; WASHINGTON, March 13.—The
”21 naval appropriation bill to be
reported out next week will carry
appropriations aggregating between
$405,000,000 and $410,000,000, accord
ing to reductions made by the sub
committee of the House Naval Af
fairs Committee framing the hill
This s a cut of about $165,000,000
in the revised estimat>s submitted by
‘SBecretary Daniels. The original re
quests of the heads of the various
bureaus in the navy department
totaled $700,000,000,
Of the amount to be recommended
in the bill about $72,000,000 will be for
continuation of construction on the
A 916 buildingyprogram. Because of
this largs expenditure and in view of
the Republican drive for economy all,
along the line, members cf the com
mittee explain they do not feel jus
tified “in authorizilg any new ron
struction. All the ship yards in this
country, they say, now have as much
‘work as they can handle and to crowd
ithem with any more would simply
promote inefficiency and waste,
DANIELS’ PROGRAM.
Secretary Danlels had recommended
@& new copstruction program embrac
ing 38 ships which he said were neces
sary to “rcund out” the fleet, These
ships were: 10 light cruisers, 6§ mine
laying light cruisers, 10 flotilla lead
ers, 6 flest nuhmnrln(-s, 4 airplane car
riers, 1 destroyer tender and 1 sub
marine tender.
The permanent strength of the en
listed pergonnel in the navy was fixed
at 143,000, and the marine corps 27,-
400, These figures represent the tem
porary strength of both services now
and are in line with the recommenda
tions of Secretary Daniels and Major
General Barnett, commandant of the
marine corps. The pre-war enlisted
strength of the navy was 60000 and
between 16,000 and 17,000 for (he]
marine corps.
As the number of officers in the
two services is regulated on a basis
of 4 per cent of the enlisted strengtk,
55,720 officers will he wzutnorized for
the navy and 1,098 for theé marine
COorps.
NEW SEUBMARINE BASE.
Only one of the bases recommended
by Secretary Daniels for immediate
development on the Pacific coast wiil
be provided for in the bill, according
to an agreement reached by the sub
csommittee. This will be a submarine
‘base at Axtoria, Oragon, at the mouth
of the Columbia River.
The necessity for ezonomy caused
the committee to turn down the sec
retary’'s recommendations for a great
navy yard and base at San Francis
¢o, an auxiliary base at San Diego,
and submarine bases at L.os Angeles
and Port Angeles, Wash.
The estimated cost of the subma
rine base at Astoria 1s $1,600,000. The
bill will carry $260,000 10 begin work.

32 Proposed Changes
In S. C. Constitution
COLUMBIA, 8. C., March 13.—
Governor Cooper Friday afternoon
signed the proposed amendments to?
the State constitution as passed by
the General Assembly. There are
thirty-two of these amendments, and
'voters in the general election this fall
will cast a ballot fully 1 yard long.
‘Most of the amendments are to re
move limitations as to bonded in
debtedness of towns, cities, town
ships and counties.

A Day Flock to Cuba

WASHINGTON, March 13.—Be
tween 150 and 160 passports to Cuba
are being issued daily b\y the state
department, it was announced Fri
day. The number equals those is
sued to all other parts of the world,
with the exception of Europe.
No further passports will be issued
after Saturday, however, unless the
Senate takes action to confirm Bain

NEW YORK, March 12.—Two dar
ing jewelry store robberies were
staged a short time apart on Broad
way last night, in each instance by
three men. Thousands =of dollars
worth of gems were stolen from each
store.
A citizen suffered a fracture of his
arm while vainly trying to stop t!
bandits at the first robbery.
Whether the hold-ups were com
mitted by three men or six the police
were uncertain. ° Théy caught two
of the robbers, .
Schwartz Brothers jewelry store at
1368 Broadway was the first visited.
The bandits’ first act was to fasten
the entrance door with an oron bar.
Then, while two held passersby at
bay with waving revolvers, the third
man filled his pockets with gems from
the window display. As they started
away a citizen grabbed one of the
robbers, who clubbed his gun and
dealt him a blow on the arm, shatter
ing the bone. ?
Scarcely had the excitement of ti
first hold-up subsided when three
men entered the store of Marcus Feld -
man of 1543 Broadway and asked to
see some jewels, As the gems were
placed on the counter in trays, pepper
was thrown in the eyes of the clerks.
Scooping the lpose gems hurriedly in-_
to their pockets, the men ran from
the store. They were pursued by po
licemen, who caught two after a long
chase.

bandits in a raid on the Weightman
Building in Chestnut strcet. The ban

are negotiable,

floor offfice of the Hydro-Electric

TRAIN KILLS CHILD.
BRISTOL, Tenn.,, March 13.—Gla
dve Melvin, 10, was killed late Friday
by a southbound passenger train near
Barytes, three miles north of here.
The little girl was crossing a trestle
when she was struck. She was the
daughter of Mr. and Mrs. John Mel
vin of near Barytes.
