Twenty-nine Chinamen, the crew of the Ettrtckdale, a British ship that arrived here Tuesday, have been the cause of a clash between local and national laws that Is still unsettled. When Ihe Ettrtckdale arrived Tuei<a\ and th captain was notified of the law regarding all sailors sleeping ashore he said that he was not allowed to land the Chinamen, consequently they could not come under that act. Dr. Brun ner, the health ofil er. took the mntter to Deputy Colie, tor of Port John son, who telegraphed the fact* of the case to Ihe treasury department, and ask ed for instructions.
