Resolved by the Senate and House
Representatives ol the United Slate- of
America in Congress assembled, (iwo-
thirda of both Houses concurring.' That
the following articles be proposed lo the
Legislatures of the several States as an
amendment to the Constitution ol the
United States, which, when rat hied by
three-fourths of said Legislatures shall
be valid as a part of the Constitution,
namely: *
Article —. Sec. 1. All persons born or
naturalized in the United States, and sub
ject to the jurisdiction thereof, are citizens
of the United States and of tiie 5>*aie
wherein they reside. No State shall make

prive any person of life, liberty or proper
