who had advised him to apr.tk "promiscu
ously." and then told of a talk which lie
liad had with u business man. who had
aald that he believed In sound money, did
uoUtalfc much stock In Imperialism, and
had no objection to seeing McKinley re
elected.
"There Is a liras element of this class
of people here.” said Mr. Osborne. "They
assume that she money question and im
perialism are the leading Issues ol the
campaign. It Is a great mistake. The
money question will settle Itself. It |s
not a dominant feature nor an Impending
evil. The question of Imjierlallsm will set
tle Itself. The people of this country will
not permit a larae standing army to exist
They will rise up In their common sense
and put a stop to It the..momrnt there
ceases to be opposition to the flag. When
the people get ready they will tear the
crown from Mark Hanna's head and they
will do It roughly ”
The great oonstllullonal question. Mr
Oahorne said, the qne that menaces the
liberty of the people and threaten* to de
prive them of their rights. Is the trust
ones:lon. “This Is the important ques
tion." he sold, and one which will grow
In importance with the growth of the
nation Under our form of government
an evil eannot be dealt with unless you
hava a party behind you. and so It is in
this Instance. 1 make no war upon capi
tal. The proper aggregation of capital
for business purpont* no man can con
demn. but that combination of capital
which seeks to get Into Its dutches the
necessities of life, controlling both their
price to the producer and their coat to
the consumer, and Increasing Ihe cost far
beyond the necessities of the manufac
turer*—thla Is the thing lo which you and
1 and the Democratic party are opposed
these so-called trusts have exercised the
greatest prerogative of government, that
of taxation. They have taxed you. not
openly and boldly as a king would do. hut
in a sneaking and underhanded manner.
A monarch gives notice boldly of his ex
it' t lon*. The trust sllp Its hand Into
your pocket and extracts Its 101 l almas:
without your knowledge. More war. blood
shed ami revolution has resulted because
of this very thing of taxation than for
any other cause, and yet an aggregation
of capital, a private monopoly, exercises
this prerogative, but does It In a secret,
sneaking way. Endeavor to flght the
ttust by estahllshiiig rompeilng manufac
tories and there w a sudden drop In prices
your section, >oti are starved out. the
trust buys your plant and prices go up
again."
Mr. Osborne declared the existence of
these trusts and the manner In which
their operation* are conducted to be
criminal. Their exactions are felt by all
classes, hul those who suffer most are the
laboring man and the man on a small
salary. There pay lax and with every cup
of coffee they drink, to the sugar and
coffee trusts, with every bite of a biscuit,
to the flour trust, and when they die some
body must pay tribute to the trust which
puts the silver plate on Ihe raffln. When
Ihe workingmen of the country realise
that they are working an hour a dav
extra for the benefit of the trusts, he de
clared. then they will demand a reckon
ing with these m<m-uer*.
As an Instance of trust exactions Mr.
Osborne referred to the coal trust, where
thousands of miner*, he said, working for
00 cent* a day, were compelled to buy
goods from the trust stores. There wo*
ample Cause for an uprising against such
• eruditions, he declared. This and other
things, he salt), showed why It was that
a (tarty was needed, a strong organlxatlon.
that when the time comes the blow may
be struck for liberty. Such a party must
have a leader. The Democratic Is the
party which is fighting the battle of the
isople against the trusts and which will
omltiuc to flght, whether successful hi
this campaign or the next It has a lead
er whom It will follow and who Is known
aii'l honored.
The anecdote of Arnold Wlnkelrled, the
Swiss patriot, who sacrificed his life In
order to make an opening In the rank*
of the Austrian host*, crying "Make way
]<>• liberty.” was used very.effe.lively by
the |s-aker es e twrallcl case to thet of
the Democratic standard bearer, who Is
t> ady to sacrifice himself. If need l*‘. In

the ranks of tin enemies of the people

Mr Oe-orge A Mercer, Jr , offered the
following resolutions, which were unani

Twenty-nine Chinamen, the crew of the
Ettrtckdale, a British ship that arrived
here Tuesday, have been the cause of a
clash between local and national laws
that Is still unsettled. According lo Ihe
low of the port nil sailors are required
lo sleep ashore during this season of Ihe
year, while the national law. known as
the Chinese exclusion act. prevents the
landing of Chinamen In this country.
When Ihe Ettrtckdale arrived Tuei<a\
and th captain was notified of the law
regarding all sailors sleeping ashore he
said that he was not allowed to land the
Chinamen, consequently they could not
come under that act. Dr. Brun
ner, the health ofil er. took the
mntter to Deputy Colie, tor of Port John
son, who telegraphed the fact* of the
case to Ihe treasury department, and ask
ed for instructions. He was told tha
the Chinese could not he landed.
Dr. Brunner, however, was not satisfied
and look the matter lo Acting Mayor
Tledemoc, who In turn consulted <'ll/
Attorney Adams. Mr Adams. In a letter

Visit of a Chinese crew under such rlrcum

rare that It would protiably he well in
this case not to make n light for the
rigid enforcement of the health law. Dr.
Prunner. however takes another view >f
