Northcutt -and seconded by Council
man J. A. Benson that the following
ordinance be adopted:
Be it ordained by the Mayor and
Council of the City of Marietta,
1. That from and after the passage
of this ordinance the position of In
spector of Weights for the City of
Marietta be and the same is hereby
created. Said imspecter shall be ap
pointed by the Mayor, and shall hold
his office during the term for which
the Mayor may have been elected, un
less removed by the Mayor for in
competency or neglect of duty.
<. It shall be the duty of such in
spector, and he shall have authority
so to do, to ewamine and test the
scales at any time he may see fit, as
often as the Mayor may direct him,
of any dealer in the City of Marietta
who sells commodities, wares er mer
chandise by weight, and to determine
the accuracy or inaccuracy of the
came, and in case he shall find any
scales to be inaccurate, to serve no
tice of such faect upon the person,
firm or corporatien using or operat
ing such scales, which notice shall be
served upon the person in charge of
the place of business where said
scales are located, and after reeeiv
ing such notice, the person so in
charge of such scales shall discon
tinue the use thereof until they are
accurately regulated, and in case he
shall use them for weighing any ar
ticles, wares or merchandise sold to
the public, he shall be guilty of a vio
lation of this ordinance. Said inspec
tor is hereby given the power and
authority to enter upon the premises
occupied hy any dealer in the City
of Marietta selling any of the com
modities, wares or merchandise by
weight, for the purpose of inspecting
the scales used or operated by such
dealer as herein provided, and said
inspector shall likewise have power
and authority to hail any wagon on
the streets of said city delivering coal.

driver thereof to proceed to the near
est convenient accurate scales for |
verification of the weight of his load,
and said inspector shaill also have au
thority to compel drivers of empty
coal wagons to verify the weight of
same. Said inspector shall also have
authority to cause the driver of any
ice wagon selling ice to the public
to reweigh any amournt of ice that he
may have sold and delivered to con
sumers, in order to determine the ac
curacy or inaccuracy of the weight
thereof. Said ice wagon shall be re
quired to carrv with them gcales for
weighing the ice they sell and de
liver, and these scales shall be sub
lect to the examination of said inspec
tor, and in case they are found to he
nat rate, their use shall be imme
liate liscontinued by the owner un
*il they have been put in accurate con
dition.
3. 1t shall be unlawful for anv per
son to Interfere with, prevent or at
tempt to hinder said inspector from
performing any duties imposed upon
him by this ordinance or to refuse
to allow any scales to be tested or
examined, as provided herein, and any
person, firm or corporation violating
this section hereof shall, upon convie-‘
tion, be punished by a fine not ox.

4. It shall be unlawful for any per
son, firm or corporation of the City
of Marietta selling any commodity,
wares or merchandise by weight to
use for the purpose of weighing any
such commodities, wares or merchan
‘dise, any scaies which have been ad
judged inaccurate and defective by
the Inspector of Weights of said city,
and notice of such inaccuracy given
to such person, firm or corporation,
and any person, firm or corporation
violating this section shall, upon con
viction, be punisked by a fine of not
:less than $5.00 and not more than
' $lOO.OO, or labor on the streets of said
city for not exceeding fifty days, either
or both, in the discretion of the Mayor.

Chief of Police L. H. Goodson ap
pointed Inspector of Weights by Mayor
J. J. Black.
Motion made by Councilman R. W.
Northcutt and seconded by Council
man W. T. Potts that the following
ordinance be adopted:
Be it ordained by the Mayor and
Council of the City of Marietta,
1. That from and after the passage
of this ordinance the office of City
Electrician be and the same is hereby
created. Said City Electrician is to
be elected by the Mayor+amd Council
and his salary fixed by the Mayor and
Council before his election. Before
going into office he shall take and
subscribe to the -oath- prescribed for
other city offieers, and he shall be
subject to removal at any time the
Mayor and Council may see fit, and
without cause.
2. It shall be the duty of said City
Electrician, and he shall kave the pow
er and authority so to do, to look
after, examine and inspect all wires
in the City of Marietta which have
>already been put up or that may here
‘after be put up, and see that the same
)are properly insulated and strung; to
‘regulate the kind of insualtors to be
‘used and the kind of tie wires used:
'to have authority to regulate the erec
‘tion of poles, the heighth, size and
‘positions thereof on any of the streets
;of said city, and to perform such
other duties as may be required of
;-hin; by the Mayor and Council of said
city.
’ 3. No poles, either electric lght,
telephone or telegraph, or other kinds
shall be erected in said city unless
application for permit to erect said
!poles is first made to the Mayor and
Council, accompanied by a plan or
‘drawing indicating the proposed lo
cation of same, and such plans shall
have first been submitted to the said
City Electrician, and then approved
by the Mayor and Council.
4. Said City Electrician shall have
the power and awthority te call upon
any party, company or corporation
who may now or hereafter have wires
strung and poles erected upon and
on any of the streets of said city that
may bhe in a dangerous condition or
likely to become so, to have the same
| placed in good and proper condition,
S 0 as to prevent the wires from sag
ging or coming into contact with other
wires, signs or other objects. And
any such company, corporation or
party or their superintendents, agents,
managers or other persons in charge
of the local offices or the management
of the business of such company, cor
poration or other party who fajl or
refuse to comply with this section,
|after being so called upon, shall be
deemed guilty of a violation of this
section and this ordinance, and bhe
punished as hereinafter provided in
section six of this ordinance.
5. It shall be the duty of said City
!Eleotrivian, and he shall have the
bower and authority to inspect any
'and all wiring that may now be or
hereaiter be installed in any resi
ldt-m‘»e, place of business, warehouse,
storehouse or other building in said
I('it_\'. and to see that it is properly done
zund according to the standard set by
the National Board of Fire Underwrit
ers, and no person in said city shall
lha\» any electric current turned on
'such wiring newly installed untii said
wiring has been passed upon and in
:s;xu'ted and pronounced safe by said
City Electrician. " 1t shall also be a
violation of this ordinance for any
person to use or allow any electric
}vnn‘(-nt to be turned on to any such
wiring which has already been in
stalled, provided such wiring shall
after inspection by said City Electri
cian be deemed defective and unsafe,
and he notify the owner of the prem
ises to that effect.
6. }w it further ordained, that any
company or corporation, or person, or
any of "their agents, superintendents
or managers, or other persons in
charge of Jocal offices, or manage
ment of the business of said company,
corporatiou or othér person in the City
of Marietta who violates any of the
provisions of this ordinance shall he
fined not exceeding $lOO.OO, or be sen
tenced to work on the streets of saild
city not exceeding fifty days, or be‘
imprisoned in the calabeoose of said
city mot exceeding fifty dayvs, either
or all, in the discretion of the Mayor.

