From Brownsville, Texas.
We yesterday had the pleasure of a converaitior
with Mr. J. M. C nrad. editor of the Brownsviiie
Fla?, who arrived on the Y ieht. He informs us that
busfness is looking up again at Brownsville and
aloncr jhe frontier. Property which was at a very
low °standard last year at this time, is now fast im
proving, and increasing in value. The best feeliiiK
exists between our people on this s'de or theriv. r
and the Mux cs is along the frontier. The baci
feelings w.iich sprang from the Carvajal movement
are being f-st efficedi and ‘hey now live together
quite harmoniously. Tuere are n number of ini
provements gomg on in Brownsville,—!he Jesuits
are erecting magnificent nunnery and college com

“THE UNION OF THE STATES AND THE SOVEREIGNTY OF THE STATES.”
COLUMBUS, GEORGIA, SATURDAY EVENING, AUGUST 27, 1853.
The authorities on the Mexican side are carry ing
into effect the decree of Santa Anna, ordering a se
questration of all fire-arms or other war-like wea
pons, tound in possession of private individuals. In
tills, they area little fast, for since the promulgation
of that decree, it has been altered, so as to allow
j the inhabitants of the frontier States to retain the
arms in t.ieir possession, for their protection against
j the incursions of the Indians—sos.iv our last Mexi
can exchanges.
They have just just got through with their elec
| <>n the Rio Grande. Now, an election on the
Rio Grande is not like an election anywhere else
J'here is a similarity between the Rio Grande elec
! tiuns and the leuds of he rival houses of York and
Lancaster. York and L meas'er flung to the breeze
j { he banners of the white and red roses, and beneath
. these inspiriting colors right manfully contended
for merry E igiand’rt throne. TheßioGrmde po
: liticians have adopted the red and blue—emblems
; of love and fidelity—and never were they more in
appropriately used; and for tvvo weeks preceding
i an election, there is not a house, carriage, wagon,
| horse, mule, steamboat .jacal, yawl, boat, bar room,
j or other object, that is not hung from root to found
| atjon, from stem to stern, or from head to foot, with
! either blue ribbon or muslin ; and every mart, wo
j man, or child you meet, no matter what their eon
d.tion, sports a blue or red rosette ; and the greets
! ers make you imagine, from the colors they wear,
| that you are in some huge circus surrounded bv
i clowns, for they indiscriminately mount both the?
blue and red. Whentbov go to the polls they have
red and blue tickets printed in tvd and blue ink, a 1 and
the clerks of the election wiite the suffragan's name ]
i in red or blue ink, and which ever par y gets bent
have the blues hr at least two weeks afterwards.

j I'hey are decidedly conservative in the use of lire*
Arms.
Trie election resulted in favor of the blues —(a
correspondent of oust styles them the “law and or
der” party—but vve doubt whether either can lay
claim to a great amount of order.) Scurry received
i a large m jority tor Congress over Eel! and Lewis,
hut Mr. C. says that he has no doubt Governor Bell j
is elected to Congress from the Western D strict.
Heretofoie, on the Rio Grande, it has been the j
practice of all parties to smuggle over a large num
i her of Mexicans, of the lower classes, peons, etc., I

i over conscientious, and not believing in the efficacy ‘

: notn parties called upon Col. Cruz, and reques e<i j
that he would prevent these illegdproceedings. The j
Colonel agreed, and consequently placed guards j
along at the several passes of the river and proven j
ted the Closing of these Ephra mites. f>r the I

delicious dish which is eaten with scarlet spoons ; j
