The dally se-stou was now long enough Mr. BULLOCH IHvqyed tile original reso lution, and moved the previous question, which was ordered, and the resolution was lost* Mr. DAVIS moved to suspend tho rule* to allow the Introduction of n resolution providing that no delegate shall las allow ed to discuss any question before the Con vention longer than fifteen minutes, unless by permission. Mr. A KERMAN" opposed the sus|iciisi.,n. lie would not consent to have debate stifled. Imjwrtaut questions were to bo considered, and no member was competent to discuss them in so short a time. Mr. ASHBUltN took the same view. Tho views Involved In this resolution of Ideas through whir' we are now passing, could not ho discussed iu the time named. He would vote to givo one hour. Mr. ADKINS favored tho suspension. Mr. DAVIS sold gentlemen overlooked his object. Ills resolution contained a saving clause. It provided that permission be granted by ttie Convention to consume more time, and he luid no doubt every gen tleman would be allowed to speak as long as he desired, provided Ids remarks were pertinently made. On motion tho matter was laid on the **Mr! BRYANT moved that the special order—the resolution of Mr. Ashburn and pending amendmcnls — bo taken up. Agreed to. Mr. ASHBURN saldlio wasdlsappolnted lie bad hoped that no opposition would have been made to tho adoption of n prop osition to amend the Sherman bills so as to make It more effective, by those who were elected under It. Ho refuted the charge that Republican delegates, and the Repub lican party were opposed to Reconstruc tion, or were alter spoils. They wanted to restore the old State—speedily and secure ly—nothing more, lie charged that the civil powers ol the State, and the money of the people, had been used to defeat Recon struction; that tho officer* of State had been drawn upon flam Washlngton, In 1880, and Hie drafts were honored, to raise fttndt to support the policy of President Johnson. This lie could prove. Governor Jenkins had stood high In this State—de servedly so; but hti day waa ended, and tha date might be recorded, July 31st, 1801, When, upon hearing the result of the tattle of Bull Run, ho voluntarily surrendered his nationality, and advised the people of Georgia to del) their obligation to their Government. Men who oppoao reconstruction could well afford to give tliclr time and money to build up the Hill pai ty and he did not wish to contluu^. In Savannah, Macon, Atlanta, Columbus, and elsewhere, officials high In power, were working against restoration. He wanted them turned out. He wanted potseealon of tho enemy’a stronghold, and turn hie batteries upon him. Mr. CALDWELL advocated the substi tute offered by Mr. Wbltcly. He denied the clisrjtc, made by Mr. Miller; that he bed failed to fulfil a pledge solemnly mado to this body, and at this, the first opportu nity that had presented lUelf, wished to make that dental In tho most emphatic manner. Tho majority were not responsi ble for the waste of time on tliD‘ question. They were ready to vote In ten min utes after tho resolution was Introduced, and that majority was compelled to con tinue the discussion, In order Jo relievo themselves from the Imputations made against them. He would vote for tho self- denying proposition of tho gentleman from Elbert, and prevent members from filling any offices that might bo vacated. The report argues forcibly against tho report presented by a majority of the Committee, on the subject of relief. Mr. C. C. RICnARDSON asked for a suspension of the rules, to allow the intro duction of a resolution to provido for tlio appointment of a corps of reporters, to re port llic proceedings of tlio Convention. Mr. BLOUNT was opposed to tlio reso lution. Its adoption would result In an enormous expenditure lie was unwilling to incur. Mr. A KERMAN asked for a decision of the question, when so much of the reso lution as provided for the employment of competent reporters was adopted, and the question of printing was referred to the Committee on Printing.
