If a majority desire to use con victs and increase their taxes, I am perfectly willing, and, so far as I am concerned, would try to make the ven ture a success what time I might be officially connected with it, but the time to study the matter is now, and the time to kick against high taxes is before they are placed upon us. Af ter they are levied it will be too late. Progress is a good word; many pret ty sentences can be made about it, but there are different kinds of progress. A safe and steady team will progress, it may be slowly, but it will be safe and sane progress; a wild run-away team will also progress and much faster, but it might be followed by disaster. Convict labor can no more make pike or permanent roads without the necessary funds for that purpose than free labor. A man is not made stronger or more expert by wearing striped clothing and shackles on his ankles. If our people vote to issue bonds for pike roads, it would great ly simplify the convict problem, but that is entirely a different question. Count the cost beforehand; look be fore you leap. As it is true that “Jones, he pays the freight,’’ let us consult “Jones” about the freight i bill BEFORE, rather than after col lecting it. That is all I ask. JOS. BOGLE.
