sale vested in the undersigned as ex
ecutors of the estate of W. S. N.
Neal, deceased, and delivered to said
W. S. N. Neal during his lifetime,
by D. P. Butler, dated May 10th,
1917, and recorded in the office of
the Clerk of Cobb Superior Court in
'Deed Book 60, page 182, the under
‘signed will sell to the highest bidder
for cash on the first Tuesday in Au
gust, 1924, during the legal hours of
sale, before the court house door in

9th, 1919, with interest at 8 per cent
from June 9th, 1917, together with
10 per cent as attorneys’ fees and all
costs of collection.
Default having been made in the
payment of said indebtedness, the
power of sale conferred in said deed
and contract of indebtedness has be
come operative, and the undersigned
as the duly qualified executors of
the estate of W. S. N. Neal, de
ceased, will exeriise the right to sell
said property for the purpose of pay
ing said indebtedness and the expen
ses of said sale, at the time and place
mentioned above,
The proceeds of said sale will be
applied first to paying said indebted
ness, together with past due interest,
insurance, and cost and expenses of
this proceeding, and the balance, if
any, will be paid to the obligators in
said contract of indebtedness. A
deed will be made to the purchaser
by the undersigned, as is authorized
in said deed.

NOTICE OF LOCAL LEGISLATION
Notice is hereby given of intention
to apply to the present session of the
General Assembly of G- 'rgia for the.
passage of a local Act having the fol-.
lowing caption:
A BILL
To be entitled an Act to amend
and supercede the Act incorporating]
the Town of Smyrna, in Cobb coun-l
ty, approved December 8, 1897, and
the several Acts amendatory thereof,
by changing the date of the election
and terms of the mayor and council
men of said town, so that at the first
election occurring after the passage
of this Act which shall be held on the
first Saturday in November next, the
mayor and the two councilmen re
ceiving the highest number of votes
shall hold for two years and the oth
er three councilmen shall hold for
one year, and on the first Saturday
in November, 1925, three councilmcnl
shall be elected who shall hold for
two years. All councilmen elected
thereafter shall hold for two years.
The election for mayor shall he
held biennially on the first Saturday
in November for the term beginning
on the first Monday in January next
after said election, and the election
for councilmen annually on the first
Saturday in November for the suc
cessors of those councilmen whose
terms expire on the first Monday in
January next after said election. The
mayor and councilmen of said town
shall qualify for their respective of
fices at the first regular meeting of
said mayor and council on the first
Monday in January next after their
election. The present mayor and
councilmen of said town shall con
tinue in their respective offices until
the first regular meeting of =caid
mayor and council on the first Mon
day in January next or until their
successors are elected and qualified.
And to otherwise amend said Act
for other purposes.

TO THE PEOPLE OF COBB
COUNTY:
I am a candidate for re-election
to the judgship of our circuit. Un
der democratic usage, I feel that 1
am entitled to re-election without op
position.
I have endeavored to administer
the laws fairly and impartially, in a
business-like manner, and with a
minimum of cost, I have endeavored
to treat all our people fairly in mak
ing appointments, by giving the dif
ferent political parties representa
tion, and above all by appointing men
who enjoy the confidence of their fel
lowmen for uprightness and fairness.
I have devoted my time to the dis
charge of the duties of my office,
and have had no other business or
calling to interfere with this work.
I have had no favorites to serve
nor enemies to punish, and this is an
important factor in the administra
tion of law and justice. I have not
played politics, built political ma
chines, nor fomented factional strife.
Partisan politics in the judiciary is
utterly incompatible with a just ad
ministration of the laws. Grand ju
ries in our county, and other coun
ties of the circuit, have commented
with approval, upon the fact that our
courts are free from politics. All
right thinking people know the great
importance of this fact in the admin
istration of justice.
. Since I have bheen your judge, I
have endeavored to reduce crime by
inspiring a more wholesome respect
for law among our people. It is well
to punish crime but it is infinitely
better to prevent it. It is right to
enforce the laws but it is far better
to have them obeyed. This can be
accomplished only when there is a vi
‘talizing sentiment among our people
for the upholdinf of our laws anrf a
readiness on their part to discharge
the duties of goud citizens. I have
labored for improvement along these
lirf and it is gratifying to know
tha% measurable success has been and
is being realized. Our conditions are
improving, crime in general is on the
decrease, and there is an awakening
of the public sentiment throughout
the circuit that makes crime unpop
ular and more difficult.
These are the things that I have
stood for and will continue to stand
for. Good people over the circuit
have shown theirwppreciation by ex
pressing to me their full satisfaction
with my administration and by pledg
ing their support for my re-election.
And to you Cobb county people,
among whom I have lived and labored
for more than forty years, and who
know me best, I come asking for
your approval, endorsement and ac
tive support, assuring you that if‘
given, it will be most gratefully ap

of the white votes of the county.
The opposition to my candidacy at
that time organized and voted the
negroes, male and female, solidly
against me. In making this race I
stand upon all the principles pub
lished in my platform at that time,
and now I reaffirm my allegiance to
those principles and in addition
thereto 1 stand everlastingly for the
eternal principle of a government
ruled exclusively and entirely by the
white voters of Georgia. I hold that
no necessity or expediency of faction!
or clique has any right to impair or
tamper with this principle of white
supremacy. |
My fight is a common fight of all
the white people of this county and
there is no question for your consid
eration this year that is as vital as
is this question, I call upon you to
rise up and by your ballots prove
that Cobb county will always repu
diate any effort to bring the negro
back as an equal of our white men
and women at the ballot box.

My record in last years’ session is

The Legislature will be in session

The petition of Mrs. D. H. Good
win, Mrs. A. H. Irvine, Mrs. L. G.
Garrett and Miss Minnie Harrington,
of the said State and County afore
said, respectfully shows:
Ist. That they desire for them
selves, their associates and successors
to be incorporated and made a body
politic under the name and style of
AUSTELL WOMAN’S CLUB
for a period of twenty years, with
‘the privilege of renewal at the expi
‘ration thereof.
' 2nd. That the purpose of the As
sociation is for the mutual benefit of
its members and its community; to
give its members training along phys
‘ical, spiritual, civie, recreational and
educational lines.
3rd. That the corporation will
have no capital stock. Its income
and revenue will be derived from
such fees, dues and assessments as
shall be paid by its members and
from income from any property
which the corporation may own.
4th. They desire the right to sue
and be sued; to have and to use a
common seal; to adopt and make such
by-laws, rules and regulations as may
be deemed necessary and expedient
for the government of the corpora
tion and to alter or amend the same
when deemed proper; to receive do
nations by gift or will; to purchase,
own, hold, sell, lease, rent and oth
erwise deal in real estate and person
al property, including the right to
purchase, own, hold and deal in stock
in other corporations; to own or rent
and occupy a club house or club
rooms; to borrow money and to se
cure the payment of same by any in
strument in writing creating a lien
upon the property of the corporation;
to lend money, and to do all such
acts and things as are necessary or
proper for the legitimate execution
of the objects and purposes of said
corporation,
WHEREFORE, petitioners pray to
be incorporated under the name and
style aforesaid, with the privileges
and immunities herein set forth, and
as are now, or may hereafter be, al
lowed a corporation of similar char
acter under the laws of Georgia.
