We, the Grand Jury, selected, chos
en and sworn for the July term, 1919,
of Cobb Superior Court, beg leave
’_make the following general pre
ntments:
1. We submit herewith the report
of our committee appointed to in
vestigate the condition of the Court
House and Jail, which we have duly
sanctioned and adopted: (Marked
Exhibit “A”)
: 2. We have also through our spe
cial committee examined the County
Roads and: Convict Camps of the
county, and herewith submit the re
port of the committee which we also
adopt: (Marked Exhibit “B.”)
3. Our committee appointed for the
purpose has examined the dockets of
the various Justices of the Peace and
Notaries Public, who submitted their
dockets ,and herewith submit report

4. The Tax Collector submitted re
ports showing collections of Special
Taxes during the current year. Ow
ing to the very great number of dif
ferent lines of business subject to
special tax and number of firms and
jndividuals subject to same, it is im
possible for this jury to say whether
or not all firms and persons due spe
cial taxes have paid same. It is sug
e gested and recommended that the Tax
Collector prepare a classified direc
tory or census of the parties who are
subject to Special Tax in the county,
and keep this in permanent form by
districts, and that in future he re
port to the Grand Jury the names of
those failing to pay the Special Tax,
as well as the ones who have paid.
5. We recommend that the County
Commissioners pay $l.OO per month
for the rental of a room at Powder
Springs while used as a Justice Court
room, according to law, to be effec
tive Sept. 1, 1919.
6. We recommend that the County
Commissioners pay the bill of $25.00i
rendered by Dr. W. H. Perkinson for
professional services as alienist in the!
N. V. Campbell cases. |
7. We recommend the adoption of
the Ellis Health law for the County
of Cobb. |
. 8. The following county officers
have submitted to us their reports ac-|
cording to law, and we have exam
ined the same and have attached them
hereto as part of our presentments:

9. Before taking leave of his Hon
or, Judge N. A. Morris, we desire to
thank him not only for his clear-cut,
fair and able charge, but for his cour
tessy to this body as well. We also
appreciate his efforts to so try to con
duct the trial of all cases that every
litigant will obtain a fair and impar—‘
tial trial, which results that the cases
are seldom tried but once, thus sav
ing the expense and time to litigants
as well as to the tax-payers.
10. We have been most favorably
impressed by the fairness and atten
tion of our Solicitor General, Major
John T. Dorsey, and desire .to ex
press our appreciation of his services
and courtesies shown us.
We also desire to express our
thanks in this connection to our most
efficient Foreman, Mr. B. G. Brumby;
our Clerk, Mr. D. W. McLain; and
our Bailiff, Mr. H. F. Pair.
11. We recommend that these Pre
sentments be published in the Mariet
ta Journal and Courier, The Cobb
County Times, and The Acworth
Four-County Post, for the enlighten
meént of the citizens and tax-payers
of the County, and that the legal
fee allowed for publishing same be
equally divided between these three
publications, as has been the custom
in previous Cobb County Grand Jury
recommendations.

Exhibit “A"
To the Honorable Grand Jury, July
Term, 1919, Cobb Superior Court:
Gentlemen:
We, your committee appointed to
inepect the Court House and Jail
beg to submit the following report:
‘We find that the recommendations
made by the March Term, . 1919,
Grand Jury that a number of impor
tant repairs be made on these build
ings, necessary to their proper up
keep, have not been carried out in a
single instance.
These recommendations of the
Merch Term Grand Jury were as fol-
Jows:
“We find the jail in fairly good
condition, with the exception that the
coping around the roof needs atten
tion; the jail fence we find almost
rotted down and should be replaced
with new work. We find the furnace
room in bad shape, allowing water
to enter when it rains; the furnace
has been out of commission several
months. We also find paint in some
of the cells fleaking badly. - |
‘ “We find that the Court House is
in very good condition, but is in need
of paint; the steps leading from the
first floor ot the toilet should be
looked after and repaired.” |
This committee recommends and in
sists that these former recommenda
tions be carried out.

