Better Care for “Child Criminals”
Georgia needs more up-to-date training schools
for delinquent girls and boys. Most of the children
sent to such places have ncver had proper training
either in their homes or in the poorly equipped
schools to which most of them have gone,
The girls, particularly, are not getting a square
deal, and their welfare is even more important to
the State than the welfare of the boys.
A little kindly attention given these unfortun
ate ‘‘child eriminals’’ is often the means of saving
them from life long criminal careers.
In the last week's exchange an editor comment
ing on the fact that Herbert Clay had been men
tioned for Governor remarked that Herbert Clay
had as much chance to be governor as he did
of being king of England. |
We’d advise that editor to start saving his pen
nies and get the latest prices on crowns. , f
" Loans For Farmers,
' Tn another eolumn of this issne of The Journal,
appears a carefully prepared article, by Hon. Mar
tin V. Calvin, on the plans, purposes and workings
of the Federal Farm Loan Bank. This is a subjeet
of especial interest to farmers. The Farm T.oan Bank
is not a war measure. It was thought out in advance
of the war although not put into operation till after
the declaration of the world war.
It will be observed that only a few Georgia
farmers have taken advantage of the henefits carried
by the Bank. Next to Louisiana, Georgia has the
smallest number of associations in the cotton states.
Georgia farmers have borrowed less money than far
mers in those states. This is because they do not
understand the plans and objeet of the institution
which was organized and is being condueted solely
in the interest of farmers.
Turn to the article, which is under a caption,
““The Federal Farm Loan Bank,’’ then read it with
care so that you may grasp the subject, ad be in po
sition to bring it to the attention of your fellow-far
mers and discuss it with them. This course may re
sult in interesting a number sufficient to organize an
association under the regulations which can be quick
ly obtained with the proper official at Washington,

with the idea of ‘“horn tooting’’ that when their
merits are incapable of inciting others to toot their
horn for them they very blatantly do the tooting

The shade of Diogenes at last rests
in peace! Beginning his quest for an
horest man about 350 years before
the Inrth of Christ, this eynic Gre
cian philosopher, it is alleged, has’
ever since been searching with a!

the world. For more than two thous
and years his tireless quest, so stor
ies run, has been filled with nothing
but heart rending disappointment.
Not even the Christian martyrs of
Nero’s time could quite furnish the
test of perfect honesty to the com
plete satisfaction of the possessed cy
nic. The bravery of Hypathia, drag
ged to death thru the streets of Alex
andria by Catholic priests, at the
clogse of the fourth century of the
Christian era, for teaching the facts
of mathematics as she saw them could
cause no more than a pause in his
age old quest. The spectacle of the
burning of Servetus at the stake by
the adherents of Calvin, when he
could have had liberty and life by
the mere statement of a change of
convictions, was capable only of in.
ducing the spirit of the aged Greek
to stop for a while and gaze with in
terest upon the suffering of this mar
tyr to science.
And most of all, when George
Washington, the boy, could bravely
face all the horrors of his father's
wrath, and possible strap, of which
certainly no braver act can be pei
formed by a youth in early teens, and
tell the truth about the “Cherry
Tree,” all that could be drawn from
the ever disturbed spirit was a look
of unusual admiration.
It has been left for the Twentieth
Century, with all its so called mater
ialism, to furnish the honest man in
such complete a manner that Diogen
es was at last willing to end his la
bors of more than twenty-three hun
dred years and to resign his spirit
to the rest that enables all freed
;::ouls to fade from the zone of earth
bound departed spirits.
‘ And more, the scene of the ending
of the search was laid near the bor
|ders of Cobb county, and the story
is first given forth to the awaiting
world thru the columns of The Ma
rietta Journal.
The climax of the epic quest is as
‘follows:
l Mr. David A. Durham, of Wood
stock, just out of this county, had
as an employee several years back,
a youngster who gave him good and
| faithful service. Also, he showed
'signs of honesty, even then. So much
’so that when Mr. Durham was no long
er in need of his labor, or the boy
was no longer in need of being em
ployed by him—we are not certain
which, he was short by the amount of
just two dollars the requisite money
with which to take him to the place
he desired, and this was freely loan
ed to him by Mr. Durham,
The years passed and nothing was
heard of either the two dollars or the
youngster. But this was apparently
not the fault of the youth, as it
seems that the cause was a combina
tion of hard times and the loss of a
note book containing the address of
the former employer. At last there

Much is said from various points of the campass
concerning the real meaning of ‘‘Americanism.”’
Some seem to think it is a fixed thing and that any
person is a traitor who occasionally advocates
change. Many consider that the introduction of
anything new is about thé last straw in the necess
ary evidenee to convict someone of a bad case of
“Foreignism.”’ , .
The real truth of the matter is that the docu
ment which is more fundamentally American than
anything else, The Declaration of Independence,
plainly says as its most important statement that
whenever governments become destructive of cer
tain ends, as the happiness and welfare of the people,
it is nrot only right, but the duty of the people to
alter or abolish such government and to establish in
its stead such government as to them shall seem most
likely to promote their happiness and insure their
welfare. '
According to this the only thing that is really
American is the fact that laws, governments, insti
tutions, ete., are eternally subject to change as the
wheels of progress carry humanity on to new hopes
and to new fields of endeavor. ‘‘Change is the law
of the universe,” is the substance of the Declaration.
The advocator of new and better laws, better sys
tems of society, new and better ways of doing things,
is oftentimes, then, the only real and true Ameriean-
And the stickler for things as they are is often the
real upholder of ‘‘Foreignism.”’
Which all leads to the conclusion that charges and
counter charges of ‘‘ Americanism,”’ ‘“Foreignism,”’
and the like, so often passed back and forth, is at
the bottom nothing more than the efforts of certain
people to compel other people to fit mentally their
own yard stick.
In most sections of Cobb county there is fin
prospects for a good crop this year. If the boll
weevil don’t get the cotton things will be brighter

Water Running Low
The water situation in Marietta presents a very
grave situation for its ecitizens. Of late the water
supply has been entirely inadequate to meet the de
mands and we are informed that a supply has been
secured from the L. &N. Railway water system. ‘
Wells have been contimually dug around Mariet
ta and have continually failed. What are we to do?

if the act was done, the grey haired
Diogenes, smiled a smile that turned
into a pleasant chuckle—the first in
over two thousand years, sighed hap
pily, turned low the wick to his can
dle and with a soft puff blew out the
light, removed his worn sandals, yaw
ned and resignedly disappeared into
the higher planes from whence spir
its no longer are troubled by the af
fairs of the earth.
