man charged in kidnapping, death of North Carolina teenager Associated Press LUMBERTON, N.C. — Police have arrested and charged a man with killing a 13-year-old girl who was kidnapped last month from a North Carolina mobile home park. The FBI said early Saturday that Michael Ray McLellan has been charged in connection with the kidnapping and murder of Hania Noelia Aguilar. The announce ment comes the same day that a memorial service for Aguilar is set to take place at a local high school. The 34-year-old McLellan faces first-degree murder, rape and eight other felony charges. He’d been released from prison in June and was still on parole from a 2017 felony breaking and entering con viction, according to the News & Observer of Raleigh. He was previously convicted in 2007 of assault with a deadly weapon and was released on parole in 2016, the newspaper reported. He is being held without bond in the Robeson County Detention Center. He will appear in court at the Robeson County Courthouse on Monday. McLellan was in custody at the time of his arrest on charges unre lated to the Aguilar case, police said. On Nov. 5, police said Aguilar went outside to start a relative’s SUV to prepare to leave for the bus stop when a man forced her into the vehicle and fled. Her disappearance sparked an intensive search. Drones, dogs, and scores of searchers on foot spent the following weeks comb ing the area. Police found her body several weeks later in a body of water about 10 miles south of the mobile home park where she was kidnapped. BIRMINGHAM, ALA 1-20/59 to close in Birmingham in January Birmingham’s traffic could get a lot worse beginning next month. The Alabama Department of Transportation says it will shut down Interstate 20/59 through the state’s largest city beginning in mid- to late January 2019. Al.com reports the move comes as crews rebuild the aging highway overpasses through downtown. Transportation officials will lay out detours for vehicles traveling through town. But they are asking drivers to avoid the downtown area if at all possible, particularly by using Interstate 459. The road will close for an esti mated 14 months during the con struction work.
