Figures Issued Today By Fed
eral Bureau of Education.
Illiterate Children in Georgia
and South Carolina.
Washington. Not more than 15 out
of every 1,000 children from 10 to 14
years of age in tho United States are
unable to read and write, according
to statistics announced today by the
federal bureau of education. An anly
sls of the figures shows that in 1900
there were 42 out of every 1,000 chil
dren between the ages of 10 and 14
wlio were illiterate. This number hud
been reduced to 22 In 1910 and to 16
in 1914.
"from the standpoint of proportion
al reduction of illiteracy," ttie bureau
savs, "Oklahoma leads all states. In
1909 this state had 142 illiterate chil
dien of the ages named. In 1910 It had
but 17. Delaware had 20 In 1900 and
hut 4 In 1910.
Georgia and S. C.
The states having the largest pro
portion of Illiterate children per 1,000
are Louisiana, with 115 (from 174 In
1900); South Carolina 88 from 150;
Alabama, 77 from 167; New Mexico,
69 from 182; North Carolina, 68 from
167; Kentucky, 69 from 79; Georgia,
57 from 106; and Virginia, 67 from
97; Tennessee, 64 from 119; Florida,
60 from 78; Arkansas, 47 from 113.
On the busts of the figures, Dr. P.
P. Claxton, federal commissioner of
education, estimates that with an av
erage annual expenditure of $20,000
for ten years he could put forces to
work that would, by means of night
schools and other agencies, eliminate
Illiteracy nmong the adults of this
country of whom It Is estimated there
are between four and five millions.

Department Notified.
Washington.—The American steam
er Denver, hound for Bremen, Ger
many with cotton from Norfolk Dec.
23 has been detained at Kirwall, Ork
ney Islands, north of Scotland. The
owners have asked the state depart
ment to make representations.
The Denver was reported to have
been loaded under the Inspection, not
only of United States customs offi
cials but also of the British consular
officers at Norfolk. She had aboard
about 7,000 bales of cotton.
Arrangements are now under way
which it is believed here may facili
tate shipments. The plan would pro
vide that vessels have their hatches
sealed before they leave American
ports. American customs officials and
British consuls could see that the seat
was properly affixed after the load
ing had heen inspected.
The <'lty of Macon, with 8.500 bales
of cotton recently loft New Y'ork for
Bremen and sealed hatches under that
Idan. The City of Memphis, now
loading at tt gulf port for Bremen,
and the City of Savannah, for Renter -
datn, both with cotton only, will sail
with hatches sealed. Under that plan,
it Is believed, British authorities will
allow such vessels to pass.

for the shooting is unknown.

Washington.—“ Deep diving is a
practical procedure and not attended
by great dangers wffen the proper
precautions are observed," is the re
port today oZ the officer who con
ducted the Navy Department’s exper
iments in deep diving without the use
of special apparatus other than that
which can be readily supplied with
the diving outfits in use on all naval
vessels.
In a statement the Navy Depart
ment says that the results of the ex
periments are considered remarkable,
and depths have been reached far in
excess of any It has ever heard of.

i feet without discomfort, according to
the department and it is believed that
divers can reach a depth of at least
300 feet without danger.
The experiments were conducted off
