Before the adoption of the new constitu¬ tion in 1945 school boards had this authority. While the new cons- tlthtton is not clear on this point most county and independent school boards continued to operate as they had done previously. Today there are fewer school beards in debt than at any time in the last twenty years. However, as of June 30. 1950, 72 counties and seven cities had outstanding school obligations. If passed this amendment will permit county boards of edu¬ cation to borrow up to 75'< of the total gross income from school taxes the preceding year. This loan is payable before December 31. And no school board which has not paid off its indebtedness may borrow additional funds. Many other counties started their study of the plan before Dade made Its bid In 1948, and under state re¬ gulations, counties must have the plan under consideration for four years. Dr. Lance warned that at least five or six additional tea¬ chers will be needed to handle the some 100 students that would be held in the schools as a result of the program. Before the state will provide funds for the program, schools must make complete reports co¬ vering activities, plans, and le¬ vels of students completing grades one through final gra¬ duation. This report, Lance said, should be filed one year from this week if Dade County hopes to gain their additional grade in 1952. A major part of the report, dealing with the study of what a child should know after com¬ pletion of different grades, started its way to completion Monday. Teachers divided into groups and began a day-long session to complete these stu¬ dies. After listing their findings, teachers must then determine if these standards are being met. At the request of Dr. Lance, teachers listed the folowing a the aims of Dade County schools; (1) Building Citizenship; (2) Preparing children for life; (3) Teaching practical things; (4) Teaching the three R’s; (5) Wor thy use of spare time; (6) Teaching of health, saefty, and physical education; (7) Teach ability to get along with peo¬ ple; (8) Guidance; (9) Mental health; (10) Appreciation of Music, Art, and other finer things of life; (11) Teach char¬ acter building; (12) Religious training.
