Both House and Senate have
agreed finally on the conference
committee report on H. R. 23G1,
This is the - bill about which I
have told you in former reports.
The bill makes no changes in
government organization, but is
the basic plan which permits the
President to set u$ reorganiza¬
tion plans in line with the
Hoover Commission Report, anc

approval or disapproval. No
agency would be exempt, and
either House or Senate could
veto the proposed re-organiza-

These votes would be necessary
in either body to kill the pro¬
posed re-organization plans.
As the bill passes the House it
would have required the veto or
disapproval of both bodies. The

form cf the bill is a compromise
and is said to be satisfactory to

Encouraging Progress
The Hoover Commission pro¬
posals are the bright spot in the

Senate will strengthen the bill
in some respects so as to carry
out all of the reccomendations
of the Hoover Commission w’ith
reference to the General Service
Administration.
Legislation and Executive Action
From my report on the two
bills I have just referred to, it
is clear that the eficiency and
economy predicted by the Hoover j
Commission can be realized only I
by the joint action of the Presi- i
dent and Congress. Some of the
changes can be made by the |
President alone ; some will re- \
quire joint plans action for by consider- the sub- j i
mission of
ation by Congress, and some re¬
quire basic changes in our law
which can be‘ made by Congress
alone.
Farm Legislation
The farmers of the South are j
very vitally concerned with pro¬
posed legislation affecting farm
commodity price supports. Un¬
der the Aiken bill passed last
year, farm price supports would
be at from 60% to 90 G of pari f ”
instead of 90V< as at present,
unless, action is taken by the
Congress before January 1st,
1950. The Brannan plan, which
would support prices of certain
perishables commodities, whb
letting these commodities seek
their price level in the market,
would then pay the farmers a
subsidy to maintain their re¬
ceipts for the products raised
at the parity support price.
90% of Parity
It appears now that the Con¬
gress may give the Brannan plan
a try-out on certain perishable
products of the farm, and will
pass an act to retain 90 G of
parity as a support price for
staple non-perishable commodi¬
ties.
New Judgeship
This week the House several passed j
a bill that creates new j
judgeships, among them one for |
the Northern District of Georgia.
The load of work on Judge
Robert Russell has been so heavy
that the court calendar is crowd¬
ed in spite of the fact that Judge
Underwood, who has retired, has
come' back to help with the
docket.
]• Senator Richard B. Russell, Jr.
will make the recommendation
for the new Judge. It is not
known whom the Senator will
choose for this important post.
