ter tourist travel ami replied In this way:
"I can only take the financial condition
of the country as njy reason for saying
that a good tourist season Is probably In
•tore for us. In November the political
question will have been settled, and those
who have money to spend can devote
themselves to a consideration of how they
shall do It. Going away Is a popular di
version among the people of the North
during the winter, and the South offers
them attractions In climate ami other re
spects that are unsurpassed.
"The people have money to spend. Even
In the South we see that. If It Is true

The people must have money, or they

FIXED THE ELKS' RATE.

tended the meeting of the Conference
Committee of the Southeastern Passenger
Association In Atlanta, day before yester
day. hove returned. They were Passenger
Trainee Manager B. W. Wrenn and Chief
Clerk W H. la-hy of the plant System
ntid General Agent J. C Halle of the Cen
tral.
Among other matters considered by the
committee was the rate to he allowed on
account of the IC’.ks' carnival next month.
The rate that was expected by the railroad
men was given, namely, one fare for the
tound trip and one cent a mile for mili
tary companies and brass bands traveling
In uniform. The Elks bad hoped for a
lower rate, but the railroad men knew
what the custom Is In such cases and that
similar shows and celebrations through
out this territory get no greater conces
sion.
The rates for the carnival will be ef
fe ilve from a wide territory. They will
prevail from within an Imaginary line
drawn from Wilmington. N C.. to Char-
I .tie, to Atlanta, to Montgomery, to Mo
bile. to Pensacola and to Jacksonville.
The unusual limits were granted because
of the desire of the local lodge to secure
■ presen tut tons from the lolges of other
elites.
The committee having In charge the
space for mercantile dlridays Is meeting
with great encouragement. Merchants arc
m iking applications for space, nod It
seems probable that all of it will be taken
up. An application was received yesterday
for space from u concern that manufac
tures automobiles In Brooklyn.

The *eaxon for rifle practice for the
Georgia Phnte Troop# doted yetterday.
There had h#*en an extennkon from Aug.
SI. when tho tea ton usually rioter Pol
George T. Cann. Inspector general of rifle
practice, desired to have the record* made
In the elate shoot held here Sept. 3 and 4
count, and for this rearon. and because
a number of the officer* requested It. the
man made by a general order.
The rifle range mill not ba eloped, but
It In improbable that It will be uned as
generally an It han been. Yesterday after
noon there were a number of membern of
the military commands out for practice,
and nome of them qualified on the last day
left them In which to lo *o.
Col Cann declared that the aeitnon han
been by far the fnoat aueretnful known
in the history of the volunteer forces of
the state The report* to hla office *re
not In and he cannot tell juat what the
results have been, but he In confident that
th*y mill greatly exceed anything accom
plished in the pant. Report* from com
!**ny commanders must be sent In to reg
imental Inspectors of rifle practice not
later than tfept. 24 and tn the ln*iector
general by the regimental Inspector* not
later than Hept. 2*.
Interest in rifle shooting during the sea
son has been widespread. Companies that
never neem*>d to think about It before
have taken It up. and many of them have
developed some remarkably good shots
Thin wan shown In the state shoot R.mgti
have !>#*• established at several points,
and It In safe to predict that after two
or three yearn of practice the commands
that visit th*m will become very proficient
In the use of their rifles.
I/vally there has been a tremendous
■twakening. The company commanders
have displayed a greater Interest than
ever before and have been successful In
transmitting It to their men All the com
panies have their sharpshooters and
marksmen an a result of the careful
coaching and persistent practice, and the
figures of merit of some are very flatter
ing As usual, the Hnvannah Cadets lead
in general excellence, their figure of
merit iting something like fcV The com
pany has twenty-four sharpshooters.
Rifle practice among the Georgia troops
lui received an Impetus only of late
yours An examination of the reports
shows that there were seven sharpshoot
ers in the state In I*W In I*4 then- were
only four, while the mxt year there were
five In DM there was an Improvement,
as the rrord* show sharpshooters and
l*i marksmen That year Col. George T.
Cann, then captain In the Guards, was
the first to receive the notice of distin
guished sharpshooter, which la gained by
qualifying for three successive y*ars.
Thus far 1*97 has been the banner year
Then 121 sharpshooters and -50 marks
man qualified Tho* next year was that
of the Spanish-American war. and many
of the soldiers were not at home to in
dulge In rifle practice. Nevertheless, there
weie ho shsr. shooters and 14 m.irksmen
that season In I*9D there were RD sharn
ihoxera and 35 mark*mn
Col. Cann says there will be more than
half as many sharpshooters In the First
Infantry as were recorded for the entire
State in 1*97. He tw-llev** hts report will
be by far the most satisfactory yet pub
lished.
