The kissing of a negro babv in Florida by Gen. Sherfnan some time sine^ ha* been the occasion of considerable comment. So long us he must, kiss some one we think it quite appropriate that he should kiss a negro. What a sweet, fresh, child-like exhibition and what vio¬ let-scented memories of sweet mouths he knew in the long ago must have come to the General as he stooped to touch the nectared lips of the dear little darling. Oh ! General thou art a model of purity and chastity. HON- JEFFERSON DAVIS. Mr. Davis is old and feeble ; he has at best but a few years left to him. It is not likely that lie will ever again make a great public speech. liii- tender tribute to John Bon, his admonition to the young men of his country, are probably in¬ tended by him as benediction and farewell. Soon be, too, will “cross the river and rest under the shade of the trees. 41 And when he has gone to join that nhghtv triumvirate of heroes, history will record that in devotion to principle, in courage born of conviction, in faith in his people, in love of country, in god¬ like digitv, patience and heroism, in the hour of misfortune, this land lias never borne his superior. THE STATS LIBRARY. In common with other Southern State?, during the wa r . Georgia lost much of her public property. The State library, then in the old eapitol at Mi Hedge ville, was at ihe mercy of friend and foe, and ma .v valuable volumes were stolen. When Atlan ta was made capital whit was left the library was great’ njured tn hein" removed tojthat city, and su'> Bequeutly it was again injured by being improperly cared for. In 1873 that part of if composed of vol¬ umes relating to historical, him; raihu.Hl, seieuiific and i dscellrn eons subjects bad almost enfirelv disappeared, and soon after all Volumnos exe^pi those relatirg to law imd government statistics were sold. How the state owns a library which is of use to lawyers, b «t of no use to anybody else. It is time some action were taken looking io thr collection of n libra¬ ry which will he something more than a confused mass of law books, The General Assembly at the sum mer session should devise a plan by which eventually Georgia may have a library that will be'a credit to her wealth and culture. As a first step a librarian should be appoint¬ ed who Possesses wide information and who has had experience in the selection and care of books. To this end a commission, or a board of trustees, should be elected, wiio shall have the appointment of the librarian, and who shall also bo empowered to see that ho dischar ges bis duty faithfully. The board should assist in the selection of books, and should also have the custody of an annual appropria¬ tion to be expended upon the care and increase of the lihrarv. It may lie urged that the State cannot ... UJJCO! tl t to . expend y Uionov lip oa'a library. The Hon. Potiphar IVegreen is in great force in the General assembiv, • ’ and ho is never #«» Uatmv 1 1 as when voting ® against » ’ the expenditure of money. But th« right kind of a library would be of great practical value, and the members of the General Assembly "*ho have' tire interests of the State at heart wilioot hesitate to move in 5 thb to ^rrr. ^ f 0> “i re enough to expend annually books intended a nv>d-j ( sum upon for the use of all her citizens. Let us put a little money in books.—Morning Ne ws. ; The Chicago Inter-Ocean says : j “One thing at least is clear, and 1 that is that the Inter-State Com! rnerce Commission is not a sine , «?• Whttercr ,»»y I* tl* ,M male fate ol t. m -aw umni „,m - this commission acts, it is serving to educate the country in railroad mutters, anti as an ex periment is useful in showing liow far any Congressional remedies can moot meet the the allied alii-"ed „riLt: "rieVinces ices o ... r mil- 1 . 1.1 road management. So long as there u/na "dsmer. moro t <l,!v, i T V no one could ' form any definite idea of ivhat the effect of government interference upon the matter of transportation would be. 1 here . opportunity . is an now practically testing this, and it is likely that the Commission is as wisely selected to apply ‘ legal and . to common sense reasoning ques tions that aiiso as anv men who could , 7 , be found. r 1 r There rv i has been 1 for so many years such a pressure for Congress to take a hand in the railroad problem, tltat it is inter estmg to note how the various classes will regard the working of the attempt in that direction. No one should pre-judge or hastily judge. Give the law a fair trial.” This is a generous release of the men who put the bill through, hut on the mind of the great public still rests the fa^t that Congress passed a measure revolutionary from a business point of view, and that only the prompt action of boavdsof trade all over the coun¬ try and the greatest possible con¬ servatism on the part of the com¬ missioners kept it from demoral¬ izing the whole railroad interests, which at last are held by private investors.
