When Congiess assembled in September, the President ventured to ex press the opinion that none ol these things was either the cause or the remedy; that the derangement of ex change and the embarrassment of trade arose liotn txcessive speculaun and over-trading, the natural consequence of excessive issues of paper money; and that tire remedy would not I'e found in adding anew stimulus to these causes, hut in avoiding all interference by the Government; in leaving the sound sense ol the American people to retrieve their embarrassments in their own way; in waiting for the results ol that economy and reduction of put chases and imports which were already commenced ; and, above all, m looking for the pawn -m of our debts to the teal pioductions of our industry, the c;ops of our tarmers and planieis— not to firsti tsst.ts ol paper money, or new supplies of hank iiicthties.
