And the said cooe, so deposited with said clerks of courts
and justices of the peace, shall at at! times be open in their
several offices, lor the inspection and information of the

and dn-Lributed, tne President ot the United States shall, by
his proclamation, appoint a time and places in the said Dis
trict for taking the sense of tho citizens thereof, for or

conducting he same, provided every free white male citi
zen ot the United Mates, above the age of twenty-one

1 resident, and the same, with the said code, be by him re
ported to Congress, and when ratified and appioved by the
same, he shall, by ids proclamation,declare it to be in force
tr m the day of the date thereof, as the law of the said*
District of Columbia ; and the same, when so proclaimed,
shall thereafter be, and remain as such, without any further
act or proceedings to that efTet, until altered or repealed
°y tho Congress ot the United States. And the persons
who may compose said board, or such of them as rnav act
on the same, shall be paid out of the treasury of the United
plates a reasonable compensation for their services, accord- ■

of the United States of America in Congress assembled.

August third, eighteen hundred and fifty four, and the same
Rhail be construed, to give to Wisconsin in aid of the im
provement of ihe navigation of the Fox and Wisconsin
Rivers, a quantity of laud, equal mile for mile of its im
provement to that granted to Indiana, under the provisions
oi the A-u of Congress approved May the ninth, eighteen
hundred and forty wieht.
