ig WASHINGTON LETTER if;
eSS Seeaeeeee T
Washington City,
August 25, 1913,
Congress has been in session now
gince the middle of April and has
been playing but one tune—the tar
1, Never was so sick of apnything
in my life. It looks like we shall be
rid of the subject by the middle of
October. After that if any man
icentions the tariff, T say shoot him
¢n the spot. £
¥%% % %
' There is one other matter that the
siouse has dipped into—the curren-
And the more it is talked the more
1. I 8 mixed.
Senators tell me they are going
10 pass a currency bill but I am
thinking that it is easier said than
done. The situation has been com
plicated in my judgement by a
2eeting of bankers held in Chicago
last week at which resolutions were
adopted practically endorsing the
vld Aldrich plan for a central bank,
against which the Democratic party
48 committed. The funny part of it
-3 these bankers profess a purpose
%3 heartily co-operate with the Dem
ocrats in perfecting the pending bill.
*¢& ¢ %
The administration idea is for the
“ gurrency to be issued by the gov
ernment, The bankers want the
sdrrency to be issued by a central
raserve bank. That is a fundamen
ial difference.
The administration wants not less
than twelve reserve banks in dif
ferent parts of the country, The
bankers say, ome reserve bank or
certainly not over five.
The administration wants the
Zovernment to control. The bank
<r's want to control and want to
Zeep the banking business out of
politics.
The government wants to compel
the National banks to take stock in
‘the reserve banks. The bankers
want it left optional.
It is a fact as shown by the flood of
literature on the subject that the
bankers of this country favor bank
notes instead of United States
ireasury notes and that they want
4 central bank controlled by bank
<rs instead of. having the Treasury
Or reserve banks under goverument
control manage the currency.
®%% & &
It will be observed that the so
«called Owen-Glass bill now being dis
<ussed in the House cannot be made
=atisfactory to the bankers except
by most radical changes, and there
has got to be complete surrender by
one side or the other.
I am not disposed to abuse “Wall
Street” but it is a fact that the
banks of New York dominate the
banks of the whole country and are
ready to club them into submission
it they do not chime in with the
New York view. 1 hear that they
have threatened the Southern banks
with retaliatory measures if they
accept Mr. McAdoo's crop ‘moving
currency at two per cent while the
New York banks are demanding six.
One Augusta bank that has been
-allotted $600,000 has refused to
take it, but denies that it has been
threatened as rumored. The public
has little idea of the power of the
New York banks, particularly the
great institutions coutrolled by the
Rockefeller crowd.
R 209
" Speaking of this Augusta bank!
* that is offered $600,000 at two per
cent and refuses it, I am reminded ofl
Mr. McAdoo's charge several weeks
ago that New York banks had com-l
. bined to depress the pripe of gov-!
ernment bonds. They denied it, of
course, but all the same when they;
were exposed government two per |
cents jumped back up from 95 to 98 |
and have stayed there ever sinco.!
Now a thing that actually happened !
was this: with money scarce as hens’ ;
teeth, certain banks did cancel eight '
or nine million ‘dollars of their cur- .
rénmey and withdraw a correspond-:
ing amount of bonds from the treas- ‘
ury, making money that much hard- |
! er to get. ‘ ?
5 Of one thing the people may be
.sure, the administration is not under
the control of the New York banks.
The manipulators in that town will
find that Wilson, McAdoo and Uncle
Sam make a right strong team.

Dr. C. A. Wikle, of Marietta was
in Washington today on his way
home from the Rexail convention in
Boston. He says old Cobb has the
finest crops ever, for which I am
truly thankful.

Senator Hoke Smith likes a prob
lem. A few nights ago he came over
from the Senate to his office all tired
and worn out with a tariff debate.
There was a big pile of letters to
sign and a big pile of letters to read.
The first letter in the mail was one
from a man complaining of the civil
service examinations and giving an
example in arithmetic that was in
the examination, The Senator
didn’t do a thing until he had work
ed that sum. Here it is: A park
which is square, is surrounded by a
walk containing an acre of ground.
The walk is two rods wide. An acre
is 160 rods. What is the size of the
park? See if you can work it.

Senator James Hamilton Lewis is
the dude of the Senate. The other
day Jim Ham-and-eggs as they call
him, entered the capitol diked out
to Kkill. Hat, coat, trousers, shoes,
collar, tie, gloves, cane—everything
on parade. Just before he entered
theé senate door he flipped out a
snowy handkerchief and out fell
an old faded neck tie and fell on the
floor,
| Jim Ham looked at it as mn(rh3
as to say: “Can it be possible that
iold thing was consealed on me?”
! A guard picked it up and handed
it to the embarrassed senator whose
:features fell like those of a peacock
. when he catches sight of his own
feet,
\ *But all the same, Jim Ham is a
bully good fellow and everybody
' likes him.
*&& & x
| Senator John Sharp Williams, of
i Mississippi is directly the opposite
to Senator Lewis in the matter of
idress. John Sharp wears an old
" slouch hat and is proverbially care
less about his appearance and his
attire,
l The other day a young man came
in from some denizens of Swelldom
i bearing an invitation to a reception.
| “Al right,” said the Senator, “I'll
come."”’
| “It's a full dress affair,” added the
‘young man to let the noted Miss
' issippian understand he was to wear
'a spike tail coat.
‘“Yes, yes,” drawled John Sharp;
then turning to his secretary he
added: ‘*‘remind me to shave that
day.”
