Wheeler haa mails a report to the war
department on the Island of Guam, which
U a valuable contribution to th* literature
on th* subject of our governing tropical
dependencies. The general was ordered lo
stop there on his way hack from the Phil
ippines and see how Gov. la-ary waa get
ting along, and he spent about a week
on the Island. He found many lnlefe*tlng
things. Like Ireland, Guam has Ito snakes,
and the on* it a I tilery there haa been
closed by order of Gov. 1/rary. It ruins
every day In Guam; there Is no distinc
tion between the wet and dry aeasons, be

The Island la shaped life the aole of a
ehoc, and lias presumably a total area of
about 1.71 square mile* although It has
never born surveyed. Th* narrowest part
has a diameter of seven mlks. and It la

a few leper* In the Island, but nobody
pays any particular attention to them,

• here Is not good to drink, but It la not
missed, for when Gen Wheeler or any

learn to write his or her own name be

venied from doing so by physical disabil
ity. The signature must be plain and
legible, suitable for use when required In
legal documents or commercial transac
tions. and must be without ornamenta
tion. scroll, or other rubrical decoration*.
And titlacn may procure from the govern
ment a suitable sample of hie or her writ
ten name for use as a copy to be Imitated
In pmeth-e and Instruction.
"All residents are recommended to utilise
every available opportunity to learn how
to rend, write, amt speak the English lan
guage. thereby improving own men
tal condition as well a* preparing them
selves for assisting their children who
are required by law to attend school."

prohibited.

distribution, hut Is Intended to guide the
officials of the war department In deter
mining whether to build a breakwater In
