President Says That America Is Very
Determined To Assist Russia In
Driving Out Autocracy
Washington. — On the eve of the
gathering at Moscow of the Russian
congress of Soviets which passed judg¬
ment on the German-made peace ac¬
cepted by the Bolsbeviki at Brest-Lit
ovsk. President Wilson has sent a
message of sympathy to the Russian
people through the congress, with a
pledge that the United States will
avail itself of every opportunity to aid
them in driving out autocracy and re¬
storing Russia to her place in (he
world with complete sovereignty and
independence.
The United States now recognizes
no government in Russia, but the
president cabled his mesage to the
American consul at Moscow for deliv¬
ery to the congress, which is made up
of soldiers’ and workmen’s represen¬
tatives and speaks for at least a con¬
siderable part of the Russian people.
Text Of The Message
The message, made public by the
state department, was as follows:
“May 1 not take advantage of the
meeting of the congress of the Soviets
to express the sincere sympathy which
the people of the United States feel
for the Russian people at this mo¬
ment when the German power has
been thnist in to interrupt and turn
back the whole struggle for.freedojh
and substitute the wishes of Germany
for the purpose of the people of Rus¬
sia. Although the government of the
United States, is. unhappily, not now
in a posit ion to render the direct and
effective aid it would wish to render,
1 beg to assure the people of Russia,
through the congress that, it will avail
itself of every opportunity to secure
for Russia once more complete sov¬
ereignty and independence in her own
affairs and full restoration to her
great role in ihe life of Europe and
the modern world. The whole heart
of the people of the United States is
with the people of Russia in the at¬
tempt to free themselves forever from
autocratic government and become
the masters of their own life.

a bill in the diet authorizing the mobil¬
ization for war purposes of all facto¬
ries producing war supplies.
The bill would place under govern¬
ment control all arms and ammunition
factories, contsructlon of warships and
airplanes, all fuel stores, clothing fac¬
tories, fodder necessary for the army
and hospital supply.
Conscription of labor to man these
factories, is also approved in the meas¬
ure.
Report Is Now Denied In Washington
Washington.—It was authoritatively
stated here by officials in close touch
! with the situation that no such de¬
mand as referred to in the foregoing
dispatch has been made by the United
States on Japan, and that such a de¬
mand would he considered as impugn¬
ing Japan’s good faith which the Unit¬
ed States already lias recognized. It
also stated that if Japanese troops go
to Siberia, the question of their with¬
drawal is expected to go before the
peace conference.

$40,000,000 Suit Lost By Railroads
Washington.—The . attempt of the
railroads to recover from the govern¬
ment $40,000,000 under the old sys¬
tem of space compensation for trans¬
porting mails was defeated in the
court of claims. The court affirmed a
former decision in favor of the gov¬
ernment. The court also held for the
government in the suits of New Eng¬
land railroads who claimed extra pay
for transporting parcel post, on the
grounds that their mail contract did
not require -them to do so. They ask¬
ed for large sums.
