Logan, secretary of the Associated Charities of Atlanta, Is more Impressed than ever that Atlanta stands far ahead of her sister cities In this line of work: that Atlanta Is heading ofr what the larger cities are trying to throw off and that this city was ac knowledged to have made more rapid strides and thorough progress In Its philanthropies In the last six years than any city In the country. Mr. Logan will report to the directors of the as sociation at their next meeting on the deliberations of the conference. In speaking of the conference and the light Atlanta appeared In there. Mr. Logan said: "I was Impressed with the .great op portunity and responsibility of Atlanta aa a rapidly growing community, to prevent the evils of larger cities ever getting a foothold here. The evils con nected With the housing facilities of nearly all large cities are now attract ing tremendous attention. What these cities are striving to shake off we can head off. Our new building code Is a big step' In that direction, but ordi nances relating to plumbing, mainte nance and occupation are yet to come before we can eliminate our, basement and cellar rooms, and other quarters unlit for human occupancy. ’’The sections of the conference which probably attracted the most public at tention were those on the church and social service and sex hygiene.. At the meeting on sex hygiene, at which Dr. Eliot, of Harvard, spoke, many persons were turned away and women sat on the railings and on the floor. There waa no hesitancy apparent anywhere to talk plainly and frankly before mixed audiences on this subject. In fact. It was agreed that most of the evils associated with sexual vices are due to Ignorance. "The speakers evinced a widespread Impktlence with that false, modesty which withholds from both children and adults Information about them selves which Is ao necessary to their well-being. ’’At the general session on the church and social service Father White, of Brooklyn: Dr. Washington Gladden. Rev. Samuel Crothers and Dr. Frank O. Hall, of New York, spoke. It was assumed by all of the speakers that the churcH Is primarily interested In the betterment of social conditions and the consensus of opinion was that It had not familiarised Itself thorough ly and widely enough with the new so cial knowledge of the day. When It came Into possession of this knowledge Its Interest would be absorbing and Its activities scientific and Invaluable. "I consider the address of Louts D. Branded on The Rood to Social Efll- clency’ the ablest of the meeting. With out any of the tricks of an orator, Mr. Branded Is a most compelling and forceful speaker. In this address he advocated compulsory working men's Insurance against old age, acefHent and unemployment. There was a ring of prophecy In what he said which, al most made one feel that the prophecy had come true. "I spoke at a meeting devoted to a consideration of desertion and non support. It was brought out at this meeting that more than 26 per cent at least of ths children In the institutions In this country have been neglected or deserted by their fathers. Following my address Mr. William H. Baldwin, of Washington, D. C„ spoke on the present status of desertion and non-support laws. Mr. Baldwin advocates the wide spread adoption of such a law as Is now In fore* In the .District of Columbia, by which men who persist In the neg lect of their families can be put at hard labor and their earnings devoted to the support of their families. In Woi'' ton 60 cents a day Is paid to the lies for the labor of these men. Cali fornia has recently enacted s\law un der which such families receive tl.60 a day. I prefer the Washington law, be cause that of California would seem to create a temptation to the wife to pros ecute her husband. Why should not Georgia have a law of this kind? A bill to Investigate the election will be Introduced In a few days. It has already been drawn. It Is said. In view of the certainty that the Wisconsin legislature would take the action It has.
