Collum of Phil adelphia Killed By Suffoca tion at Greensboro, N. C., Blaze. Greensboro, N. C.—Henry T. Folium a travelling salesman of Philadelphia, was killed by suffocation and several other persons injured by jumping dur ing a fire at the Guilford Hotel here early today. Fifty guests, scantily clad, were carried down ladders by firemen and had no time to save their personal belongings. None of the in jured is believed to be in serious con dition. The cause of the fire has not been determined. It started at 3: BO in a back room and was checked before great damage was done to the build ing. Washington—Repeated inquiries are made at the treasury department by bankers throughout the country as to whether the federal reserve will have the federal reserve banks act as clear ing houses and what rate for collec tions will be fixed. Under the federal reserve act it is within the power of the board to per form the functions of a clearing house for the 12 reserve banks or designate one of the banks which Is to clear the business of the other eleven. Fur thermore the board may require each federal bank to act as a clearing house for all of its member banks. Secretary McAdoo and Comptroller of the Currency Williams have re frained from interpreting details of the federal reserve bank act and have ventured no prediction as to the pos sible action the board will take con cerning the establishment of clearing houses and the regulation of exchange and collection rates. However hankers generally seem to he of the opinion that there wil be a decided reduction in collection charges. The board has the power to fix the charge member hunks shall collect from their patrons for clearing cheeks and also hns power to regulate the charge each federal reserve bank shall make upon member banks for clearing and collection.
