In answer to an inquiry ot the Chicago Tribune as to whether he would l*e a candidate for the pres¬ idential nomination of his party Mr. Bryan said: “ V. hether I shall be a candidate depends largely on the platform. When I first came into the agricult¬ ural department, believing tha t* o pub lie demands required that w Wm have a perfect record of all the at doings in this department, so that people at all times might be able to each iufornia.iou as we could furnish, or that the public might desire, I inau (rarated a thorough system of bookkeep by ot which ....... this information mg, means could be readily obtained. For want of sufficient means with which to do the work ot the department, we have been handicapped to some extent. However, the records are in such shape that any matter pertaining to this office can be fully and perfectly understood, and •very item that comes into the depart meat or goes out of it is fully accounted for. I beiieve that the public is entitled to know what this department of the ■fate government is doing. ON THE QUESTION OK FERTILIZERS. Having had some 30 years’ experience 1 b the use of fertilizers, and having some knowledge of the ingredients which go to make up these mixtures, 1 have done my best to see that consumers should be thoroughly protected, as is now provided for by law. • With this object'in view I have visited in person a number of the larger manufacturing establishments and examined the crude material, to satisfy myself that it was •nch as would produce good results, and was suited to the purpose for which it was intended—that of supplying the elements of a wholesome crop food These personal inspections have been thorough, aud I hope have brought about j^Dod results. Early in li^sc Feb¬ ruary 1 published in the press of the state the following article: ‘ ‘Upon the question of fertilizer - there has heretofore been great complaint among the people of tho 6tate — espe¬ cially from the consumers—that the inspections and analyses of fertilizers were not complete, and that the plant¬ ers were not properly protected by tins department. Now, whether there has been any reason for this general talk 1 do not know; but in order that tin.re may he no ground for such complaints in the future, I have fully made up my mind, as tar as it is possible for this de partmeut to do, I will inspect all of the fertilizers and have analyses made of the same. With this in view I am now getting up samples from all parts of the state vvfiere goods can be found, and I have urged the inspectors to be diligent in making their inspections, iu order to get proper and correct a tuples, that both the consumer and manufacturer may be properly protected. “One other thing I invite all of the consumers of the state, and retail agents who are selling to consumers, that when they desire an inspection made of fer¬ tilizers in their hands, if they will make such a request of this department, I will have an inspector to go at once, take samples aud send them to this de¬ partment, when an analysis will be made “In makingsuch inspections itis proper to state that its no case will they be made irons broken bags or packages. When a sample is taken from a package it must be in is s original condition. This is the law under which we are working. “As a matter of fact, the consumers of fertilizers pay all of the tax on fertiliz¬ ers sold in this state, therefore they are entitled to full and ampin protection; and, t-o far as this department is con earned, it will be my pleasure to see that all safeguards aie thrown around that the law allows. No manufactu¬ rer wifi object to this. I ant clearly of the opinion that the multiplicity of brands of fertilizers is wromr and misleading. For instance, we have registered in this some 1,300 brands, when in reality we should not have over ten grades of fer tkizers. I do not believe that guanos should be sole by brand, but that they should be so d by grade, for the very reason that the multiplicity of brands now on the market create confusion and are calculated to mislead the farmer. We have so much law upon this ques t ien that it is difficult for the manufact Brer.-- to conform strictly to ail require¬ ments, aud. in truth, it is difficult even for this department to construe these laws (To be continned next week.)
