When the brave Admiral Kemperfeldt, un

fersonian Democracy. The remedy—the
sole remedy—was, to defi nt the administra
tion; melinite- a national hank, if possible;,
if not, to uphold ti e exploded deposits sys
tem; to put an end to all “experiments,;”
in a word, to succumb to the credit system.
When Congiess assembled in September, the
President ventured to ex press the opinion that
none ol these things was either the cause or
the remedy; that the derangement of ex
change and the embarrassment of trade arose
liotn txcessive speculaun and over-trading,
the natural consequence of excessive issues of
paper money; and that tire remedy would
not I'e found in adding anew stimulus to
these causes, hut in avoiding all interference
by the Government; in leaving the sound
sense ol the American people to retrieve their
embarrassments in their own way; in waiting
for the results ol that economy and reduction
of put chases and imports which were already
commenced ; and, above all, m looking for the
pawn -m of our debts to the teal pioductions
of our industry, the c;ops of our tarmers and
planieis— not to firsti tsst.ts ol paper money,
or new supplies of hank iiicthties.
And liow were these suggestions of a sound
patriotism received? Tiiey were scarcely
made, belbre they were denounced with “all
the and Cette \ * ol Federalism. Tl e.e was “no
system lor leguiatiug t xchanges there was
“no lemedy lor the ilistitss;” there was “no
aid from the Government;” the sutieiings of
the country were healed vvilli litat lies* indif

hiirn.ng ! This trash, or something worse,
was echoed and re-echoed ft• >lll the Capitol to
Wall street —from the caucus to the stock
exchange. It was despatched by the Express

of Boston, New Yo.k, Pmladelpiiia, New Or
leans and even in these brilliant foreign ad
juncts of Federalism, the bankers* newspa
peis in London and Paris. All, however,
Vvas in vain. Congress was tnexotahie; none
of the “ remedies’ were hied ; nay mote, llm
te-tslablishment of a national hank was voted
down; the restoration of the deposite system
was voted down; and the representatives of
the people went home,alter giving time to the
metehaiits and the banka tor 1 lie payment ot
their debts, hut without adopting a singleone
of tlie indispensable nostrums which Federal
ism had demanded.
Hut what, m the meanwhile, had the quiet
and mighty mass of the American people been
doing? \\ hat was (he course of hie Jiaidy
and industrious yumianrv of the land ? Was
the wagoner calling on lieirules lo help him
I’tont the mite? Was the planter of Carolina
or Mississippi, with his fields white with abun
dant cotton; or the farmer of Pennsylvania
or Illinois, with his harvest of teeming grain,
tarrying for “ the aid of Government ?” Was
the thnity mechanic, the unspeculative mer
chant, or the prudent tradesman, waiting un
til Congress should “ regulate exchanges r”—
No: such was not their course. They were
curtailing their expenditures, they were re
fraining from speculations, they were import
ing less liom abroad, they were living mere
frugally, they were sending round their crops
to pay what they owed, they were meeting
the emergency with the bounteous resources
which their own industry, and the blessings of
Providence on their country, had placed stall
times within their control.
And what is the result? Without the least
change in the conduct and policy of the Ad
ministration ; while every one oi’ the causes
that have been assigned, remains in full ope
ration; without the adoption of a singlerem-
edy proposed bv Federalist or Conservative,
the Exchanges have regulated themselves !