Motion made by Councilman J. A
Benson and seconded by Councilman
W. 7. Pottas that the following ordi
nance be adopted:
Be it ordained by the Mayor and
Council of the City of Marietta,
1. That from and after the passage
of this ordinance no person shall be
permitted to put up and over the side
walks of said city over the doorways
of any storehouse or other bhuilding
which fronts on the public square or‘
said city, any awning or awnings, ex
cept such as shall be approved by
the Mayor and the Chairman of the
Street Committee, and in no event is
there to be put up any awnings made
out of tin, wood or iron, provided this
section shall not prohibit the use of
iron framing for any cloth awnings
<. That no awnings shall be nearer
than seven feet and six inches from
the sidewalk on said public square in
height, nor shall it extend further
from the building than six feet, over
the sidewalk, and the distance from
the sidewalk to the top of said awn

BEAUTIFUL RECEPTION FOR
MRS. JOHN R. NORTHCUTT

‘cutt presented Mrs. John R. Northcutt, ‘
‘ a recent bride, to Marietta society at a
beautiful reception Thursday afternoon
at their home on Atlanta street. The
parlor was decorated in snow balls and
red roses with white candles, the din
ing room was in pink and the hall and
library were profusely decorated in
wild red azalias. The girls and young
matrons were all looking their best.
Charlotte Northcutt received cards at
the door, looking like a pink and white
peony in a white frock and wide pink
sash. . Mrs. Ralph Northcutt, in orchid
satin, Mrs. George Montgomery in
white marquisette with touches of
black, Mrs. Morgan McNeel in white
lace, Mrs. Fred Morris in Dresden blue
and pink chiffon, Mrs. Tom Wallace in
blue gilk tissue, Mrs. Alban Gilbert in
blue charmeuse with princess lace and
blue slippers, Miss Luey Gilbert in
white lace and Mrs. Dan Anderson in
shell-pink lisse, met callers in the hall
and ushered them to the various rooms.
. In the receiving line Mrs. John North
cutt wore white embroidered marquis
ette with a corsage bouquet of See-
Opal roses and lilies of the valley which‘
was a birthday present from her son,
Eugene. Mrs. John R. Northcutt, ai
slender blonde, wore white messeline
draped in gold lace over blue chiffon,‘
with gold slippers and pink roses and
lilies of the valley. Miss Ida jDorsey
wore white charmeuse draped with
chantilly lace arranged with pearl gar
niture. Mrs. Floyd Northcutt wore
crystal-beaded chiffon over pink satin. “
The music was selected from grand{
operas. |
In the library, with its red-shaded
lights and beautiful flowers, frozen':
punch was served by three Graces:l
Miss Willie May Blair in white char
meuse with duchess lace and crysta]‘
garniture, Miss Jessica Binyon in whitei
lisse and primrose chiffon with crystal,
fringe, and Mrs. Henry Wyatt, Jr., in |
yellow silk draped in white and blue
tissue, with blue slippers.
In the dining-room a lovely group
served: Mrs. Leon Gilbert in silvery
net, Miss Elizabeth Reynolds in white
lace, Miss Josephine Dobbs in pink
satin, Miss Annie Gilbert in pink silk,
veiled in silver net, Miss Alice Wellons
in pink and white flowered chiffon and
white lace, Miss Minnie Lou McNeel in
light blue silk tissue.
Mrs. R. H. Northeutt in black and
white satin foulard, was everywhere
welceming guests and dispensing smiles |
and pleasant words. Mrs. Elizabeth‘
McNeel, of Atlanta, was present and
a great many other elderly ladies whose
presence was a tribute of love to thel
hostesses. About two hundred ladies
called and the afternoon was} great]y“
enjoyed. ‘
SUBSCRIPTIONS DUE |
TO CLAY MONUMENT
There is still quite a number of sub
scribers to the monument fund who
have not paid their subscriptions. The
work is practicay completed and will
be ready to put in place in two or three
weeks, and then the monument will be
ready for thejunveiling exercises. |

BE ORATOR MEMORIAL DAY
Rev. E. S. Doan, rector of St. James |
Chureh, has accepted the invitation of
0. M. Mitchell I‘!:)st. Q. A R;of At
'lant& to deliver the memorial address
‘at the National Cemetery here on the
30th of May. Mr. Doan’is a native of
‘Ohio, and one of his grandfathers was‘
‘a federal soldier, but in this address he |
will say nothing that could offend any
southerner and he wil! be glad to seé]
confederate veterans present. The.
address will be well worth hearing.
