Colonel Sessions sald the whole

city of Dayton, Ohio, which was so
hard hit by the flood, had adopted
the commission form and was adver
tising all over the United States for
@ business manager. It is proposed
to run the town like a business and
to employ the highest order of busi
ness ability. |
Hon. Herbert Clay made a vigorous
speech. He said he was in the meet
ing that started the movement and
had agreed to support the bill. Hei
was surprised when he found in the
measure the provision that none but.
freeholders could serve as commis
sioners. Col. Cheney explained to
him that this provision had been
copied from the Cartersville charter|
and no one had noticed that it was
objectionable. Col. Cheney had told
him he would have the objectlona-i
ble feature of the charter stricken}
at the next session of the Legislature. ‘
“We could not get into any worse
shape,” said Mr. Clay. ‘“We should
not think of refusing to pay these
debts. Let us try this new plan and
if it fails let us try something else
and keep on trying until we have
placed Marietta where she belongs.
Let us do everything we can to bet
ter our standing and let us stand to
gether for Marietta, which is our
home and which we love.”
Mr. Clay’s sentiments were vigor
ously applauded.
Col. (Cheney endorsed what Mr.
Clay had said and stated that he
would not only introduce a bill to
strike out the freeholder clause but‘
that he was sure Col. Moss would co
operate with him. He said that if
Marietta refused to pay her honest
«debts he would sell his property
for twenty five cents on the dollar
if necessary and move out of town,
but he did not anticipate such a
course.
Mr. George F. Montgomery spoke
for-the new charter and was follow
ed by Mr. A. V. Gortelyou:who gave
