FOR THE LOVE OF LIFE!
I AM COSPONSORING legislation
to create a new Cabinet4erei Depart
ment of Education.
A Department of Education is great
ly needed to coordinate present federal
education program* Presently. school
and training prograrin. costing sl2 bil
lion annually, are administered by 29
federal agencies
The Department of Health. Educa
tion. and Welfare ha* gotten far too big
and complex to give adequate attention
and supervision to the matte and prob
lem of education in the United States
today
The Department of Health. Educa
tion and Welfare with it* myriad of
responsbdities. oversee* a 500 bdlion a
year budget
Anyone who ha* ever tried to do
buuneu with HEW realm that quite
often over there one hand doesn’t seem
Io know what the other ri doing
In fact, in many respect*. HEW
operations have become a mystic mare
of bureaucracy

WE ALL RECOGNIZE the impor
tance of education to our society Nearly
123 million Americans receive some
form of education The need Io coor
dinate. update, and always improve edu
cational programs is pressing Under the
present setup, many vital programs are
caught up in bureaucratic red tape, and
education suffets as a result.
In recent yean, there ha* been a
trend to create new cabtnct krel depart
ment*. where needed, wch asm housing
and transportation
Certainly , the tremendous impact of
education on this country’s present and
future also warrants the creation of a
Department of Education
I do not advocate a proliferahon of
new governmental department* We hare
too many already But this legnlatran
would coordinate not proliferate. In
reality, it would be more effective and a
lew complicated syrtem than that which
now exist*, I hope the Senate will act
quickly Io provide more efficient ad
ministration of federal programs by
creating a Department of Educaiton.

I was born and reared in a little town of Cairo.
Georgia in the southwestern part of the state about 12
miles from the Honda Imc and have spent all but two
years of my life living there.
I am the third generation of newspaper peupk m
my family My grandfather, the Ute F J Wind, was the
first editor and publisher of (he Cairo Messenger and
was succeeded by my father. H H Wind. Sr, in 1922 I
succeeded my father an 1957 upon hn death as editor
and publisher of the family .newspaper and sold my
interest io my brother. H H Wind. Jr, about fire years
ago and the paper is now published by my brother and
hn two sons
My start in the newspaper business came at the age
of »x. That was my first year in school and I became
the janitor and cleanup man for a quarter a week and I
can well remember ju« how much that quarter wm
worth m those days
I renamed in the newspaper buunew from that
time up until selling my interest with time out for
service with the U S Air Corps during World War II
In March of 1969.1 orpnUed a new newspaper in
Jones County in middle Georgia and was editor and
publisher until selling out tn May of 1970 when I
became awochte editor of the Jesup Sentinel in south
cavt Georgia
I happen to hear about the opening with The
Summerville News and having had the urge for a great
number of years to live in the hdls of North Georgia. I
immediately investigated the opening and went to work
bit Monday
I am mamed and have three children, two daughters
and one ton. One of my daughters is married and my
son is married and I aho have two granddaughters of
which I am very proud
My wife t* living tn Jesup at the prevent lime but
will join me as soon a* we can find somewhere to lire
and I hope it is wry soon.
From what I have seen, I like Summerville jnd
Chattooga County very much, ami as I told the Espy
brothers, I hope i never move again
My wife and I are both member* of the Baptist
Church and intend to move our letters here in the near
future.
I might add that I come from the "old school" of
newspaper people and I sincerely believe in treating
other people a* you would hare them treat you.
I would like to extend an imitation to everyone to
come by and say "howdy" and if I look too busy, don’t
worry. 1 can always lake time off to talk.
I am really looking forward io becoming a part of
your community .
