PRESENTMENTS *
Os the Grand Jury of Carroll County.
We as mcnibersof the community independ
ent of Our Oftieial character *)«naat hut fuel a
deep interest for the prospective moral con
dition of our county. We sincerely deplore
the reputation which the outrages of a band of
lawless individuals have given us abroad, and as
truly lament that qll the eiforls of the civil au
thorities have heretofore been unavailing in
putting a stop to them. White persons resi
ding on that part es the Cherokee territoiy
which has been added to this county for the
purpose of giving jurisdiction to our county
continue their depredations upon the steady aid
peaceable citizens ot the county and from their
peculiar location and a combination among
themselves it is imoossjbie except by accident
to detect and bring them to justice. These peo
ple taking advantage of the law extending the
jurisdiction of uur courts over them, come for
ward and claim the exercise if all the privileges
of orderly citizens without discharging any of
the obligations incident to citizenship They
pay no taxes, they do no Militia or Patrol duty
The real property on which they reside is not
subject to taxation; hence we think they should
he subjected to all the inconveniences to which
they have exposed themselves by their self ex
patriation. W’e therefore recommend to our
senator and representative to use their exertions
to exclude them by some proper legislative en
actment, from the exercise of any of the pri
vileges of cit izens.
We also request them to try and have the
custom of strrving Juries into making up
their verdicts done away. Also we wish them
louse their best exertions to have a court of er
rors established. For we find that precedent is
entirely taking the place of law and tho prece
dents are as var ous as there are circuits and
what is right in one circuit is wrong in another
And we feel that no man's person and proper
ty should he as entirely at the disposal of the
whims ahd caprices of one man as is the case at
present. We also require them to try and have
the negro property of non-residents employed
in mining in our county taxed in the county;
So that we may receive some remuneration
for the evil of such a population.
We feel thankful that we have no cases of
disorder to notice at our court house.
It augurs well for the moral character of our
county. The decrease in tire use of ardent
spirits is one of the reasons to which this hap
py result may be attributed; All or almost all
the offences it has been our duty to notice this
court have originated in that quarter of our
county near the Cherokee line and we look for
ward with the hope to have our wrongs redress’d
by tbis legislature by their taking possession
of and organizing that part of our stale. We
prerent our thanks to his honor, Judge Strong
for his prompt attention to the duties of the
Bench, and to Mr. Solicitor Hooper, for his at
tention to his business. We wish our Clerk to
furnish Jthe parts of our Presentment, of a
public nature, to the Editor of ‘The Democrat’
for publication, and have a copy sent to our
Senator and Representative:

Lives of distinguished Men, Poems, Romances,
Novels, Rpviews, Magazines, Ac. Ac. They
are also informed that lie has made arrange
ments to receive all new piihl-cations as simix
as they are issued from the press If the pat
ronage will admit of the undertaking, there will
be a Reading Rooih added to the above, well
supplied with News papers from ditferent parts
of the country, which will he expressly for the
use of Bubecriliera, free ofcharge.
TERMS —For one year half to be
paid in advam e. For'six months $6 one half
payable in advance Subscribers will be entit
led to change their hooks as often as once a day
if required, and not tllowed more than one

and Charles Sancho, two notorious villains,
'hat have a wonderful faculty of deceiving and
defrauding honest men. The villain Austin, ia
large,jwell propoitioned and rather well lookimr
than otherwise; the day before his dcpariuie
he borrowed a superfine broad cl.-th coal, and
wore it off; he is a collar and shoe maker by
trade; Sancho is short in stature, a native of
Russia, speaks rather broken, he is hv trade a
painter, he has eagles inserted in the skin of
his arms with india ink; these two men have
been travelling from village to village and going
in debt as much as possible, then lunnino- away
and leaving their Creditors to suffer. An, in
fo illation given to either of the subscribers or
to any of the citizens of Newnan, of these two
villains, will be more than thankfully iccuv.:iL
