Laurie Ecke, director of innovative and
advanced programs, said the district received 19
recognitions this year, up from about a dozen last
year. She partly credited the fact that the district
has hired an AP Coordinator at every high school.
The pass rate for AP exams has risen steadily
over the past decade, according to data provided
by the district. In 2022,57% of test takers passed
their AP exams, up from 29% in 2013.
“One of the things that is so encouraging about
all of this data with these advanced programs, is
that students, who people have told us for genera
tions are going to struggle with this kind of work,
are being very successful,” Superintendent Will
Schofield said in an interview. “Hall County
School District is breaking that myth that stu
dents in certain situations can’t be successful in
these highly rigorous programs.”
He said nearly 50% of all students at the How
ard E. Ivester Early College — which partners
with local universities and most recently the
University of Georgia to provide dual-enrollment
classes — are first-generation college students.
“That is life changing,” he said.
Schofield said the programs are also serving
students who already excel academically.
“One of the greatest cancers” in public schools
“is boredom,” he said at Monday’s board meet
ing, explaining that the district’s AP and dual
enrollment opportunities have provided a
much-needed outlet for students who “make 100
on everything” and need more to do.
“The challenge of dual enrollment throughout
the ages has been, students sign up for a college
class, the school district has nothing to do with
that except giving them the paperwork and what
we have found not only across Georgia but across

AP courses allow students to access college-
level learning at the high school level, and stu
dents who receive a 3,4 or 5 on an AP exam may
receive college credit.
The Department of Education began recogniz
ing AP Honor Schools in 2008. The 2023 AP Honor
Schools are named in eight categories based on
the results of 2022 AP courses and exams:
AP Access and Support Schools (schools with
at least 30% of AP exams taken by students who
identified themselves as African American and/
or Hispanic and 30% of all AP exams earning a
score of 3 or higher)

AP Schools of Distinction (schools with at least
20% of the total student population taking AP
exams and at least 50% of all AP exams earning

John Andrew
Carter

Mr. John Andrew Carter,
age 92, of Gainesville,
Georgia passed away on
February 22, 2023. Mr.
Carter was born August 16,
1930, at Angels Brother’s
hospital in Franklin, NC to
the late Ruth Ritchie Carter
and J. Harold Carter. He
graduated from Rabun
County High School and
earned degrees from
Mercer University and the
University of Georgia. He
married his college and
fraternity sweetheart, Billie
Jo McDonald from Mercer
University and together,
they had six children that
were true blessings to his
mother, fondly referred to
as “Big Grandma" and her
mother “Little Grandma"
who provided their strong
family roots. His career
began with his service in
the U.S. Navy, serving
during the Korean War.
He moved his family to
Gainesville and resided
there the remainder of his
life. He was a business
and community leader in
Northeast Georgia. He
practiced as a CPA for 37
years and was an advocate
for the accounting
profession and worked
tirelessly to improve
the standards of quality
within the profession, a
standard of excellence
in service. He practiced
for 8 years before joining
the firm known today
as BatesCarter in 1966.
He served as the firm’s
managing partner for 1993-
1995 retiring in 1995. He
served the profession
nationwide through the
American Institute of CPAs
(AICPA). From Florida to
California, he led numerous
AICPA conferences
and committees. He
co-authored several
Statements on Standards
for Accounting and Review
Services (SSARS) in
the 1970s. In addition,
he was an instructor
at Brenau College and
served on the board of
Rabun Gap-Nacoochee
School and President of
the Kiwanis Club and other
community activities. His
service continued in the
Hall County Court House
where he enjoyed the
daily activities required of
a bailiff and serving the
judiciary system. His work-
study balance never ended
as he continued throughout
the remainder of his
years studying Barron’s
magazine and the trends
and volatility of the stock
market. He never had a
day he would not engage in
discussion of stock markets
and investment strategy.
His lifelong desire was to
live as a Christian, and to
study and faithfully follow
God’s word. As a long time
member of First Baptist
Church, he served in many
roles of church service. In
this world his greatest love
was for his children and his
devoted wife, Betty Carter.
Mr. Carter was preceded
in death by his wife of 46
years, Betty W. Carter and
by his nephew E. Ritchie
Williams.
He is survived by his
sister, Nanette C. and
Christopher Curran of
Atlanta, GA. He is also
survived by his children,
John A., Jr. and Allison
Carter of Raeford, NC,
Gary W. and Nancy Carter
of Cumming, GA, Cheryl
C. and John Satterfield
of Gainesville, GA, Jodie
