Ethics & Public Trust • Fiscally responsible, never exceeded alloted budget • Prominence placed on ethics training for all personnel • Mandatoiy implementation of supervisory leadership training • Developed an advanced recruitment, applicant & hiring process • Mandated extensive and thorough training for all personnel • Distributed over 15,000 hours of basic and advanced training • Elevated retention of highly skilled employees • Expanded and revised the agency’s operations, policies and procedures • Created the Office of Professional Standards and Training • Formulated employee surveys • Developed the Risk Analysis Review Board • Created the Field Training Program for eveiy division / Crime Reduction • Over 5 million dollars of drugs, money and property seized from drug dealers • Patrolled 2 million miles of Banks County roadway (January 1, 2013 to April 30, 2016) • Answered 178,399 calls for service (January 1, 2013 to April 30, 2016). • Added an additional patrol deputy per shift by reallocating personnel. • Expanded zones to target high crime areas • Implemented crime analysis reporting through the new Record Management System in order to target resources appropriately and to place responsibility accurately • Utilizes inmate labor to aid in building and cleaning Banks County which helps ease the burden of taxpayers and initiates the process of inmate reform • Mandated daily command staff level briefings to ensure intelligence and other pertinent information is shared through all divi sions within the Sheriff’s Office / Technology • Closely worked with all public safety agencies in the county and the Board of Commissioners to implement a combined comput er system that has connected the Banks County Sheriff’s Office, E-911, Fire and Emergency Services together • Expanded digital in-car capabilities • Added new Mobile Data Terminals to all fleet vehicles • Replaced the outdated Record Management System, Jail Management System, Evidence Management System, Quartermaster Management System, and Canine Management System software with a new, improved connected system / Community Oriented Policing & Problem Solving • Increased the School Resource Deputy coverage to include school traffic control • Implemented the position of Public Information Officer (PIO) • Developed and continue to preserve a close relationship with local and regional news outlets • Developed and continuously maintain a close relationship with our local Family Connection and Department of Family and Chil dren Services • Created social media accounts (Facebook, Twitter & Instagram) to help assist with protecting and keeping the public informed on a regular basis • Formed and put into action the Inmate GED Program / Traffic Safety & Criminal Activity • Conduted saturation, zero tolerance enforement using patrol officers • Enhanced our Criminal Interdiction Unit on 1-85 to reduce accidents and deter criminals from entering the Banks Crossing area • Assisted in publicizing B.R.A.K.E.S. Teen Driving Course as well as working to make it a yearly event • Implemented a license plate reader program • Increased the number and effectiveness of highway safety checkpoints • Established a more aggressive approach in our special operations in commercial zones • Apprehended numerous drug dealers, escapees, fugitives, human traffickers, & murderers • Seized millions of dollars of drugs, currency, stolen items and guns from criminals • As a result of the forfeitures, the county has only had to purchase 5 patrol vehicles during this term using taxpayer’s money • Received confirmed word from state and federal agencies that many drug dealers avoid the area for fear of being arrested / Public Education • Implemented the Georgia Sheriff’s Association CHAMPS program (Choosing Healthy Activities and Methods Promoting Safety) within Banks County schools • Promoted and partcipates in the Child Fingerprinting Program • Established a National Take Back Intative Drop-Off Post • Conduct child safety restraint classes and checkpoints • Provide safety and educational booths at local events • Implemented church security and safety courses for our local churches and organizations • Established senior citizen classes focused on scam and fraudulent activity / Equipment Sustainment • Established in-house inmate medical services • Purchased new ballistic protection vest for all certified personnel • Upgraded less-than-lethal use-of-force options • Created a Quartermaster position for inventoiying and allocating equipment appropriately • Obtained X-ray capabilities for the courthouse • Expanded the canine program • Upgraded the Banks County Sheriff’s Office facility by utilizing drug forfeiture money • Refurbished a seized RV into a mobile command vehicle for use by any public safety agency “If re-elected, I pledge to continue to build on our first term success.” Please vote May 24th to Re-Elect Sheriff Carlton Speed
