lackson County Sheriffs Office arrests
Juvenile reports being drugged, raped at party
Party held at victim's home featured use of alcohol and marijuana
A juvenile student reported she was drugged
and raped during a Halloween party at her
house. The girl told a school counselor her
cousin brought two unknown Hispanic males
to the party and both raped her.
Carlos Garcia-Degado, 18, 844 Brisco Mill
Road, Bethlehem, was charged with rape and
arrested Nov. 2. He is being held in the Jackson
County jail without bond.
The girl told officers with the Jackson County
Sheriffs Office there was weed and alcohol at
the party held at her home and she believed
someone slipped something into her drink.
“She stated that she remembered going to
her room but doesn’t remember going to bed,”
said the officer. “She stated when she woke up
that she was feeling bad and that one of the
Hispanic males was on top of her.”
She said the two males “both took turns”
and she cried out to tell them to stop, but they
put their hand over her mouth and told her to
be quiet.
The next morning, she found used condoms
that they had left and she saved them. She went
to tell her mother what had happened but her
mother didn’t want to report it because she was
afraid she would get into trouble for allowing
the party.
The mother showed up while officers were
talking with the girl and reportedly became anx
ious when officers contacted an investigator,
wanting to know how long it would take.
The girl also told officers one of the males’
names was Carlos and one of them had a
goatee.
Children removed; woman charged in
domestic fight
Three children were removed from a home
at 582 Holiday Cemetery Road, and their moth
er was charged with battery and criminal dam
age to property in an incident Nov. 1.
Deputy Timothy Burke reported he called
the Division of Family and Children Services
because of the “unsanitary and deplorable con
dition of the residence.”
He said he was called about a domestic
dispute and found Kimberley Sokolowski, who
said she had been in a dispute with Lawrence
“Howard” Womble, with whom she has lived
for 12 years.
She told the officer he owed her $20 and the
argument started over him repaying it.
She said he threw a 6 X 6 piece of wood
through the rear window of her vehicle. She
said he had taken her car keys and hid them.
Burke also reported he talked to Womble,
who said the argument started around 2 a.m.
Burke reported Womble “had a visible injury to
the area around his left eye, which included a
significantly reddened area with scratches and
fresh blood coming from them.”
Womble said he discovered his shorts had
been moved and money taken. He said he then
got the key to her vehicle and hid them. He said
Sokolowski got his “Bluetooth” from his vehicle
and she broke the window when he asked her
about it.
The scuffle started and she hit him in the
face with her hand. He said he broke the rear
window of her vehicle in retaliation.
Sokolowski and Womble are the parents of
the three children who were taken by DFACS.
Animal control also went to the house to
check the “welfare of numerous dogs kept in
crates in the residence.”

appear for following too closely no proof of
insurance and no driver’s license on person
and license to be carried and exhibited on
demand.
• Edward Andrew Mathews, 58, 971 North
east 151 st St. Miami, Fla., probation violation on
a charge of aggravated assault-battery-Family
Violence Act.
• Jacob Henderson McDonald, 34, 1161
Dixon Road, Maysville, child support.
• Patrick James Nerber, 47,61 Timber Ridge
Road, Athens, probation violation on a charge
of suspended license.

Commerce Police Department arrests
2 arrested for probation violation
The Commerce Police
Department arrested two men
for probation violation during
the past week.
Responding to a report of
a “suspicious person” on the
playground of Commerce
Presbyterian Church at 10:30
a.m. on Wednesday Nov. 2,
an officer encountered Kevin
Wayne Kitchens, 45,8938 Apt.
B, Jefferson Road, Commerce.
The officer asked Kitchens
why he was there, and Kitch
ens said he was using the
phone and was on his way to
see a friend.
The officer asked for identifi
cation. Kitchens had none, but
dispatch was able to advise
that Kitchens was the subject
of warrants for probation vio
lation from unspecified loca
tions.
An officer responded to
a shoplifting report Saturday
morning at Quality Foods,
Maysville Road, where staff
had a suspect in custody.
When the officer ran the
information of Leland J. Peck,
30, 365 Village Parkway Pend
ergrass, through the state data
base, he learned that Peck was
the subject of probation vio
lation warrants from Oconee
and Jackson counties.
The store opted not to
prosecute Peck for shoplifting
because of the warrants but
had the officer issue him a
criminal trespass warning
before turning him over Jack-
son County personnel.
Others Charged
Other people cited or
arrested by Commerce police
during the past week include:
•Stevie Ray Kidd, 46, 195
Janice Drive, Athens, misde
meanor possession of marijua
na and possession of metham-
phetamine. The arrest came
after an officer responded to
Bowden Street to a report of
a suspicious vehicle occupied
by awhite male that was sitting
in a driveway for 10 minutes
while the occupant looked
at the residence with binoc
ulars. Upon making contact
with Kidd, the officer said he
noticed a ‘Very strong” odor
of marijuana, so he had Kidd
step to the back of the vehi
cle. The officer asked Kidd to
empty his pockets. Among the
items was a flashlight, inside
of which the officer found a
small plastic bag containing
methamphetamine. A search
of the vehicle turned up a glass
jar of marijuana in a backpack,
a glass pipe with residue and
a hand-rolled marijuana cig
arette.
•Kendrick E. Thomas, 24,
393 Sawdust Trail, Nicholson,
arrested as he attended Com
merce City Court for an out
standing warrant for failure to
appearwith an original citation
of running a stop sign.
• Dinsirael Alvarado, 21,
2505 Danielsville Road, Lot 5,
Commerce, driving without a
license and failure to maintain
a lane. An officer pulled him
over after seeing his vehicle
doing 30 miles per hour and
crossing the fog line several
times on U.S. 441. When the
officer asked for his driver’s
license, Alvarado presented
him with a Georgia identifica
tion card.
