Mr. Toomb’i Bankruptcy Bill.
The following is an abstract of the bill to estab
lish a uniform system of bankruptcy throughout
the United States, which was reported to the Sen
ate on Wednesday, May 5, by Senators Toombs
and Benjamin, a minority of the Judiciary Com
mittee :
The bill contains twenty-three sections.
Section 1. Bankrupts are divided into two clas
ses—the voluntary and involuntary ; the former
consisting of persons generally who are unable to
pay their debts, and who choose to avail them
selves of the provisions of the act; the latter, of
individuals in trade, who, by some fraudulent pro
ceeding, evince a disposition to wrong their credi
tors. or some of them. In compulsory cases, the
bankrupt may have a jury trial.
Section 2. Provides against payments and trans
fers made in contemplation of bankruptcy.
Section 3. Declares that by the decree of bank
ruptcy the title of the bankrupt to his property is
divested, and becomes vested in the assignee.—
But necessary household effects, not exceeding in
effects three hundred dollars, are to be exempt,
together with whatever property is exempt from
execution by the laws of the State.
Sec ion -4. Grants a release to bankrupts who
fully comply with the requirements of the act ninety
days after the decree, and after seventy days ad
vertisement in a public newspaper, unless one
fourth in number and value of the creditors file
their written dissent. It also provides minutely
against trauds, and specifies the course to be pur
sued in appeals.
Section 5. The property of bankrupts is to be
divided pro rata. Preference is only given to debts
due the United States; to sureties who are entitled
to preference by laws of Congress, and laborers in
the employ of the bankrupt to an amount not ex
ceeding twenty-five dollars.
Sections 6 and 7. Give full jurisdiction in bank
ruptcy cases to the U. States District Courts, and
direct what proceedings shall take place.
Section 8. Confers upon the United States Cir
cuit Courts concurrent jurisdiction in certain cases.
Section 9. Directs the manner in which assig
nees shall discharge their duties.
Section 10. The court shall orders collection of
the assets, a sale of the same, and a distribution of
the proceeds without unreasonable delay.
Section 11. Defines certain powers of assignees.
Section 12. No person to be a second time enti
tled to the benefit of this act, unless he pays sev
enty-five cents on the dollar.
Section 23. Proceedings in bankruptcy to be of
record.
Section 14. Relates to proceedings against or by
partners in trade who become bankrupt.
Section 15. Relates to the conveyance of the
bankrupt’s real estate by the assignee.
Section 16. Circuit Court in the District of Co
lumbia to have jurisdiction.
Section 19. Punishes fraudulent assignees.
Sections 20 and 21. Allow a bankrupt, when his
estate pays 40 per cent, above expenses, an allow
ance of 2£ per cent.; when it pays 60 per cent., an
allowance of 5 per cent.; when 80 per cent, is re
alized, the allowance to be 7£ per cent.—but no al
lowance to exceed 85,000.
Section 22. The United States to pay no costs
■or other charges in bankruptcy cases. All such
charges to come out of the fund oi the parties—
•otherwise not to be paid at all.
The Crops isr Middle Florida. The Tallahas
see Sentinel, of the 4th inst., says:
“During the cold snap some days past, this re
gion wai visited with 6hght frost, damaging some
what garden vegitables, and com and cotton more
or less according to age and locality. The wea
ther is moderating, however; and our planters have
more to apprehend from the want of rain, the
ravages ol the cut-worm and grasshoppers, than
the cold weather. Barring this, the prospects are
st.ll promising.”
The Crops.— The wheat crop of this section of
country, is looking remarkably well; as there has
been an unusual quantity of land sown, should the
season prove propitious from this time till harvest,
the quantity of this grain will exceed largely, the
yield of any previous year. The stands of corn
and cottOD, so far as our information extends, are
generally good, and the young plants are looking
healthy. The season, thus far, has been favora
ble.—Marion (Ala.) Commonwealth.
Congressional Wit.
During the proceedings of the House of Repre
sentatives yesterday in Committee of the Whole
on the prvate calendar, the committee found itself
without a quorum, and accordingly rose. In the
House, upon a motion to adjourn, it was ascertain
ed that the House was without a quorum. The
roll having been called, the names of the absentees
were called for excuses. Upon reaching the name
of Mr. Burroughs, of New York, Mr. Morgan, his
colleague, said “he had married a wife and could
not come.” Mr Hoard, another colleague, as soon
as he could be beard, moved that the gentleman
be excused, as he was absent on urgent business;
which motion was’received with roars of laughter, in
which the Speaker joined, and several members
suggested that it was “pressing business” that de
tained the honorable gentleman. Mr. Leither, of
Ohio, stated that he had paired off; toFwhich Mr.
FloraDce responded by saying that he had paired
off with a woman. Mr. Leiter rejoined that he be
lieved it to be a “proper pair.” It is needless to
add that the gentleman was excused.— Union.
Exports of Cottou—Crop Prospects —New Or
leans, May 11.—The exports of cotton from this
port to Great Brittain during tho pa*t week reach
ed 24,000 bales, and to Harve 5,500 bales From
Mobile the exports during the week to Great Brittain
were only 1,000.
The estimates for the present crop are running
fully up to three million bales again, in consequence
of the receipts continuing larger than had been
anticipated. They are now within a few hundred
bales of being as large as at the same period last
year, and next week, it is believed, an increase
will be shown.
As far as reliable advices have been received the
growing crop is not considered to have been ma
terially injured by the crevasses that have been re
ported.
The Yazoo (Miss.) Banner learns that the cot
ton in the hills is much injured by the late frosts.—
Some of the planters have ploughed their f.elds
over and replanted.

