PRESENTMENTS OF THE GRAND JURY OF
NOVEMBER TERM COBB SUPERIOR COURT
GEORGIA, COBB COUNTY.
To Honorable H. L. Patterson, Judge
of the Superior Court of said
county: 5
We, the Grand Jurors, selected,
chosen and sworn for the November
Term, 1915, of Cobb Superior Court,
beg leave to make these our General
Presentments.
FIRST.
We have examined the dockets of
the various Justices of the Peace
and Notaries Public in the County
that have been presented to us, and
we find the same neatly and cor
rectly kept.
SECOND.
All the County Officers have mada
their reports to us according to law.
The same have been adopted, marked
approved and made a part of these
our General Presentments.
THIRD. :
We have, through Committee, ex
amined the Jail, and find the same
in a splendid condition. We also
find the Court House in very good
condition, except that some of the
walls need tinting or painting.
FOURTH.
We have, through committee, ex
amined the Pauper’s Home and the
County Farm and find the follow
ing: We find twelve white inmates
and four colored inmates, all pro
perly provided for and properly cared
for, with plenty to eat and wear.
The farm has two mules, two cows
four yearlings, five pork hogs, niae
shoats, I brood sow, one two-horse
wagon and harness, one spring wag
on, farming tools sufficient to run
the farm. There is already scwn on
the farm seven acres in wheat and
ten acres in oats. There has been
paid out on the farm during the ten
months of this year, $1407.08. There
has been raised on the farm this
year; farm products of the estimated
value of $1284.75. We recommend
that the County Commissioners take
proper steps to have expenses cur
tailed in some way so as to make
the county farm self-sustaining.
FIFTH.
We have, through committee, ex
aminasd all three of the convict
camps, and found all of them in good
ganitary conditicn. The clothing and
bedding of the convicts was clean,
and in good condition. All of the
convicts of whom we had an oppor
tunity to make inquiry, expressed
themselves as being well fed and
well treated. We want to congratu
late the County Commissioners, and
the convict wardens on the manage
ment of the convicts, and the good
road and bridze construction. We
are working abcut ninety-eight con
victs, and there is not a sick one in
the bunch. We found the mules at
the camps in good condition, and no
sick ones.
SIXTH.
In the limited time we had, we
have, through our different commit
tecs, examined the books and records
of the diffcrent cfficers of the coun
ty, and found them neatly and cor
recly kept, so far as we could ascer
tain. |
SEVENTH.
We find the public roads in the
rural districts in bad condition, andi
recommend that the proper authori
ties attend to the same as early as
possible, especially the mail routes.
We also recommend that some of the
farmers be put on notice in regard
to blocking the ditches by allowing
weeds, stalks, ete., to be thrown in
them.
EIGHTH.
With Reference to Automobiles.
Whereas, there is a naticeable and
decided increase in the destructiol
of both life and property by the reck
less driving of Automobiles, we maze
the following special presentment.

the law be enforced governing the
speed limit, and the proper signals
sounded before passing a team or
vehicle on the publice highways, also
that the proper lights be kept burn
ing on both front and rear ends of
the car, after sun-down, and kept
burning while on the public high
way until sun-rise. We also recom
mend that our proper authorities
make it a jail sentence, and not a
fine for the violation of the abhove
gection.
NINTH.
We recommend that Grand Jurors,
Petit Jurors and DGailiffs be paid the
sum of $2.00 per day for their ser
vices during the year 1918,
TENTH.
We have worked faithfully and
hard during the last two weeks, to
enforce the prohibition laws in this
county. We have done our best, and
we believe have made a start to
wards doing away with the violation
of this law, and in that work, we
have had the active co-operation of
the Solicitor General, the Sheriff and
his Deputy.
ELEVENTH.
We wish to thank Honorable W. K.
Thomas, Judge of the Southern Cir
cuit, who presided during the first
week of the Court, for the fair and
able charge delivered to our body.
TWELFTH.
We also wish to thank Honorable
H. L. Patterson, for the fair and im
partial way in which he has admin
istered the law during the second
week of this term of the Court. We
also wish to thank him for his in
terest in the enforcement of the proe
hibition law.
THIRTEENTH.
We also wizsh to thank Honorable
Herbert Clay, Solicitor General, for
the very able assistance he has rea
dered us in the performance of our
duties this term of the court, and
also for the many courtesies shown
us. We also wish to thank Henorable
John H. Boston, who has been as
sisting him. :
FOURTEENTH.
We recommend that these Present
ments be published in the Marietta
Journal and Courier, and the Mariet
ta News, and that they be paid a
reasonable price for publishing same.
