IN ordinary times it might'perhaps be superflu
ous to-et forth formally the political faith
of a public journal well known for several years
in most* parts ofllio State, bnt at the nres
eut juncture in which contlicfin r opinions turea
ten a change in the form of our government and
a suspension of the peace, safety and happiness
of society by civil war, —political candor and
moral hone ty demand a suscinct declaration
of principles and views, that a clear line of de
marcation may bo traced between the triends of
peace and rational freedom and the advocates of
anarchy and carnage '
The Telegraph will,as it has hitherto done,
vindicate personal and political liberty so far as
compatible ..itli private happiness and public
safety. It will therefore cling to the opinion of
the father* of the revolution, *s comprised in
the Declaration ot Independence and the Con
stitution df the United States; and it holds it to
be a truth almost intuitive, that on the most vi
gilant and unremitting restriction ot tho gene
ral and stato branches of our government to
their respective provinces, depend the benign
operations of those opinions, tho virtue of the
man, the franchise of the citizen, and the inter
nal peace and external safety of the country.
Under theso impressions, the Telegraph as
regards the causes of excitement in the South,
considers the ju isdiciion <f every stalo over
her chartered limits to belong exclusively to her
own tribunals, and every interference with i
eiti.crby the Federal Judiciary or by congress
to be n palpable usurpation that ought to be
resisted; but the tariff though injudicious in
many of its provisions and necidjrig genera! re
vision to adapt it to the interest of the country', it
views as being strictly within the. power with
which congress is invested; and believes that in
ternal improvement in its cxis'ing shape, to he
r alher an abuse of legitimate authority than an
infraction of tho constitution an evil which
tho patriotism and independence of President
Jackson has gone far to remedy and which the
goou sense ai.u »iit-io of future congresses will
no doubt remove altogeu.c.
It will therefore bn readily perceived, that the
Telegraph acknowledges that the Southern
penplo have just grounds for complaint and re
monstrance, in wi. icli it unites, hut none for se
dition or revolution; and contends that the ad
vocates of the latter measures, whether under
tho name of riullifiers or conycntionists, are in
fact adverse to the peace and prosperity of our
country and inimical to the morals and happi
ness of its citizens.
It will likewise be inferred, and that truly,
that tho Telegraph supports the re-election of
Andrew Jackson to the Presidency, and co-ope
rates in every measure it deems just and salu
tary with his primitive friends in Georgia
In the prosecution of tho foregoing objects,
the Telegraph is aided by rchibald Camp
bell ’iNTYRE
The Telegraph will shortly appear in an en
larged form and new dress. The terms of sub
scription arc, three dollars per annum in ad
vance, or tour at the end of the year
