Sentence ofSooth Carolina Railroad Rioters
Twenty-four of the rioters on the North East Railroad
having been tried aud coavicted, received sentence last
Saturday, 24th. T
The sentence is that each of you oe imprisoned for the
g ace ot two months, and pay a tine of live dollars.

Eon. Gearga Bancroft.
Among the arrivals from Florida yesterday, we were
pleased to greet this distinguished citizen, who returns from
me‘-Land of Flowers” with renewed health, vigor, and
spirits. It would seem that Mr. Bancroft makes as good a
traveler as diplomat or historian, fcince leaving Savan
nah, he nas visited the various towns upon our’ southern
coast, looked upon the ancient city of hit. Augustine, and
explored the St. John’s “as far up as Enterprise. He has
left no place behind that could throw light upon his histo
ric!; studies, and everything seems to have made a deep
impression upon his mind. Especially was he interested in
the striking antiquities of the oldest city in America, and
the sublime waters of the distant Bt. Johns. Though so
far ou; of the world, however, he does not appear to~have
lost his interest in it. He enquired as eagerly after the death
of tlie Czar and the news from aebastopol, as the supposed
Russian that spoke an American brig a few days since, and
learning the much disputed fortress was not yet taken, sud

Tiie Present State of the Usury Laws ijt England.
—The Much number of Hunt’s Merchant’s Magazine is
on our table, containing its usual variety of interesting
mercantile reading.
We extract from its pages the following propositions de
duced from the report or’ a recent action on a Bill of Ex
ahange.in the Court of Common Pleas, in London, and
the decision of the Judge. It furnishes a brief summary of
the existing law of Usury.
1. No person can legally take more than £5 per cent,
per annum interest on loans under j£lo,except pawnbrokers
and except on bills of exchange and promissory notes at
[ess than, three monthes date, or having less than 3 months
to run.
2. Any rate of interest may betaken on bills of exchange
and promiaory notes, under £lO, at three months
date, or not having more than three months to run; and
there may also be collateral security on land for the pay
ment of such bills or notes.
3. Any rate of interest may be taken for sums above -CIO
on bills of exchange and promissory notes of more than 3
and less than 12 months date or time to run, and also on
ail other contracts of similar date, provided there be no
landedfKesrity.
4. In ail other instances the old usury laws are all in
jorce.
New Hampshire Election.
We take the following summary of the result of the late
election in New Hampshire from the Concord Patriot, the :
administration organ. The vote for Governor stands thus:

Governor.— Ralph Metcalf, the American candidate, is
chosen Governor, by about 300 majority over ail others.
Members or Congress.— The ‘American candidates are
elected in ad their congressional districts. They are as
fallows. District No. 1 James Pike is elected by about
5,000. District N 0.22 .Mason W. Tappan has over 3,500
majority. District No. 3: A. H. Cragin has ’about 3,500 !
majority.
Limit, id Commissioner.—Francis H. Lyford,American,
chosen Railroad Commissioner by a majority somewhat
larger than that of Metcalf, j
The Council.—The American candidates appear to be
chosen in allot she five Council! r districts, viz:—District
S). 1. John Dame; No.S, Nicholas V. Whitehouse; No.
3 Stephen Sm.ui; No. 4, Milton C. McClure; No. 5, Wil
liam J'euoey.
The Senate —Eleven Senators appear to be chosen, ten
ot whom were the American candidates, and one demo- ;

County_ officers.— The Democrats have elected their
countv officers in Coos county, and probably in Belknap
an,i Carroll, but the iatter are close. Ail the other coun
ties, viz:—Rc okingham, Strafford, Merimack, Hillsboro’,
Cheshire, Sullivan and Grafton, have chosen the Ameri
can ticket.

ACT to organise an institution for the insane of the
army and navy, and of the District of Columbia, in the
said District.
Be it enacted by the Senate and Rouse of Represent a
tires of the Lnited States of America, in Congress as
sembled, That the_ title of the institution shall be the Gov
ernment Hospital for the Insane, and its objects shall be the
most humane care and enlightened curative treatment of
the insaae of the army and navy of the United States, and
of the Dittrict of Columbia.
Sec. 2 .And be it further enacted, That pine citizens of
r .firr I ** <>* Columbia, to be appointed by the President
°‘ f e Lnied States, shall constitute a Bfiard of Visitors
oi the said hospital. The term of office of three of the
nine visitors shall expire the thirtieth day of June, eigh
teen hundred and titty-seven, and biennially thereafter'’on
the same day ot the year, when they shall be re-appointed
or tnree other citizens appointed in their stead. The order
m which the terms oi office of the first nine appointees
shall expire shall be determined by lot j and should anv va*
cancy occur by death, resignation, or otherwise, such va
cancy shall b*filled by appointment so? the unexpired term
ot such visitor The Board ot Visitois, subject to the ap
proval of the of the Interior, may make any
needful by-laws for the government of themselves and of
the superintendent, and his employees, and of the patients,

treatment of the insane; he shall reside oa the premises and
devote his whole time to the welfare of the institution; he
shall, subject to the approval of the visitors, engage and
discharge all needful and usual employees in the care ol the
insane, and all laborers on. the farm, and determine their
wages and duties; he shall -be the responsible disbursing
agent ot the institution, an<Bshail be ex-officio secretary of
the Board ©f Visitors; and he shall give bond for the faith
lul performance ot his such sum, and with such
securities as may be required By the Secretary of the Inte
rior.
Sec. 4. And be it further That the order of
the Secretary of War, and that ot'the Secretary of the i
Navy, shall authorize the superintendent to receive insane
persons belonging to the army and nVvy, respectively, and
keep them in custody till’ they are curad, or removed by the
same authority which ordered their icdpption.
Sec. 5. And he it further enacted^, .That all indigent
insane persons residing in the District oi Columbia, at the
time they became insaae, shall be entitled to the benefits of
the institution, and shall be amitted on th4j authority of the
Secretary of the Intesjfor, which he maw grant after due
process of law showpg the person to be ifsane and unable
to support himself (ft herself) and family for themselves if
they have no family) under the visitation If insanity.
Sec. 6. And be it further enacted, That whenever
there are vacancies, private patients from the District may
be received at a rate of board to be determined by the vis
iters, but to be in no case less than the aelual cost of their
support.
See. 7. And he it further enacted, That ail appropria
tions of mon<y by Congress tor the support of the institu
tion shall he drawn from the treasury on the requsition of
the Secretary of the Interior, and shall be disbursed and
accounted for in all respects according to the laws regula
ting ordinary disbursements of public money.”
Sec. & And be it further enacted, That this act shall
take effect from and after the first day of July, oae thou
sand eight hundred and fifty-five.
