Mr. Harrison was fortunate in
being out of town this week. He
escaped the first exuberance of the
Blaine howlers, who have gone
completely wild, because the al¬
leged reciprocity treaty has been
formally accepted by the Brazil¬
ian government, instead of being
rejected as has been rumored, and
because the British government
has agreed to submit the Behring
Sea dispute to arbitration, reserv¬
ing the right to insist upon the
payment of damages by this gov¬
ernment for what it calls the il¬
legal seizure of vessels sailing un
der the British flag, Before
crowning Mr. Blaine kins’ of the
world of diplomacy the Blainiacs
should procure a copy of the
dispatch of Lord Salisbury, sent
to the British Minister here last
Summer, which was a part of the
correspondence submitted to Con¬
gress at the last session. They
will find that the proposition then
made by Great Britian to arbri
trate was, with the exception that
it included the Canadian fisheries
dispute, substantially tlia same as
that now accepted by Lord Salis¬
bury. If there has been any dip¬
lomatic victo' y won ic these ne¬
gotiations Mr. Blaine was not its
winner.
Notwithstanding the statement
that Mr. Harrison had concluded
not to make the Appointments of
the nine United States Judges
until congress met acain the re¬
publican applicants for these life
time positions are patiently wait¬
ing for him to return to the White
House in order to renew the seige.
His ostensible reason for going
to Maryland was to shoot wild
ducks, but I think that his real
reason was to escape the impor¬
tunities of the “lame ducks” of
his party. It is thought here that
he will make these appointments
before goingto the Pacific Coasts
in search of votes in the next re
publican national convention, and
the vote hunting jaunt is to be¬
gin, very appropriately, in the
neighborhood of the first of Aptil.
Attorney General Miller is said
to be studying the law under
which these judges are to be ap¬
pointed, as doubts have been ex¬
pressed as to its constitutionality.
Secretary Foster is in Ohio,
but there is quite as much con
sternafion in the Treasury De¬
partment as there usually is upon
a change of administration, and
the impression is general that
many heads are to fall in order to
naake place for Foster’s machine
republicans. Treasury Huston is
expected to return to Washington
to-morrow, but he will not, they
say at the department, again re¬
sume his duties, although his^res
ignation has not been officially
accepted. There is a well de¬
fined rumor here that Mr. Harri¬
son will try to get rid of Huston
by tending him an important for¬
eign mission. Private Secretary
Halford says there is nothing in
m it, but it finds many believers
nevertheless.

pressed more pleasure than Mr.
Morrison, who had been promi¬
nently mentioned as a candidate
in case of the withdrawal of Gen.
Palmer.
Republicans here take a special
delight in the knowledge that
the extravagant appropriations of
the last congress will make a de¬
ficit in the Treasury which the in¬
coming demo vatic congress will
have to provide for, either by re¬
ducing expenses or increasing
taxation, and they actually Jhave
the “gall” to express their delight
to democrats. Perhaps when the
democratic House begins to show
up some of the financial crooked¬
ness of the majority in the last
congress, as it is almost certain to
do, these fellows will not feel
quite so gleeful.
The Treasury Department has
notified the claim agents that all
payments under the direct tax act
will bo made to the States in trust
for citizens thereof from whom
they were collected and that no
one will be allowed to examine
the direct-tax records of the De¬
partment unless authorized by
one of the States to do so. This
is a black eye to the fraternity of
claim agents, but it would be safe
to bet that copies of the Depart¬
ment records were in the pesses
sion of favored individuals be
fore the order was issued.
The illegal sealers in Behring
Sea will have a lively time this
season, as pending the arbitration
the ships of Great Britain will as¬
sist those of the United States in
putting an eud to the business.
