April 6th.
Council Chamber, March 2nd, 1914,
Council convened in regular ses
sion, Mayor E. P. Dobbs presiding,
with full board of Councilmen ex
cept Councilman Black.
Minutes of last regular meeting
and adjourned meeting were read and
approved,
A communication was received
from Col. D. W. Blair, relative to
tax fifa against D. B. Parks. On
motion, the marshal was instructed
to collect the real estate portion of
the Parks fifa out of the real estate
assessed against D. B, Parks, but not
to insist on the tax from that source
on the personalty, since the realty
has changed hands.
On motion, communications from
W. A. Mayfield and O. O. Adams were
referred to the finance committee,
Under the head of standing com
mittees, Councilman Brumby, chair
man of the clock committee, report
ed verbally that he had had lights
put on the town clock without cost
to the city.
Reports of Clerk, Marshal, Treas
urer, and sexton were read.and or
dered spread on the minutes.
On motion of Councilman Kemp,
seconded by Councilman Grogan, the
following accounts were approved
and vouchers ordered issued to pay

On motion of Councilman Groover,
seconded by Councilman Grogan, the
Mayor was authorized to make the
first payment on the auto truck on
its arrival, voucher to issue accord
ingly.
The ordinances presented by
Councilman Brumby that the Feb
ruary meeting regulating skating on
the sidewalks and traffic on the
streets, were taken up and adopted.
Councilman Kemp presented an or
dinance to prohibit cruelty to ani
mals, which was adopted unanimous
ly.
The said three ordinances are as
follows, to-wit:
ORDINANCE TO REGULATE
TRAFFIC ON THE STREETS
Whereas, the streets of Marietia
are narrow, and the travel there in
very much congested, and it is neces
sary to more clearly define the rules
of the road and to observe a more
strict observance of them by vehicles
of every class, therefore, BE IT OR
DAINED by the Mayor and Council
of the city of Marietta, as follows:
Sectionl That it shall hereafter
be unlawful for any person by him
self or driver, or agent to violate any
one or more of the following rules
of the road of the city of Marietta.
Rulel. Keep to the right of the
street.
Rule 2. Keep to the right when
permitting another vehicle to over
take you, which vehicle shall pass to
the left of the vehicle—not street
car—overtaken.
Rule 3. In order that all vehicles

on each side of the street shall he
headed in the same direction, owners
drivers, or agents of vehicles, are re
quired to turn, if necessary, whe<n
stopping at the side-walk, so that the
side-walk will be to the right of such l
driver when sucb stop is made. I
Rule 4. When a car stops to ‘take
on or let off pessengers, all vehicles
going in the same direction stop un
til the car has moved.
Rule 5. Slow moving or standing
vehicles must not only keep to the
right, but near the curb, so as to per
mit other vehicles to overtake them.
Provided, that this rule shall not ap
ply to slow-moving vehicles on resi
dent streets where overhanging
shade trees prevent the passage of
such vehicles near the curb.
Rule 6. In overtaking street car,
pass it on the right. If there is not
sufficient space to pass the car on the
right, follow the car until there is
a space on the rights
Rule 7. In order the the City fire
apparatus shall have the. right-of
way in going to a fire, all vehiclesl
must, upon hearing the approach of
the fire apparatus, pull to the (:urb—l
ing, and all pedestrians must stay on
the side-walk until after the fire wa-‘
gon has passed.
Rule 8. All automobiles parkingz
on the Public Sgnare shall head in
to the side walk.
ORDINANCE TO PREVENT
CRUELTY TO ANIMALS.
Be it ordained, that from and af
ter the adoption of this ordinance,
it shall be unlawful for any person
to beat, punish, starve, or otherwise
inhumanly treat any horse, mule,
cow, ox or other dumb brute, within
the corporate limits of the City of
Marietta, so as to cause the same
unnecessary pain or suffering.
Any person violating the provi
sion of this ordinance shall be pun
ished by paying a fine of not over
one hundred dollars or work on the
streets not more than fifty days, at
the discretion of the Mayor.
ORDINANCE, to prohibit skating
on certain side-walks,
Whereas, there is only one con
crete side-walk of any length in the
City of Marietta, and this being only
on one gside of the street, and very
narrow for the amount of travel;
therefore,
| BE IT ORDAINED by the Mayor
and Council of the City of Marietta,
That there shall be no skating by
any person or persons more than
twelve yvears of age, on any concrete
side-walk within the City of Mariet
ta. Any person or persons violating
