AUGUSTA MAY GET
OUT OF FAIR
ASSOCIATION
Captain Frank Beane Has
Returned From Conven
tion With Disquieting
News.
Cap*. Frank E. Roane, secretary of
the Georgta-Caroilna Fair associa
lion 1b Jiibi back from a convention
at Greensboro, N. C!., of tb» secreta
ries of alt fair associations In sev
eral southern states.
There is a possibility that on ac
count of fncotiVenienci In deles that
I will probably fall to Aufuma’s lot un
j dor the present arrangement id the
schedule, the local hair ;ih-oelation
will withdraw from the circuit. anT,
with Charlotte, Columbia, Spartan
burr, Macon, Eatonton and a few
I other towns, form an Independent
- circuit
Capt. Roane Is In favor of remain
ing in the circuit, as the convention
made effort to accommodate Augusta
in every way they could. He thinks
that even if the fair Is held the sec
ond week In November, no great, in
convenience or loss would result . He
thinks that the few disadvantages of
a late fair would be outweighed by
the many advantages possible if An
giistn remains In the circuit.
Recauae If Augusta withdraws and
forms an Independent circuit, with
several other nlegbboring cities, it
will probably be impossible to secure
us many high-class attractions as the :
older circuit controls.
The matter will probably be occa
sion for calling a special meeting o',
the Fair association as soon as Pros,
deist Jackson returns to the city front
New York and Boston.

ACTUAL WORK ON DAM CDDLD
NOT START UNTIL SUMMER
Preliminary Work, How
ever, Could Be Com
menced Within Twenty
four Hours After the
Permit is Granted by the
Government. Dam Will
Be Eighteen Months in
Building.
If the Ambursen Hydraulic Con

crews of men to build the proposed
Twin City Power company dam at
Price’s Island and such is altogether
possible, says Mr. W. L. Church,
president of the company—no less
than 1,200 men will be given steady
work, at good wages, on a straight
eight-hour shift. The »dam will be
about 18 months in building, and the
plant, when complete, will ilevelope
30,000 horse power.
Mr. Church knows a concrete darn
from top to bottom. His conversa
tion regarding details holds the inter
est unabated. He is a gifted talker,
nnd hue at ids "finger tips" a stack
of factß about the proposed dam.
The dam itself will cost about sl,-
200,000. The plant complete, in
cluding power bouse, transporting
lines tor current and miscellaneous
paraphernalia will represent an ex
pendlture of about $3,000,000.
In j the event the government,
grants a permit for the dam. work

THE AUGUSTA HERALD
Church yesterday. Rut this does not
mean work on the dam itself, as it
will be impossible to start on that,
until after spring floods. Forces of
.niyn will be set to work, however, im
mediately after the permit is issued,
clearing the reservoir of trees, open
ing quarries, and drilling for founda
tions.
One of the difficulties encountered
in the war department was a notion
of the engineers that maybe the
foundation at the proposed site is not
what it should be. Accordingly,
driliers were set to work. They flad
that a very hard, thick stratum of fine
foundation rock extends unbroken
across the bed of the river This
rock is so so.-d that it will only be
necessary to go about half as deep for
a foundation as the engineers figured
on at first.
It is possible that three crews will
be employed, so that during the full
24 hours of every day the work may
De kept rushing. Each crew will
work eight hours. A crew comprises
about 400 men. At least two crews
will be employed, so it i 3 seen that
sure work will be provided for at
least 800 men.
The dam will be 1,700 feet long,
and will set at an angle across
the river. The width of the
dam at the base, up and down stream,
is 120 feet, and its extreme heigh:
60 feet. Through the middle of the
dam will run a road, large enough to
accommodate any vehicle, thus the
term Hollow dam. Incidentally, the
structure will serve the purpose of a
bridge or tunnel. The power house
will be on the Carolina side of the
river. The plans provide for a house
about 250 feet long. From the pow
er house to the top of a hill on the
Carolina side wilt run a cause-way,
about 1,000 feet long. ♦
When a representative of the Twin
City Power company went before the
war department to confer about cer
tain details. General Marshal, chief
engineer, complained because the
plans provided for no waste gates.
The Twin City people contended that
the flow of water through the tur
bines would be shut down sometime,
and demanded that waste gates be
put in. So the Twin City engineers
were glad to make the concession,
which, together with one about the
foundation and a change in the top
width of the dnm, were the only
changes suggested by the department.
Mr. Church brought a lot of photo
graphs with him. showing various
hollow concrete dams complete,
which his company built, and other:,
in process of construction. He will
be glad to go over with any citizen
of Augusta the plans for a dam at
Price's Island.
