thereof the following:
“The General Assembly is hereby
authorized to provide by law for a
program Of guaranteed student
loans and for the payment of
'interest on such loans, which
loans shall be used for the purpose
of acquiring an education beyond
'the twelfth (12th) grade. The Gen
"eral Assembly is authorized to
create an authority, a corporation
or other entity for the purpose of
administering any such law. Such
law shall provide the agencies
'’’Ifrhich may participate in any such
loan program which may include
Ctenmerciai banks savings banks,
savings and loan associations, life
'‘Insurance companies, credit unions,
find retirement and pension sys¬
tems. Such law shall provide a
maximum rate of interest which

for such purposes and the General
Assembly ia hereby authorized to
appropriate money therefor. The

shall be deductible for State in¬
come tax purposes. The General
Assembly is also authorized to pro¬
vide for such tax exemptions as
shall be deemed advisable m con¬
nection with such program. The
General Assembly is hereby au¬
thorized to provide for all other
matters relative to the purposes
provided for herein.
SECTION 2
When the above proposed amend¬
ment to the Constitution shall have
been agreed to by two-thirds of the
members elected to each of the two
branches of the General Assembly,
and the same has been entered on
their journals with the “Ayes” and
“Nays” taken thereon, such pro¬
posed amendment shall be pub¬
lished and submitted as provided in
Article XIII, Section I, Paragraph
I of the Constitution of Georgia of
1945, as amended.
The ballot submitting the above
proposed amendments shall have
written or printed thereon the fol
lowing:
“For ratification of amendment
to the Constitution so as to author¬
ize the General Assembly to pro¬
vide by law for a program of
guaranteed student loans and for
the payment of interest on student
loans for higher education and to
create an entity for administering
such program.
“Against ratification of amend¬
ment to the Constitution so as to
authorize the General Assembly to
provide by law for a program of
guaranteed student loans and for
the payment of interest on student
loans for higher education and to
create such an entity for administering
program.”
All persons desiring to vote in
favor of adopting the proposed
amendment shall vote for ratifica¬
tion of the amendment, and all per-
sons "desiring to vote against the
adoption of the proposed amend¬
ment shall vote against ratifica¬
tion.
If such amendment shall be rati¬
fied as provided in said Paragraph
of the Constitution, it shall be¬
come a part of the Constitution of
this State. The returns of ihc elec¬
tion shall be made in like manner
as returns for elections for mem¬
bers of the General Assembly; and
it shall be the duty of the Secre¬
tary of State to ascertain the re¬
sult and certify the result to the
Governor, who shall issue his proc¬
lamation thereon.

Article VII, Section I, Paragraph

“Applicants who are granted board
loans or scholarships by the

to be paid in annual installments
not exceeding $1,500.00 per annum,
with which to defray his or her
tuition and other expenses in any
reputable, accepted or accredited
four-year medical college or school
■n the United States, or a scholar¬
ship in such medical college
school for a term not exceeding
years, the cost of such
not to exceed $5,000.00, same to be
paid at such time and in such man¬
ner as may be determined by
board. The loans and scholarship
herein provided shall not exceed
f he sums herein stated, but they
may be prorated in such manner
to pay to the medical school to
which any applicant is admitted
such funds as are required by that
school, and the balance to be paid
direct to the applicant; all of which
shall be under such terms and
ditions as may be provided
rules and regulations of the board.
The said loans or scholarships to
be granted to each applicant shall
be based upon the condition that
the full amount thereof shall be
cash in full with 4% interest
he date of each payment by
State on such loan or scholarship,
same to be payable annually, the
first annual payment to be due on
or before one year from the date
the applicant completes his intern¬
ship, or same may be repaid to the
State of Georgia in services to be
rendered by the applicant by prac¬
ticing his profession at some place
within the State of Georgia to be
approved by Uhe board. One-fifth
of the loan or scholarship, together
with interest theron, shall be
credited to the applicant for each
year of practicing his profession in
a community of 5,000 population or
less, according to the United States
Decennial Census of 1960 or any
future such decennial census, or at
Milledgeville' State Hospital, or at
any prison or detention camp or
work camp operated under the
jurisdiction of the State Board of
Corrections, and no annual interest
on the scholarship loan shall be
paid during such practice or ser¬
vice. Credit for practice at Mil¬
ledgeville State Hospital or at any
of the above facilities of the State
Board of Corrections, shall be ret¬ j
roactive and shall apply to any
applicants engaging in such prac¬
tice at any time. In the event an
applicant has repaid any part of i
such loan or scholarship for which |
he would otherwise have received
credit for service, he shall be re¬
paid whatever sum is necessary to
take into consideration the credit
he would have received. After the |
third full year of practice or serv
ices within this State as herein
provided, but not before the said
applicant shall be privileged, en
tirely at the discretion of the board
heretofore created to pay off the
balance of the scholarship loan,
together with accrued interest
thereon, and upon such payment
shall be relieved from further ob
»
ligations under his contract for
loan or scholarship.”
SECTION 2
When to the the above Constitution proposed shall amend- have
been agreed to by two-thirds of
the members elected to each ot the
two branches ot the General As¬
sembly, and the same has been en¬
tered on their journals whh the

If such amendment shall be rati¬

of the Constitution, it shall become
a part of the Constitution of this
State. The returns of the election
shall be made in like manner as
returns for elections for members
of the General Assembly, and it
shall he the duty of the Secretary
of State to ascertain the result and
certify the result to the Governor,
who shall issue his proclamation
hereon.

Here is how Mrs. Davies makes
“Sea Song Pie”:
1 pound dried salt codfish,
diced large
1 cap diced potatoes, raw
m 1 Cup chopped butter onion'
i • tablespoons tablespoons flour

salt and pepper
anough make simple pie crust
to ats .small covers
Bring salt codfish to a boil in
order to freshen It Then boil for
IS minutes in 3 cups fresh water
with potatoes and onions. Drain.
Melt butter In double boiler; add
flour and mix well, cooking sev¬
eral minutes. Add milk gradually,
stirring constantly uitil thickened.
Cook three minutes. Add salt and
pepper, fish and potatoes. Divide
Into six small pot pie dishes. Cover
with crust and bale* until golden