Marietta, Ga., July 29, 1919.
To the Honorable Foreman and Gen
tlemen of the Grand Jury, July
Term, 1919:
Gentlemen:
We, your Committee appointed to
inspect the County Roads and Con
vict Camps beg to make report as
follows:
That we have thoroughly investiga
ted the convict camps of the County
Road Working Forces and we find the
conditions to be excellent. The camps
are very sanitary and the food is most
wholesome and well cooked, we be
lieve the sanitary condition of the
eamps deserves special mention. We
find that there is not a single case of
sickness among the convicts, we find
‘them clean and apparently contented
with their lot. .
' 'We wish to mention specially the
splendid condition of the County
Mules. They show every evidence of
being well taken care of an in spite
of the fact that their work is the hard
est possible kind they are all in ex
celllent condition.
We were very well pleased with
the conditions at the County Barracks
and the crops there. We find at this
place 10 acres in sorghum, 6 acres in
roasting ear corn, 3% acres in sweet
potatoes, also butter beans, collards,
cabbage, Irish potatoes, onions, and
other vegetables, Also the pork hogs
‘as mentioned in the inventory. We
icommend this system of raising all
the feedstuff possible and we heartily
}encourage its continuance.
We were very much pleased with
‘the work that was being done on the
roads, we find a great many miles of
road worked in the southern section
‘of the county where one camp is loca
ted; also in the north end of the coun
)ty where the other camp is at work.
These camps are moving on as fast
as can be expected considering the
‘weather conditions and will probably
cover every mile of public road in the
county within the next sixty days.
We have verified the inventory per
taining to roads and convicts as pre
sented by the Board of Commission
ers and find the same to be correct.
We heartily commend the various
county officers whose work comes un
der our inspection and congratulate
the County Commissioners upon the
selection of those wardens and

THE REAL THING
“Maybe some scouts wonder some
times if all this first ail practice is
really necesary,” says James E. West,
Chief Scout Executive in the “Offi
cial News” department of the Sep
tember number of Boys' Life. ‘“Pos
sibly they think privately that their
scoutmaster dwells too much on the
subject and get a bit tired of working
so hard learning to meet an emer
gency that never comes. But that
is just the point. It would not be an
emergency if were scheduled in ad
vance. You never know just how and
when you will be called on to put
your scout training to the test in
good earnest. Here is a real life in
cident, when a scout’s knowledge of
first aid and plucky, intelligent prac
tice of it saved him from death. We
have the story from the boy’s own
father who declares with gratitude
that he owes his sons life to scout
training.
“Scout Gordon Battey, a patrol
leader of troop No. 5, New Rochelle,
New York, was accidently shot in the
abdomen, while engaged with another
boy in ¢lam digging. Fortunately, he
did not lose consciousness and kept
control of his wits and the situation.
He got his friend to help him into the
water so that the wound could be
properly cleansed. Both boys were in
bathing suits and the injured boy used
the waist strings from his own suit
and his friends to staunch the flow
of blood, then improvised a pad and
strips from the suits to bind up his
wound which he did himself.
“This done with the other boy’s
aid he succeeded in getting into the
canoe where he lay flat and was pad
dled four miles across the bay to his
’home_ He had previously given in
struction to his companion to dash salt
}wuter in his face if he appeared to
be getting faint which was done sev
eral times, |
| “The surgeons who were called to
}treat the injury immediately upon the
boy’s being landed declined to touch
‘the dressing, saying its effectiveness
could not be improved upon and that
had it not been for the boy’s own re
markably intelligent and plucky treat
ment of his own injury he could not
have lived to get home. He still car
ries the bullet but the doctors say he
will soon be as good as new. 1 won
der how many grown people could
have done as much for themselves as
this thirteen year old scout was able
to do. Not many, one veutures to
think. Decidedly first aid training
pays. To be prepared may mean the
difference between life and death for
yourself or someoody else.”