Teh Men Killed axd Fifteex Wodkded.—
A letter from Toulon of the 22d ult., mentions a
disastrous accident which took place the previous
day, off the islands of Myeres, on board the ship
of-tbe-line Suffren, which has been fitted up as a
schooh for naval artillerymen. While the me*
were firing at a target, a cannon buret, and the ex
plosion unfortunately caused a number of victims
There was ten men killed and fifteen wounded.
A Day Too Late. —On Saturday Dight las*
twenty four hou's after the adjournment of the
Methodist Protestant General Conference, the dele
gate from Oregon reached Lynchburg, Va., to at
tend its session. He had t een on the way ever
since February last, from the remote region he rep
resented.
NEW ORLEANS, May 18.—Sales of Cotton to day
5,000 balea at unchanged prices. The receipts at this point
are 73,000 bales in excees of the receipts at the same time
last, and the increase at all the ports is 36,000 bales. The
stock on hand and on shipboard is 289,000 bales. Freights
on cotten to Liverpool 15-32d. Exchange dull.
NEW YORK, May 18.—Sales of Cotton to-day 700
bales, with a heavy market Middling Uplands 12y cents,
but quotations are nominal.
CHARLESTON, May 18.—Sales of Cotton to-day
2,200 bales, at anchanged prices.
CHARLESTON, May 19,1 P. M.—Sales of Cotton
to-dav 700 bales, extra figure 121 cents. The Market
is rather quiet but firm*
SAVANNAH, May 14.—Sales of Cotton 693 bales, —
The market is dull and unchanged.
MOBILE, May 14, —Sales of Cotton to-day 600 bales,
with a firm market. Middling Hi cents. Sales for past
three days 2,000 bales, and the receipts for the same time
2,600 bales.
AUGUSTA. May 19-COTTON-Sales of Cotton in
New York 15,000 bales. Market depressed.
In Charleston 1,200 bales, and in Savannah 500 bales. —
Market unchanged since steamer.

ARRIVAL EXTRAORDINARY.
Professor Charles DeGrath, introducer of the genuine

BOGUS SPIRITS!
A CORRESPONDENT of the Savannah Republican
writing from Thomaston,says that two men have
recently died in Upson county from the effects of bad liq
uor, which was procured from Griffin dealers, and retailed
in some of the crossroad groceries in Upson. The cor
respondent thinks that liquor inspectors (as provided by
law) should be kept at Macoo, Savannah, Augusta. Griffin
and Columbus, as ‘these are the gates’ he says, from which
the State is flooded — Columbus Enquirer, Zdinst.
The correspondent of the Republican is informed that I
have on hand a quantity of

Distilled in Bourbon county, Ky., by a man who is too
ignoram of the use of Strychnine, and too honest to use it,
and hauled from thence on Lewis’s Mule team to this city.
The Inspectors, in the shape of chemists, physicians,and

nounce *t pure and free from all foreign substances and
I will not even poison the correspondent of the Savannah

PLAN OF THE LOTTERY.
The Numbers from 1 to 50,0 CC, corresponding with
those numbers on the Tickets printed on separate slips oi
paper, are encircled in small tin tubes, and placed in one
wheel.
The first 457 Prizes, similarly printed and encircled, arc
placed in another w heel.
The wheels are then revolved,and a number is drawn
from the wheel of numbers, and at the same time a Prize
is drawn fiom the other wheel. The number and prize
drawn out are opened and exhibited to the audience, and
registered by the Commissioners; the prize being placed
against the number drawn. This operation is repeated
until all the prrizes are drawn out.
APPROXIMATION PRIZES.—The two preceding
and the two succeeding numbers to those drawing the firs/
7 Prizes will be entitled to the 28 Approximation Prizes,
For example: if Ticket No. 11250 draws the $70,000
Prize, those tickets numbered 11248, 11249, 11251,11252
will each be entitled to S4OO. If Ticket No. 550 draws
the $30,000 Prize, those tickets numbered 548, 549, 551
552, will each be entiled to S3OO, and so on according to
the above scheme.
5,000 Prizes of S2O will be determined by the last bgure
of the number that dr&ws the $70,000 Prize. For example
if the number drawing the $70,000 Prize ends with No. 1,
then all the Tickets w here the number eDdsin 1 will be en
titled to S2O. If the Number ends with No 2, then all the
