The Intervenors allege thnt their claim
is prior nnd superior In dignity to that
of any other Intervention that has l*-en

vices rendered the Carl von Ih>beln by the
tuga of the Bouth Atlantic Towing
IMny. the libellant were not salvage, nor
In the nature of salvage, but on the *oo
trary were of the character and descrip
tion that tugs are accustomed to render
to vessels approaching a harbor for the
purpose of *♦* king anchorage. The gist of
this allegation Is In the point of law that
when the services rendered a vessel are
In the nature of salvage, the ve#a* I so
assisted Ih In danger of loss or destruction
and the remuneration th** vessels giving
assistant* are entitled to receive is very
much larger than If it were a simple ease
of towing.

At Jacksonville last night there was re

as that off Mobile, hut this Is thought to

William McCall, a desperate negro crim
Ipal. was arrested yesterday morning by
Hitrolnian Martin The negro had t bun
dle of stolen goods In bis possession He
showed light and attempted to draw hi*
pistol, with the evident intention of shox
ing ihe officer.
The detectives were given the case to
look up and after considerable trouble,
found the prisoner's house There they
found quite a collection of stolen good*,
.•(lowing that the man hid been making
frequent and latge hauls. In the lot re
evoered were two pistols, whl* h in addi
tion to fhe found good* on him when ir
rested mad** three weapons, two razor*, a
knife, n tine silk umbrella, marked on
the handle with the Initials T H several
coats, trousers, skirts, socks, handker
chiefs. and other small articles In th*
greatest abundance. A part of the gMt*

Secretary of State Phil Cook has grant
ed certificates of amendment to the char
ter of the Atlanta and West Point Kail
road. giving H power to cross other roads

franchises of other lines of roads. These
certificates of amendments were applied
