Attention is called (1) to the adoption of the ’teen age a- mendment to the Constitution, ratified in 1943, which gave a voice to some 80,000 Georgians ur.der 21 years old now in the armed forces; and (2) to anoth- er tution. new provision of the Consiti- gia veterans assuring that all Geor- j who compete for j jobs under any system of merit i standards, either in the state! ! gcivernment or any political sub¬ division, shall be accorded the same preferences which long have prevailed under the system of federal civil service, this re¬ quirement being mandatory on all state and local officials hav¬ ing any part in personnel selec¬ tions. Ar- j nails mauguartion, the Agn- cultural and Industrial Develop- ment Board, composed of 21 rep- resentative citizens, was created to bring about a better balanced economy as between agricultural and industrial employment op- portunities, whereby more jobs in private enterprise would be available to returning veterans. In January, 1944, the governor approved a special act passed at a special session of the General Assembly, hastily convened for that purpose, whereby absentee service men and women were given more liberal facilities for casting ballots. As a result of this bill, more liberal and simp¬ ler than similar ones in other states, more than 50,000 absen¬ tees voted in the last state elec¬ tion. As a result of this legislation, over 220 returned veterans now are being trained in state schools for gainful employment, with all expenses being paid the G. I. June 7—(GPS)__ After an exhaustive study of the proposed new State Constitution, the Georgia League of Women Voters has thrown its support to the document which voters of the state will be asked to adopt in the general election August 7. With a new Constitution for Georgia, one of its aims for many years the league has made a critical study of the new in¬ strument, proposed by the 1945 General assembly. It is “no ideal document,” but one far better than the present Constitution, declared the league in urging its adoption. “In our opinion,” said Mrs. J. C. Blalock, spokesman-president of the league, “such fundamen¬ tal changes as the abolition of the poll tax and of allocations, the creation of a constitutional prison board, the improvement of sections relating to state and county finance, make this docu¬ ment a better one than the pres¬ ent Constitution.” No Chain Gangs In Georgia Pays Off ATLANTA, June 7__(GPS)__ Remember how Georgia used to have to fight long legal battles before other states would agree to return fugatives here—and many times they refused to ex¬ tradite them at all? And remem¬ ber how more recently (October 1943, to be exact), the Arnall ad¬ ministration abolished Georgia’s notorious chain gang system? Well, in that comparative short period Georgia’s penal reform program has come a long way. Today it is paying dividends. Latest evidence of that was given the other day by F. R. Hammack, director of the Geor¬ gia Department of Corrections, who said not a single state has refused to send home escapees since the penal reform program was launched.
