OBITUARY i WILLIAM HENRY WIGGS ; Wiliam Henry Wiggs, 81, died Sept. 26 at his residence in Chat¬ tanooga. He is survived by three daughters, Mrs. Raymond F. Mc¬ Nair, Mrs. J. C. Cook and Mrs. T. H. Long, all of Chattanooga; one son, W. H. Wiggs Jr., Chat¬ tanooga; four brothers, Charles Wiggs, California; Walter Wiggs, Shelbyviile, Tenn.; Martin Wiggs, Christiana, Tenn., and John Wiggs, Chattanooga; one sister, Mrs- Addie Beasley, Nashville, Tenn.; six grandchildren and several nieces and nephews. Funeral services were held Tuesday with the Rev. T. Perry Brannon and the Rev. J. E.Hix- on conducting. Pallbearers were Lunsford Fricks, Richard Fricks, Henry Kennimer, Edward F. Kemper, A. L. That paragraph IV, and Section t, of Article VII of the Constitu¬ tion of Georgia be and the same s hereby amended by adding at the end thereof a provision to read as follows: * “Provided, however, that the exemption herein granted” shall not prevent the County Board of Education of DeKalb County from levying a tax for school pur¬ poses on all property located in DeKalb County not included in ar.y independent school system lo¬ cked therein, including such property as may be exempted from State and County Taxation by reason of the homestead ex¬ emption herein provided for. The £?Id Board of Education of De- Kr.’b County is hereby authorized cr.d empowered to levy for school purposes a tax on all of the prop¬ erty located in said county not Included in any independent school system located therein, in¬ cluding the property which may be exempted from State and County taxation by virtue of this paragraph of the Constitution.” SECTION 2. Bee Lion I of Article VII of the Cor.slitution providing that the exemption from taxation of the homestead of residents shall not apply in the County of DeKalb as agahist levies of taxes for school purposes by the County Board of DeKalb County.’’ If the people shall ratify such amendment by a majority of the electors qual¬ ified to vote for members of the General Assembly voting thereon, such amendment shall become a part of the Constitution of this State. The returns of the elec¬ tions shall be made in like manner as returns for elections of mem¬ bers of the General Assembly and it shall be the duty of the Secre¬ tary of State to ascertain the re- suit ar.d to certify the result to the Governor, who shall, if such amendment be ratified, make proclamation thereof. SECTION 3. Be it further resolved that all law's and parts of laws in conflict with this resolution be and Vvt, same are hereby repealed.
