MMWW
Washington City,
December 16, 1912,
Congress will adjourn this week
for the Holidays and will reconvene
en the 2nd of January. Then two
months more of Taft and after that
Woodrow Wilson.
E ¥ % & %
One of the fights just ahead will
e over the offices. Taft has done a
characteristic thing. All over the
vountry the postoffices are filled by
his appontees. There are perhaps fif
ty thousand of them in all and they
mean a lot in election times. About
thirty five thousand of these are
what are called Fourth class post
masters. They have the small offices.
Taft has issued an order putting
them under the civil service regula
tions so they cannot be removed |
~ And that is what the Democrats
“%:re mad about.
They regard it as a piece of usur
mation, which it is, and they are go
mg to sit up with Mr. Taft about it.
Many of Taft's appointments will
have to be confirmed between now
a#nd March 4th and the Democrats
¥»ad by Senator Hoke Smith, are BO
ing to see to it that his purely pbdli
tical appointments are not confirm
o, 2 o
Dewn in Georgia there are a lot
ef Republican postmasters and since
ihé election there has come up quite
# predest agaimst the confirmation of
MRy meve.
The prebabilities are that Wilson
will revolse Taft’s order putting the
Pourth-class postmasters under civil
wervice. Wilsom is not a spoilsman,
but 1 do not think he will let Taft
beg things Jike that.

; From the best information 1 can
pic‘k up I do not think our Marietta
pesbmaster will be disturbed until
flr‘;‘ erd of his term. Mr. Keeler will

- Benator Hoke Smith i{s a source of‘
wo‘ry to the Republicans. If the
- Pemator would go away and let them
#up things until March 4th they
would be very much relieved but
he;'phowa no signs of doing that. He
ingists on staying on the job. The
Républicans have been trying to hold
- an_executive session so as to confirm
some of Taft's appointments but so
#ar they have been headed off by the
°~Seiator. Last week the Democrats
held a caucus to decide on a line of
woljcy and Hoke Smith was appointed
omg of a committe of five to handle
ike situation.

What is known as the Omnibus
Claims bill has been under discussion
#n,the Senate for several days. This
_h;{he bill which carries the old war
elpims and one has not been passed
“#n, five or six years. It is hoped that
ihg present bill will get through.
’i‘he bill as it stands has an appro
pt’tlon to pay the Church of Christ

Great interest is felt here over Wil ‘
#op’s cabinet. Those who are on the in ;
wide think Bryan will be Secretary of
State. One report is that Bryan will
nqgt consent to enter the cabinet un-
Jess Wilson agrees not to be a candi
date four years from now. If such an
‘agreement is made it will mean that
!fian will be in the race in 1916. I
do not think there is anything in
_that talk. Possibly it is part of a
scheme to get up trouble between
‘Wilson and Bryan.
There is no doubt in the world
that but for Bryan's fight at Balti
¢ Wilson would never have been
aominated. Clark would have been
nominated and defeated.

; velt made Taft president and
yen fought him. Bryan has made
fdlson president by smashing the
date at Baltimore but there is no rea-
son why-they should not work in har
‘mony. Anything else would be disas
trous for both.
When Bryan was at the first Chi
cago cenvention and saw Roosevelt
robbed by Taft in the interest of the
Stand pat Republicans he went to
Baltimore to prevent the control of
the Democratic convention by the ex
treine conservative wing of the
Democrati¢ party, which he charged
was being attempted by Thomas F.
Ryan and others. Mr. Ryan ‘has since
testified that he contributed $BO,OOO
to Harmon's campaign and over $3O,
000 to that of Underwood. .

Three Georgians are mentioned for
‘the Cabinet, Mr. James R. Gray, of
The Atlanta Journal, Hon. Pleasant
A. Stovall, of The Savannah Press
and Dr. Soule, of the State College of
Agriculture. Dr. Soule is spoken ofJ
for Secretary of Agriculure. Mr. Sto
vall will, however, probably be given '
a foreign mission.l should not be sur- |
prised to see Mr. Gray made a mem
ber of the cabinet.
