Section 1. The Mayor and Aldermen of
the city of Savannah, In t’oundl as
sembled, do herehy ordain. That from and
after the Ural day of January. IS>l. the In
habitants of said corporate and Jurlsdlc
tidal limits of said city, and those who
hod taxable property wlttdn the sum, and
those who transact, or offer lo transact,
