Who Owns the North Pole?
The question of who owns the North
Pole is settled by Col. W. L. Seruggs,
of Atlanta, former minister to Vene
zuela and a diplomat of note. Writing
to the Axlanta Constitution, Colonet
Seruggs says:
‘““At present nobody owns the North
Pole. It is no part of the possession of
any civilized State, and is therefore
open to colonization, if anybody wants
to settle there!
“‘Ocecupation is not effected by mere
discovery, even though the discoverer
be a citizen or subject of a civilized
State, nor if he be an officer of the State,
without specific authority to take pos
sesgion in the name of the State. Un
der the modern rules of international
law, the utmost chat can be said for
discovery is that if the discoverer comes
home with news that he has found a
district hitherto unknown, other States
would be bound by the comity of na
tions to wait a reasonable time before
sending out expeditions in order to an
nex it.
‘“But while the discovery alone does
not give title, it strengthens title based
on oecupancy, and effective interna- j
tional occupation is made up of two in
separable elements, namely, annexation
and settlement. |
“‘By the formal act of annexation, the
annexing State notifies its intention of
henceforth regarding the annexed ter-}
ritory as part of its domain. The formal
act of annexation is usually made in
modern times by hoisting the national
flag and reading a proclamation setting
forth the intention of the government
to take the territory in question as its
own, but any ceremony of clear import
done on the spot in a public manner, is
sufficient.
‘“‘But this must be an act notof a
private citizen, nor yet of an official,
unless he is specially authorized so to
act in the premises. It must be an un
doubted act of the central government
on behalf of the nation.
““Of course, if the proper authorities
send out an official specially charged
with the duty of making a particular
acquisition, the act of annexation per
formed by him is in the highest degree
a State act and therefore valid. |
*“As yet this has not been done by the
United States with reference to the
newly discovered North Polar region,
and since it does not appear that Dr.
Cook held such a commission, his dis
covery, in itself, conveys no title to the
government.”’

It is ordered by the Board of Com
missioners that the Tax Collector of
Cobb County, assess and levy a tax
for the year of 1909, at the rate of 85
cents on every one hundred dollars
($lOO 0C) of taxable property returned
and assessed against each tax payer
and upon the value of all property in
the County subject to taxation Ad
Valorem, the same to be asgsessed for
the following purposes :

California Harvests First Cotton

vested. About 1,500 acres were planted
as an experiment and so satisfactory
