President Sanitarium Board THETOWNDOCTOR
Outlines Serious Conditions - “
Message of Distress Giving Details of Needs at Georgia’s Cham/ Sent
to Legislature. Crowded Condition Makes immediate Relief
Mandatory. Suggest New Sanitarium
Mr. John T. Brantley, speaking for
the member of the Board of Trus
tee* of the State Sanitarium as a
whole addressed a letter to the Gov
ernor and Legislature of the State
reviewing conditions and endeavor
ing to point the way to bettering
crowded conditions.
The full text of the report sent to
the General Assembly is as follows:
The Board of Trustees of the Stato
Sanitarium, through its Ihnjiident,
takes this method of laying before
you the serious and distressing con
ditions with which the management
of this institution has. to deal.
It is a great tragedy that confronts
us and involves a financial problem
of no small proportions, which must
be met and solved, or there will he
human suffering on a vast scale, of
the most distressing kind, wit', large
aumlx-r* of mentally sick unfortun
ates Vent in common jails, in dur
ance %ile, among felotfft, although
they are innocent „f any offense and
in need of loving enre and skillful
treatment.
For eighty-five years the affairs
of the State Sanitarium have been
conducted in such quiet orderly fash
ion. with such increasing efficiency
and with such freedom from even si
apirion of srundal as to well mer
the high place rt hold", in the puhli
confidence. Its groat population I tion ni
coming from every county of the cren«e<
State, gives wide interest to nil that! shall li

who are responsible for its continued j Th;-
cally solved. This problem is
acute, so distressing ar-d so immedi
ate in its demand for solution a
fully warrent .a bond nsue if the
necessary funds can be had in
other way.
The Board is not without its fiivan-
cia| problem* to perplex and disturb.
F*»r the find time in many year* the
State has failed to make monthly
payments to the Sanitarium with its
accustomed promptness and regulari
ty, so that it in turn has net been
able to meet its obligations when
due. The action of the Governor in
placing it on the prefers* I list has
nt lea-t saved it from genuine dis
tress. A per capita per dwm vost
of hut $0.4358 bears testimony to its
tconomical management for J n this
gust is included every expense con
nected with the Sanitarium. It is
disturbing to see the suggestion put
forth that this small cost must he re- .
dured by 30 per cent, for it wou»d I
npp» tr that some one bus not care-1
fully weighed the import of his w
nor measured the disastrous c*
of their application to this c
family of the stricken. Certainly
it must be properly fed, clothed and
cared for. and certainly the doors o<

The paving of a country road is an
epoch in the life of the area through
which it passes, for it marks the
passing of the old into the new, and
to m*', a changing from the old order
of things is always of interest.
Last fall, while making what ha*
been spoken of as a "clinic journey,"
1 obtained permission to drive a
twelve-mile strip of newly-laid con
crete through the Palos Hills coun
try in Illinois. It was a beautiful
roadway in a beautiful country, and
I could but marvel at the thoroug h
ness—the perfect contour of this
“sidewalk for motor cars" to hill
side, vale and woodland—it was per
fect.
Some miles from the convergence
of thi* roadway with the main arteri
al highway, a large force of work
men with a score of dump trurks
were making u fill. Trucks loaded
with loose earth came from both
directions: systematically they swung
to the edge, half circled to the cen
ter of toe pavement, then backed; a
whistle blew, the truck stopped, the
dump body tipped a* the end gate
opened: another whistle, and the
truck moved out and on up the road.
For an hour 1 watched them as like (
giant ant.- they came and went, fill
ing the hole that was bad for the
highway.

of funds in the State Treasury for
this purpose. There has been every
disposition to deal generously with
the needs of tiie Sanitarium, but the
ability >eems to have been lacking
and its needs are still not met.
This serious problem can be solved
in but two ways. One of these isj
to add .at once to the Sanitarium’s
equipment such additional building*
a- will take care of its present and
near future needs, and which will
commit the State to its indefinite ex-
panninn. The other is to found now
a second hospital for the insane. This
last is infinitely the wiser course, for
the Sanitarium is already far be
yond the safety limit in size, and for
the additional reason that the most
efficient work is done in small hos
pitals. If such second hospital be
used for the colored race, and the
patient, of this race now in the Sani
tarium be transferred ta it, '.ben the
