Bennett a Poet.—The New York Herald announces
the publication of the “Early Poeins of James Gordon
Bennett,” written between the ages of eighteen and
t went v’three. B ooksellers would do well to dispose of
their copies of Shakespeare, Pope and Byron, before Ben
nett makes his appearance, or they may find them a drug

Illinois Finances. —New York, March 12.—Governor
Mattison. of Illinois, is now here, and has received full
security for the amount on hand of Messrs. Wadsworth
£ Shelden at the time of their failure, to enable the Treas
urer of Illinois, with other provisions made by the late
Legislature, to pay the January interest at the time the
next July interest is paid.

\N ACT to amend the act approved twenty-sixth August
eighteen hundred and fihy-two, entitled “An act to re
duce and define the boundaries of the military reserve at
Saint Peter’s river, in tne territory of Minnesota/’ and
for other purposes.
Be it enacted by the Senate and House of Representa
tires of the i rated States of America, in Congress as •
sem&Ud, That the act approved twenty-sixth August,
eighteen hundred and “to redfice and define the
boundaries of the at Saint Peter’s river, in
the Territory ol ,” shall be, and is herebv, amen
ded, so that the Unauthorized tgfbe sold at public sale
by that act shall to the Operations of tne laws re*
g ilating the sale ahd disposition ot the public lands: Provi
oed, howewr. T iat where any of said lands are claimed
by pre-enjptjeh, under settlement and cultivation made
prior to of this /rcfjqnroot and payment shall be

of said lands come within the provisions of the act of twen
ty-third May, eighteegdiundred and Ickty four, for the re
lief of the citizens of towns upon the lands of the United

upon the same legal subdivision, they shall be permitted to

Sec. 2. Mid be it further enacted , That the Revrend
E. G. Gear shall be, and he is hereby authorized to enter
lots numbers one and two and the west half of the north
east quarter of section four, in township twenty eight north,
ot bflpgte twenty four west, of the fourth principal meridian
in ths Mioeapolis district, at one dollar and twenty five
cent# per acre.

AN ACT to provide a more efficient discipline for the
Navy.
Be it enacted by the Senate and House of Refnresenta
tire- of the United States of America in Congress as
sembled, That from and after the passage of this act, it
shall be the duty of every commanding officer of any of
the vessels ot the njivyfon returning from a cruise, to for
ward his arrival in port, to the Secretary
of the Nayy/a list of the names of such, of the crew who
enljtatfHhr three years as in his opinion, on being discharg
ed *are entitled to an‘honorabledischarge,’as a testimon
ial of fidelity and obedience; and that he shall grant the
same to such, according to the form to be prescribed by the
Secretary ol the Navy.
Stc. 3 . And be it further enacted, That if any sea- !
man, ordinary seaman, landsman, or boy, shall re-enlist \
tor three years, within three months alter his discharge, he j
shall, on presentinghis honorable discharge, or on accoun- !
tmg in a satisfactory manner for its loss, be entitled to pay j
during the said three months, equal to that which he would j
h ‘.vs been entitled it he had been employed in actual ser
vice.
Sec. 3. And be it further enacted, That it shall be the
duty ot commanders ot any vessel in the navy, in granting
temp- rary leave of absence and liberty on shore, to exer
cise caretully a discrimination in favor of the faithful and
obedient.
Stc. 1. And be it further enacted, That summary courts
martial may be ordered upon petty officers and persons of
iu\:rior ratingsby the commander of any vessel in the na
vy to which such persons belong, for the trial of offences 1
wmch he may deem deserving of greater punishment than i
the commander ot a vessel himseri is by law authorized to
iuriict of his own authority, but not sufficient to require
trial by general court martial.
Sec. 5 . And be it further enacted J That summary
ou ts martial shall consist of three officers not below the
rank o: passed of some competent person
to act as recorder. B*tore proceeding to trial, the members

corder is hereby authorized t(Administer: “You, A. 8., do
son ninly swear (or affirm) that you will well and truly frv
without prejudice or partiality, the case now ta depending,

DIED.
At his residence in Sumter county, on the morning of
thd 12th instant, Col. Goorgo L Douglas, in the 55th year
ot his age.
He was a native of South Carolina, but with the rest of
his father’s family removed to Georgia, and, when quite a
wilderness, settled the place now known as Cos 11 odea in
Monroe county.
